As the Special Assistant and Lead Action Officer to the Executive Assistant Director for Emergency Communications at the Cybersecurity & Infrastructure Security Agency (CISA), Ms. Delancey leads the Emergency Communications Division (ECD) strategic planning to execute internal and external actions and special projects. Ms. Delancey is also the ECD International Action Officer and responsible for executing actions that
align with the CISA Strategic Plan, CISA Global and CISA International Strategic Plan across the subdivisions and Chief of Staff (COS). As the CISA International Action Group (IAG) lead for ECD, Ms. Delancey coordinates efforts across CISA Stakeholder Engagement Divisions (SED)
and with key multiagency and international partners and stakeholders. Ms. Delancey leads the ECD International team internal and external strategic communications for the division. She works closely with the ECD Leadership and Senior Technology Advisor and other technical teams to manage multiple engagements simultaneously. With a focus on cyber resilient communications infrastructures – terrestrial and non-terrestrial (SATCOM and Underseas Cables), emerging technologies and stakeholder engagement, she is the is responsible for planning and supporting
the execution of division-wide activities. She is responsible for International Cooperation activities including advanced team planning for International Delegation engagements and after-action execution strategies for Global Public Safety initiatives across each continent with multiagency partners at the State, Local, Tribal, Territorial and
International Levels, including coordinating capability development planning with DHS S&T International Cooperation Program Office (ICPO) and the International Forum to Advance First Responder Innovation (IFARI). With particular
focus on CISA Priority Communications Services, Ms. Delancey is facilitating coordination and after-action planning with the CISA Technology Standards teams supporting Third Generation Partnership Project (3GPP) including the
North American Standards Bodies, NIST, NATO Standards Organization and maintaining situational awareness of the six other 3GPP Organizational Partners from Europe, Japan, India. Her team efforts to support ECD International
Cooperation planning efforts for technology standards will enable trusted and secure networks world-wide. Her civ/mil activities support execution of the Global Public Safety mission. Per direction from COS and EAD, she facilitates meetings at all levels of government, industry and academia. Leah serves as a liaison for each of the ECD
subdivisions to executive leadership on strategic, technical, and tactical topics. She serves as the CISA ECD representative for DHS Canadian Coalition for the division and she supported presentations to the Canadian Association of Chiefs of Police (CACP) on Global Public Safety and World Cup 2026 emergency communications
readiness planning. As the C5 Principal representative to the CISA Infrastructure Security Division (ISD) C5 Resilient Communications Workgroup. Ms. Delancey is the ECD designee for the Collaborative Coalition for International Public Safety (CC:IPS), an international forum focusing on promoting, supporting and improving global
emergency communications services utilizing the most current and commonly accepted technologies, standards, and best practices. She led the advanced team planning and execution for key international engagements, including:
Mobile Deployable Communications and MILSATCOM, Mobile World Congress and British APCO.
As the Director of Partnerships and Cybersecurity Engagement at the National Cybersecurity Alliance (NCA), Ms. Delancey developed and led the organization’s education program for business owners and employees to promote cybersecurity best practices. She played a key role in the organization’s growth and led stakeholder engagement efforts. Prior to NCA, she worked for the U.S. House of Representatives as a legislative analyst on multiple projects providing legislative research to support the generation congressional reports. She managed special event requests
with the Government Relations Office for multiple organizations. She was responsible for conducting weekly Capitol Tours for visitors and special groups. Leah earned a BA in Political Science and Sociology from Pennsylvania State University with Magna Cum Laude honors
