What’s different this year?

Many of the recent developments in SSA are centred around the emergence of new LEO constellations and how military users must adapt their SSA approaches to account for this. Similarly, increasing interest in cislunar space present unique challenges for the industry, as does renewed great power competition.

2023’s Military Space Situational Awareness conference will address these issues head-on, with key focuses including space domain awareness, space surveillance and tracking (SST), the US Space Force's approach to SDA, the impact of new mega-constellations, and international partnerships in space.

     Angus was appointed Deputy Ambassador to the Czech Republic in September 2016. He previously served as Deputy Ambassador to the Federal Republic of Somalia, Head of Mission in Benghazi and in various other international positions including in Kabul, Lashkar Gah and Musa Qal’eh.

    At the Foreign & Commonwealth Office in London, Angus served as Head of Expeditionary Diplomacy, Head of Hostile Environment Operations and, amongst a variety of other appointments, Deputy Head of Recruitment for the Diplomatic Service.

    He joined the Foreign Office in 2006 following an initial career in the private sector.

    He is now Head of Space Surveillance at the UK Space Agency

     

    Captain Jacob Singleton

    Captain Jacob Singleton

    Capt Jake Singleton is a Program Manager in the SDA Acquisition Delta for USSF Space Systems Command. In addition to his current role in delivering SDA Radar capabilities, he works with the Air Force Research Laboratory Space Vehicles Directorate and the Catalyst Campus for Technology and Innovation to deliver an industry accelerator to engage emerging SDA companies from around the world through increased collaboration with defense partners.  Prior to his current assignment, Capt Singleton served as an exchange officer for UK Space Research & Development at the Defence Science and Technology Laboratory (Dstl). As Dstl’s Space Innovation Lead, Capt Singleton focused on new innovative platforms to accelerate commercial solutions for defense technology needs and delivered the first International Space Pitch Day which allowed defense partners a platform to exploit emerging commercial space technologies from the global marketplace in response to shared challenges in Space Domain Awareness.

    Captain Marta Santos

     Captain Marta Santos is an Air Force Officer, currently working for the Portuguese MoD as the Point of Contact for Space in Defence and the Deputy Manager for the Space Surveillance and Tracking (SST) Project. 

     
    She graduated from the Air Force Academy as an Aerospace Engineer, and worked for both the Falcon 50 and the P-3C Portuguese Fleet from 2017-2021. She was responsible for the technical support for structures, systems and propulsion and was also the Deputy Fleet Manager for both fleets.
     
    In 2021, Captain Marta Santos joined the SST Project as the Deputy Manager SST Project and has since contribute for the implementation of the Project within the Portuguese Defence and the EU-SST. 
     
    In 2022 she became the lead Point of Contact for Space in the Portuguese MoD
     

    Charlie McGillis

    Charlie McGillis

     Charlie McGillis is Senior Vice President of Government Relations and Strategy at Slingshot Aerospace Inc., a company that is bringing the space domain into the digital environment with its world-class space simulation and analytics solutions. The company is driven by its vision of accelerating space sustainability to create a safer, more connected world.

    Charlie McGillis has more than 30 years of defense and executive leadership experience. She served over twenty-six years in the United States Air Force as an Intelligence Officer, retiring in June 2014, at the rank of Colonel. Following retirement, she served as a Commercial Integration Cell Consultant, representing seven Commercial Satellite Operators to facilitate better coordination and information sharing with the United States Government.

    Her broad defense career spanned a wide variety of leadership and staff positions. In her last assignment, she served as the Director of Intelligence at Fourteenth Air Force (Space) where she led all intelligence for Air Force space forces to support operations. In other assignments, she served as Deputy Chief of Staff at USSTRATCOM, Deputy Political Advisor at USSOCOM, and Deputy Director of the Commander’s Action Group at NORAD-USNORTHCOM. She commanded at the squadron level at Air Command and Staff College where she led a multiservice and multinational unit.

    Ms. McGillis received her Bachelor of Science Degree in Industrial Engineering from the Georgia Institute of Technology. She is also a graduate of three post graduate studies: Special Operations and Low Intensity Conflict from the Naval Postgraduate School, Military Arts and Sciences from the United States Army School of Advanced Military Studies, and Master of Strategic Studies from the United States Air Force Air War College.

    Ms. McGillis is a defense operations and intelligence subject matter expert and speaks frequently at conferences about the value of situational intelligence and advancing space awareness. She is a member of the IAA committee on Space Traffic Management. She is also a champion for STEM initiatives for girls as a member of AstraFemina and teaches at two summer camps sponsored by American Association of University Women. She was also selected into the first cohort to support the SpaceHero Insider Program, a global community to advance space for humankind

    Dr Antti Anttonen

    Antti Anttonen received the D.Sc. (Tech.) degree from the Department of Electrical and Information Engineering, University of Oulu, Finland, in 2011. He works as a Senior Scientist at VTT Technical Research Centre of Finland. He has visited Lucent Technologies, USA in 2000, University of Hannover, Germany in 2008, and University of Leuven, Belgium in 2014. He has participated in numerous national and European research projects related to wireless terrestrial and satellite communications. Dr. Anttonen is a Senior Member of the IEEE. His main interests include network management and stochastic system modelling for heterogeneous networks.               

    Dr Brendan S. Mulvaney

    Dr Brendan S. Mulvaney

    Dr. Brendan Mulvaney is currently the Director of the China Aerospace Studies Institute at National Defense University. He was a Marine for a quarter of a century, where he flew more than 2000 hours as an AH-1W Cobra pilot, and was an Olmsted Scholar in Shanghai, China.

     
    He enlisted in 1991 and was commissioned in 1993 after graduating from UC San Diego. He earned his Master’s in Leadership from the University of San Diego in 2002, and was selected as one of three Marine Olmsted Scholars for 2003. He studied at Fudan University in Shanghai, China from 2003-2005 where he earned his Ph.D. in International Relations.
     
    He served several tours in California, Iraq, Japan, and the Western Pacific. He served as the first Director of the Commandant’s Red Team, and supervised the implementation of Red Teaming in the Marine Corps. In 2013 he transferred to the U.S. Naval Academy, where he was the Associate Chair for the Languages and Cultures Department, and taught Mandarin Chinese, Chinese culture, and cross-cultural literacy.

    Dr William Feline

    Dr Will Feline is the Principal Advisor for Space Domain Awareness for the Defence Science and Technology Laboratory (Dstl), part of the UK Ministry of Defence.  He works closely with UK Space Command and the UK Space Agency, as well as numerous commercial and academic organisations in the UK and overseas.  Dr Feline has an academic background, with a PhD in observational astronomy from the University of Sheffield in 2005.  He has held several positions at Dstl, including working on signatures of surface ships and countermeasures to radar-guided anti-ship missiles, before returning to the space sector in 2015.

    Dr. Douglas Hendrix

    Dr. Doug Hendrix is chief executive officer and co-founder of ExoAnalytic Solutions, Inc. In addition to his executive role, he serves as the Commercial Space sector president. For 25 years, Dr. Hendrix has developed advanced software solutions to enable the United States to maintain its technological superiority in EO/IR sensing for missile defense and space situational awareness. Dr. Hendrix has a broad professional background that ranges from research and development to commercial software development in the areas of atmospheric, underwater and nuclear explosions, hyper-velocity impacts, space weather, and the development of a commercial fusion reactor.

     
    As a co-founder of ExoAnalytic Solutions, he had one major idea in mind for the company, which is to build a focused team comprised of the best and brightest in the industry to develop and field cutting edge technology to greatly surpass the state of the art. In his current role at ExoAnalytic Solutions, he remains deeply involved in technology development for both missile defense and space situational awareness.
     
    Dr. Hendrix earned a B.A. in Physics from the University of California, Berkeley and obtained his M.S. and Ph.D. degrees from the University of California, Irvine, and is the proud son of a former submarine officer.

    Eileen Treanor is the CFO of LeoLabs bringing more than 20 years of experience to her role.  She previously served as the CFO of Inkling, a leading SaaS Knowledge Platform where she led the Business Operations of the business.  Prior to Inkling, Eileen was the CFO of Lever, the SaaS Talent Acquisition Suite and previously held senior finance roles at Wikia, Virgin America and Yahoo!.  Eileen completed her undergraduate degree at DeMontfort University and earned her MBA at UC Berkeley’s Haas School of Business.      Mr. F Schnell is the Chief, Space Domain Awareness (SDA) Division, Special Programs Directorate, Enterprise Corps, Space Systems Command, Peterson Space Force Base, Colorado. He oversees four primary lines of effort: Advanced SDA Capabilities, Ground Radar Portfolio, Ground ElectroOptical and Radio frequency sensing Portfolio, and Space Electro-Optical portfolio, leading 380 military, civilian, and contractor personnel with a $628 million budget.

     
    Mr. Schnell's most recent assignment was as Deputy Chief, Operations Division, Business Enterprise Systems, where he assisted the Chief in operations of Gunter network, Platform Operations, Tier 1 helpdesk for the Air Force systems, and the BES Product Innovation (BESPIN) software factory. Mr. Schnell entered civil serves as an Air Reserve Technician with the 302d Airlift Wing, Peterson AFB CO. He has worked Logistics Sustainment of the Space Launch and Test Range, Program Management in support to the Space Innovation, and Development Center, and Director of Mission Support for the Air Force Warfare Center, Det1. As an Air Reserve member, Mr. Schnell is currently the Commander, 908th Logistics Readiness Squadron, Maxwell AFB, AL.

    Ashley is an Air & Space Operations Manager, specialising in Military Space Operations. Joining the RAF in 2001 he completed numerous postings and operational tours before joining the UK Space Operations Centre (UKSpOC) in 2011. He has been central in the evolution of UKSpOC towards developing an in-house analytical capability and driving Space Operations towards Space Domain Awareness (SDA). He was selected to become the first ever Senior Military Space Analyst for the Royal Air Force in 2018 and has worked on multiple Cross-Government projects alongside the UK Space Agency since 2014.

    Holger Krag

    Holger Krag

    Holger Krag acquired his master in Aerospace Engineering at the University of Braunschweig, followed by a 4 year research period at the Institute of Aerospace System where he focussed on space debris modelling and surveillance, which also became the topic of his PhD (2003). He is today the Head of the Space Safety Programme in the Directorate of Operations, ESA-ESOC, in Darmstadt, Germany.

     
    He joined ESA as an Analysist in the Space Debris Office. He worked on establishing risk models and an operational collision avoidance system and contributed to first space surveillance studies. In 2014, he took the position of the Head of the Space Debris Office, which, among others, provided fundamental support to ESA’s Space Situational Awareness Programme. In 2019, he took over the position as the head of the programme and prepared the evolution into the new Space Safety Programme which was established at the Space19+ Ministerial. His current duties comprise the implementation of the Programme, in close coordination with participating States, managing the resources delegated to the Programme Office, including staff, budgets, industrial contracts and legal agreements in the areas of Space Weather, Space Debris, Planetary Defence, Cleanspace and Frequency Management, and ESA representation on debris matters at relevant international bodies (IADC, UNCOPUOS,…)

    Hugh White is Senior Director of Space Domain Awareness Services for the Kratos Space, Training and Cybersecurity Division. In this capacity, Hugh defines the vision, business strategy, and capability offering for Kratos’ Global Sensor Network (KGSN). He is working to create innovative, high-fidelity RF-based Space Domain Awareness solutions for government, commercial, and international partners.

    Before his current role at Kratos, Hugh served as Chief Operating Officer for a software startup, a software consultant for the airline industry, a product manager of a network transport product line, and a software and systems engineer in the satellite communications industry.

    Ltc Clément BERTHILLOT joined the Air Force as an engineering officer. He graduated the French Air Force Academy in 2007. Then he was assigned to mobile radar and C2 systems maintenance and tactical deployments. He participated to several overseas operations in Chad and Djibouti for instance, and also took part in NATO exercices.

    In 2011, he get specialized in signal and image processing in Telecom Paristech engineering university. In 2013, he was assigned to the French Air Force Academy to teach remote sensing and radar to the cadets. He was also involved in training engineering. 
     
    He was then assigned to the French Space Command in 2018 in Paris. He was responsible for remote sensing capacity development. He was especially involved in the CSO constellation program, dealt with SATCEN and other international partnerships. Meanwhile, he was involved in the military sapce working group.
    In septembre 2020, he was appointed to deputy commander of the French Military Space Domain Awareness Center (COSMOS) in Lyon. He was mainly involved in capacities and services issues, transformation management and operator’s training. After one year training in the Staff College Ecole de Guerre in Paris, he was promoted head of the COSMOS in september 2022.
     
    Ltc Clément Berthillot is graduated from Telecom ParisTech (signal engineering degree), and has a PhD in radar signal processing (in cooperation with the French Aerospace lab, ONERA). He is married and has 2 kids.

    Stuart’s 2017 book “Space Traffic Control”, describes the measures needed to maintain the space environment and protect satellites from both natural hazards and man-made threats. 
     
    He serves on the Advisory Panel for the ESA Space Safety Programme, and is a founder of the GNOSIS network on sustainability in space.
     
    He has appeared in a diverse range of published media on all aspects of space, and has previously been a recipient of an Arthur Clarke Award for space education and outreach.
     
    Stuart has an MSc in Astrophysics, a PhD in satellite constellation design, and has been a fellow of both the Royal Astronomical Society and the British Interplanetary Society for more than 25 years. He’s not an astronaut, but he is an Astro-nut!

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
