Anita has an acknowledged industry pedigree, having started her career as a spacecraft design engineer at Airbus. She has held many leadership positions in the space industry, including a number of Director roles at Surrey Satellite Technology Limited.
She is the former Managing Director of MDA Space UK, and under her tenure the size of the team increased five-fold, expanded across four UK locations and the company secured some foundational programmes, including their first prime satellite contract.

Anita is an Honorary Group Captain in the United Kingdom's Royal Air Force 601 Squadron, providing Advice, Access and Advocacy to personnel in the RAF and MOD.
She is a Trustee of The Air League, the UK's leading Aerospace charity, which changes young peoples' lives and career prospects by providing scholarships and flight experience opportunities; and a former member of the Board of Directors of smallsat pioneers AAC Clyde Space and of the Institute of Directors.
She is active in STEM and Mentoring outreach activities for schoolchildren as young as 4 years of age through to undergraduates and early careers candidates.

Barry Austin

Barry Austin joined the Ministry of Defence in 1984, with the expectation that it would be a short-term appointment until something better came along.

Having started work in the Central Accounting and Finance Teams, he was subsequently promoted to Executive Officer (Information Technology) and posted to the IT development team responsible for designing and implementing MOD’s New Management Strategy (NMS) – which oversaw the introduction of the TLB approach to managing Defence. Subsequent postings in IT Project Management took him to Worcester and then RAF Henlow where he became the Data and Integration Manager for the RAF’s enterprise Logistics Information system.

Having gone through the Defence Finance Accountancy Training Scheme, he felt it was time to return to his core financial roots and was posted to HMNB Clyde as the Finance and Business Manager for the Facilities and Naval Base Design Authority Directorate. This then led to a return to the Air Environment where he became the Financial Planning manager for the Equipment Support Programme within the Defence Logistics Organisations.

Having heard the plaintiff cries of IT once again, he returned to the world of Logistics Information Systems. Initially as the Business and Transformation Manager within the Logistics Applications Project Team and after successfully completing the MOD Assessment Centre he became the Assistant Head of the newly created Logistics Networked Enabled Capability (Log NEC) Team. Having navigated the team through Main Gate approval for the Future Logistics Information Services (FLIS) partnership, he was promoted to Deputy Head of Log NEC with responsibility for Programme and Performance Management.

Having commuted between Somerset and Abbey Wood for several years, he seized on the opportunity to become the Deputy Team Leader for the Networks Delivery Team within the Information Systems and Services (ISS) organisation. In 2017 he became the acting Team Leader on temporary promotion to the Senior Civil Service and was subsequently appointed as the SKYNET 6 Acquisition Programme Manager in August 2018. In January 2019, the MOD decided to join together the SKYNET 5 In-Service Delivery Programme and the SKYNET 6 Acquisition Programme to create a unified SATCOM Programme within Defence Digital (the successor to ISS), which he now leads.

In his spare time, he likes to read history, travel and avoid anything too strenuous. In addition, he continues to wonder whether the Civil Service will provide a meaningful and long-term career.

 

Brigadier General Brendan Cook

Brigadier-General Brendan Cook has had a notable career in the Royal Canadian Air Force since joining in1991. He graduated from Royal Roads Military College with a Bachelor of Science degree and later earned a Master of Physics in Underwater Acoustics.

His early career included roles as an Acoustic Sensor Operator and Acoustics Research Officer. Promoted to Major in 2008, he served in various strategic roles, including at the Strategic Joint Staff at NDHQ Ottawa, Western Hemisphere Operations, J3 Coordination.In 2014, he was promoted to Lieutenant-Colonel and commanded 405 Squadron, during which he deployed to Op IMPACT leading operations in Iraq, earning the Meritorious Service Medal. He later managed Maritime Air Requirements as Director of Air Requirements for the RCAF and was promoted to Colonel in 2018. In 2019, he graduated from the United States Air War College and commanded 14 Wing Greenwood. He served as a Battle Director in Qatar in 2021 and later became Special Advisor to the Chief of Defence Staff. Promoted to Brigadier-General in 2023, he currently serves as Director General Space, Combat and Support
 

Brigadier General Daniele Donati

Brigadier General Donati is the Chief of the Space Policy Office within the Italian Defence General Staff, since July 4th, 2024. Brigadier General Daniele Donati was born on 24 August 1975 in Rome, from Aldo and Floriana. He entered the Air Force Academy in 1994, with the course Rostro III, where he achieved a Bachelor’s Degree in Aeronautical Sciences, then attended flight schools from 1998 to 1999 at the EURO NATO Joint Jet Pilot Training (ENJJPT) Sheppard in Texas (USA), obtaining the military pilot's license on T38 aircraft. Back in Italy, he carried out the pre-operational course at the 61° Stormo of Lecce-Galatina on the MB-339CD, and subsequently sent to the RAF-Coningsby (UK) Operational Conversion Unit to train on the TORNADO F3. He was then assigned, in 2001, to the 36th Wing of Gioia del Colle, XII Squadron C.I., where he held the position of Commander of the 73rd, 89th and 90th Flight and Chief of Operations Unit. After a Staff Tour at the Air Force Staff - 4th Department, in 2007 he was sent to the 4th Wing of Grosseto for the transition to the EF 2000. Then he was assigned to the 4th Wing - 20th Operational Training Unit, as operational conversion instructor and held different positions up to 20th Squadron Commander from 2014 to 2016, then he assumed the position of Head of Operations Office of the 4th Wing . During this period, he participated, in 2011, to the Operation “Unified Protector - Libya”, as a pilot of the Trapani-Birgi Task Group Air, and in 2015 he was Commander of the Typhoon Task Group during the first Baltic Air Policing in Lithuania. Transferred to the Air Force Staff - 3rd Department in 2016, he held the position of 2nd Section Head and, promoted Colonel in 2018, Deputy Head of Office of the 2nd Office "Policy of Air Forces Generation and Offering" and Chief of the 4th Office “Air Force Foreign Policy”. In 2021 he was Task Force Air Commander for the NATO Air Policing mission in the Baltics. From 2022 to June 12th 2024 Brigadier General Donati was Wing Commander for the 37° Air Force Wing in Trapani (Sicily) and Commander of the Air Force District for Western Sicily. Brigadier General Donati has a Master’s Degree with honors in Political Science from the University of Trieste, attended the 16th Joint Staff Officer’s Course in Rome, earning Level Master of Science in Strategic Studies and in 2020 he graduated from the National War College, at the National Defense University in Washington DC, with a Master of Science in National Security Strategy. Brigadier General Donati has more than 3000 flight hours on SF260 AM, T37B, T38A, MB-339CD, HAWK, TORNADO F3 and EF-2000, on which he served as an operational conversion flight instructor. He is married to Mrs. Anna and they have two children, Giulia and Aldo. RF indications and warning (I&W) in space, multi-sensor phenomenology characterization
analysis for space domain awareness (SDA) applications, and optimized satcom mission
planning and scheduling. Prior to joining ExoAnalytic, Ms. Razka spent a decade as a U.S.
Department of Defense (DoD) civilian supporting space and cyber security mission areas. Ms.
Razka holds educational degrees from American University and New York University.
 

Charlie Forte

Charlie Forte

Charles Forte was appointed Chief Information Officer for the Ministry of Defence in January 2018. He is the primary advisor to the Defence Board on Information and Digital and is responsible for strategy, policy, delivery, interoperability and protection of all MOD ICT, including cyber security and resilience.

 
Prior to joining the Ministry of Defence, Charles gained 36 years industry experience from leading IT globally as Deputy Group Global CIO at BP. Since leaving BP, he has worked in a variety of consulting and executive roles. He was CEO of Global IT Services at Prudential, tasked with creating a turnaround in delivery, and as Interim CIO at Thames Water.
 
He has worked as an independent consultant, helping businesses create and deliver change to transform their ability to exploit technology and to build internal capability enabling sustainable and lasting value from IT and business operations. He has significant experience in leading business innovation, driving business change programmes and designing and leading IT delivery at a very large scale in complex, multi-stakeholder business environments.

Acting PEO, she manages and oversees development, production, delivery, and maintenance of critical and innovative
Communications and PNT systems worth more than $22.3 billion. She is responsible for multiservice, multinational systems, as well as the training and equipping of more than 1,800 military and civilian personnel. Ms. Gerhart began her US Government service career in 1998 at the US Air Force Research Laboratory Space Vehicles
Directorate at Kirtland AFB, NM. In 2007 she moved to the US Air Force Space and Missile Systems Center, LAAFB CA, now he USSF Space Systems Command executing a variety of programs in MILSATCOM and Space Based Environmental Monitoring.

Christ Tzelepis

Christ Tzelepis is the Executive Director of Business Development and Strategy for Boeing Space Mission Systems. He oversees development programs, investments, and business captures across the Boeing Space and Ground ecosystem for government and commercial customers and partners. In this role, he leads a multi-disciplinary team focused on business planning and strategy, space-based architectures, data analytics, operating infrastructure, and innovative acquisition approaches.

With over 25 years of experience in the space business, Christ has held a variety of leadership and engineering roles in development of communications and remote sensing
systems, including supporting ground elements.

Christ holds a Bachelors of Science degree in Electrical Engineering from Michigan Technology University. He is a Boeing Technical Fellow and was selected as an NRO Tech Fellow in 2008.

Clinton Clark is the Chief Growth Officer and Vice President of First Impressions at ExoAnalytic Solutions, where he is pivotal in driving the company’s strategic direction within the national security space, mission systems, and commercial space sectors. With a focus on maintaining the technological superiority of the United States and its Allies in space, Clint’s work is centered around advancing space domain awareness, space command and control, and the development of cutting-edge technologies.

 
Mr. Clark is an operations researcher that is customer focused with deep expertise in the application of structured decision-making techniques, multi-variate statistics, and modeling and simulation to a variety of problem areas. He began his career as an officer in the United States Air Force (USAF) where he helped design, evaluate, and field a variety of space systems. He worked in numerous Combined Air Operations Center (CAOC) Strategy Divisions helping to develop, refine, and evaluate air war strategies and plans. After his career in the USAF, Mr. Clark left the aerospace industry to help build a new business within Waste Management, the world’s largest environmental services firm.
 
In addition to his leadership role at ExoAnalytic Solutions, Mr. Clark is an instructor at Pennsylvania State University, where he teaches “Leading with Analytics.” This course is designed for leaders embarking on roles in analytics, aiming to build analytics organizations, and seeking to enhance decision-making processes within their businesses.
 
Mr. Clark earned a Bachelor of Science degree in Mathematics from Lamar University, a Master of Science degree in Operations Research from the Air Force Institute of Technology, and a Master of Business Administration degree from Rice University.

Colonel (Ret'd) Jennifer Krolikowski

Colonel (Ret'd) Jennifer Krolikowski

Colonel (ret) Jennifer Krolikowski most recently served as the Chief Information Officer for Space Systems Command, the acquisition arm of the United States Space Force. In her first assignment, she served as a project engineer in the Manufacturing Technology Directorate at Wright Labs. After receiving a Master’s in Aeronautical Engineering from the Air Force Institute of Technology, Jennifer was assigned to the 49th Test and Evaluation Squadron and accumulated 50+ flying hours in the B-52. She moved to the GPS Joint Program Office where duties included Executive Officer; Branch Chief, GPS III Acquisitions; and Air Force Program Executive Office’s GPS Staff Director. Col Krolikowski taught at the National Security Space Institute and became their Deputy Director for Mission Support. At HQ Air Force Space Command, she served as Chief, Space Based Infrared System (SBIRS) Requirements. After graduating Air Command and Staff College, Jen consecutively worked as the Tactical Data Network Program Element Monitor; Deputy, Command and Control Division; and Chief, Executive Action Group under the Secretary of the Air Force for Acquisitions. She commanded as Materiel Leader of an ACAT I program, Base IT Infrastructure. Upon graduating Air War College with her third Master’s degree, Col Krolikowski became Branch Chief, Integrated Air and Missile Defense Global Requirements on Joint Staff. She then promoted to Military Assistant for DASD/Space, Strategic, and Intelligence Systems, Office of the Secretary of Defense. She commanded as Senior Materiel Leader for Space C2, establishing the USSF’s premier software factory, Kobayashi Maru.

Colonel A.J. Ashby is the Commander for System Delta 88, Military Satellite Communications (MILSATCOM), Space Systems Command, Los Angeles Air Force Base, California. He leads more than 1,000 elite military and civilian space-minded warfighters and acquisition professionals. He is responsible for the innovation, acquisition, and deployment of our nation’s most resilient and survivable joint and international partner Narrowband, Wideband, Protected Tactical, and Protected Strategic (Nuclear Command, Control and Communications) MILSATCOM weapon systems worth more than $24 billion.

Colonel Ashby enlisted in the U.S. Air Force in 1990 and received his commission after completing Air Force Officer Training School in 2001. He transferred to the U.S. Space Force in 2021. Col Ashby served in numerous acquisition and operational leadership and Headquarter Staff assignments within the Department of the Air Force, Joint Staff, and National Reconnaissance Office. He is also an experienced Special Missions Unit operator with multiple global contingency and humanitarian deployments with 5,300 hours in a variety of aircraft with 133 combat missions. Prior to his current position he served as the System Program Director and Division Chief for Strategic SATCOM, Military Communications and Positioning, Navigation, and Timing Directorate, Space Systems Command, Los Angeles Air Force Base, California.

Colonel Jeff Weisler

Colonel Jeff Weisler is the Commander of Space Delta 8. He is responsible for the Department of Defense (DoD) Military Satellite Communications System (MILSATCOM) and is the focal point for U.S. protected and assured SATCOM.  As Commander his team executes command and control of the nation’s MILSATCOM constellation, develops and trains space warfighters, and delivers joint force capabilities through 24/7 crew operations. Additionally, Delta 8 generates, presents, and sustains a $55B+ SATCOM portfolio with units and Guardians stationed around the world supporting eleven combatant commands and numerous Allies.  He previously served as the Electromagnetic Warfare Mission Area Team Chief, Commander’s Action Group (CAG) Director for SpOC, and is a graduate of Joint Warfighter Strategy course at the Air War College, Maxwell AFB. He is the former Commander of the 21st Operations Support Squadron located at then Peterson AFB. He led over 180 plus U.S. and Canadian Air Force military, DoD civilian and contractor personnel responsible for supporting 21 operational units and nearly 2,000 space operators distributed across nine countries.

 
Colonel Weisler was commissioned in 2001 as a distinguished graduate of the United States Air Force Officer Training School following a successful enlisted career culminating as the personal security officer to the Air Force Vice Chief of Staff. Career highlights include deployment commander for the first operational space electromagnetic warfare unit in Northern Syria. Additionally, he served as the Advanced Program Chief in Seoul, Korea, advising the United States Forces Korea (USFK) Commander on special technical operations in support of Pacific Command (PACOM)/USFK priorities. He has served in a variety of air and space operations and staff assignments, including tours in the Pentagon on the Chief of Staff of the Air Force (CSAF) Briefing Team and as a Military Assistant to the DoD Executive Agent for Space Director. He also was the executive officer to the wing commander of the largest space wing in the Air Force. 
 
Additionally, Col Weisler has served as an Intercontinental Ballistic Missile (ICBM) Squadron Assistant Director of Operations, Squadron Flight Commander, Combat Crew Commander, and ICBM instructor. He has also completed multiple deployments to include those to Syria, Korea, Iraq, Afghanistan, Saudi Arabia, and Cuba.
 

Colonel Ludovic Monnerat

Colonel in General Staff Ludovic Monnerat is the J5 and at the same time Head of the Space Domain of the Swiss Armed Forces. He is the founder of this new organization for space and is leading it since its inception in 2017. He has been Chief Trainer of the joint operational staff during 8 years, Head of the Special Operations Section of the same staff during 8 years as well, and member of the Information Operations Section during 2 years. In the militia (reserve) system of the Swiss Armed Forces, he commanded a Special Forces Battalion and an Infantry Company, and was the Chief of Staff of the Joint Special Operations Center during 8 years.

 

Colonel Mathew Penney

Colonel Penney was accepted into the Australian Army College of Technical And Further Education as an Apprentice Electronics Technician in 1993. Upon graduation, he entered the Royal Australian Corps of Signals. 

 
Colonel Penney completed Regimental time in the 3rd Combat Brigade, where he undertook appointments as the Operations Officer of the 102nd Signal Squadron, Officer Commanding 103rd Signal Squadron and the Operations Officer for the 3rd Combat Signal Regiment. Colonel Penney also served on exchange with the United States 11th Theater Tactical Signal Brigade in 2012, where he deployed as the Deputy Director of the Joint Network Operations Control Center – Afghanistan (JNCC-A). 
 
Colonel Penney has served in a variety of operational theatres including Timor Leste, Iraq and Afghanistan. Key deployments include the Australian Army Training Team – Iraq, Telecommunication Installation Teams in Timor Leste and the Middle Eastern Region, Deputy Director JNCC-A (with the United States Army) and J65 Theatre Communications Group – 5. 
 
Prior to posting into his current role as the Director of Space Services within Space Capability Branch; Colonel Penney’s staff appointments included serving as the SO3 and SO2 of Satellite Operations, and in the Land C4 Program within Army Headquarters. These roles have allowed him to gain valuable experience in the Capability Life Cycle, where an accelerating threat and technological environment is challenging traditional acquisition processes.
 

Colonel Mietta Groeneveld

Colonel Mietta Groeneveld

Colonel Mietta Groeneveld is the Director of the NATO Command & Control Centre of Excellence (C2COE). The C2COE provides NATO with expertise in Command and Control, currently focusing on the development of NATO Multi-Domain Command and Control, the transformation of operational level headquarters driven by technology and MDO, and the cultural change of future decision makers.

 
Since joining the military in 1986, Colonel Groeneveld has occupied a range of command and staff positions across the technical, operational, and strategic levels. She earned a Master’s degree in Applied Physics and, in 2014, completed both the Canadian National Security Program (NSP6) in Toronto and the EU High-Level Course on Security & Defence.
 
Following these achievements, she has held several positions at the international strategic level. In the immediate aftermath of the Russian invasion of Crimea, she was the Branch Head for Multilateral Military Affairs. She also served as the Netherlands’ representative on the NATO Logistics Committee and the Committee on Standardisation. Furthermore, she was the Chair of the board for the BENELUX Arms Control Agency and the NATO CIMIC COE, as well as a board member for the Strategic Airlift Capability C-17 and the Movement Coordination Centre Europe (MCCE) and Chairmen of AFCEA The Hague.
 
Colonel Groeneveld’s deployments include a 2002 mission to Kyrgyzstan as part of Operation Enduring Freedom and a 2017-2018 tour in Afghanistan, where she was CJ4/EF5 of the Training and Advisory Command-North and held the NLD-SNR/red card for the Resolute Support Mission.

Commodore Tony Williams

Commodore Tony Williams

Commodore Anthony (Tony) Williams was born in Shropshire and joined the Royal Navy as a Warfare Officer in 1994.  Following training in HM Ships LEEDS CASTLE and BRILLIANT, he embarked on his first complement appointment as the Gunnery Officer of HMS SHETLAND, part of the Fishery Protection Squadron, enforcing EU Legislation within British Fishery Limits.

 
Tony completed Fighter Controller (FC) Training in 1999 and was subsequently appointed to HMS GLOUCESTER during which time the ship deployed for 6 months, escorting HMS ILLUSTRIOUS in the Arabian Gulf during OP SOUTHERN WATCH. He then joined 899 Naval Air Squadron before instructing at the Royal Navy School of Fighter Control in 2002.
 
Selected for Command, Tony returned to the Fishery Protection Squadron in 2004 as the Executive Officer of HMS TYNE. Principal Warfare Officer (PWO) training followed and he qualified as a PWO (Above Water) in 2007. He joined HMS IRON DUKE as PWO and later as Operations Officer, emerging from refit and deploying to the Caribbean and Falkland Islands in 2008. During this period, HMS IRON DUKE hosted Prince William for his Naval training and rendered significant Disaster Relief support to the Turks and Caicos Islands following the devastating effects of the passage of Hurricane Ike. Appointment to the Permanent Joint HQ at Northwood came next, where he had day to day responsibility for the operational delivery of the UK Counter Piracy effort and Counter Terrorism capacity building overseas.
 
Tony assumed Command of MCM2 Crew 7 in 2011 and immediately generated for NATO deployment to the Mediterranean in HMS LEDBURY whilst maintaining readiness as the UK contingent MCM. In Nov 2012, he transferred with the Crew to HMS HURWORTH and delivered a full UK programme before commencing generation for a Gulf Deployment. Following a period in a Cross-Government Unit responsible delivering UK Stabilisation efforts around the world, Tony was selected for promotion to Commander and further Sea Command in 2013 and returned to Command the Fishery Protection Squadron in 2014. Following ACSC he spent a short time as the Commander at the Royal Navy’s New Entry Training establishment, HMS RALEIGH, before an OPTOUR as Staff Operations Officer to UKMCC in 2017.
 
On return to the UK Tony was assigned to MoD’s Finance and Military Capability Division, in 2018, responsible for the Royal Navy’s Capability planning and coherence. Selected for promotion in 2019 he returned to Operations in the Gulf in 2020 before a return to MoD in the Space Directorate, designing the Defence Space Portfolio of capabilities post IR20. Tony joined the National Shipbuilding Office in Nov 2021 as Deputy Head for Delivery and was selected to return to Space as Head of Capability in UK Space Command in 2024.
 
Tony is married and has a university age family. His interests include reading, history and keeping fit.

CWO5 Rilin Desamours

CWO5 Rilin “Phil” Desamours, a native of Nyack, New York, graduated from Miami Edison Senior high school, June 2001. Enlisted July 2001, and was assigned a primary Military Occupation Specialty (MOS) of Field Radio Operator. Subsequently attained multiple follow-on MOS, Multi-Channel Radio Operator, SATCOM, Advanced Extremely High Frequency Systems Operator and Forward Observer. He was appointed to Warrant Officer February 2011, and commissioned in August 2012. He is a graduate of Marine Corps Expeditionary Warfare School and Command and Staff College. He possesses a bachelor’s degree in Information Systems Management from UMUC, an MBA from New England and Master of Science degree in Systems Engineering Management from the Naval Post Graduate School Monterey CA. 

His service in the operating forces includes: Field Radio Operator, Wideband SATCOM Operator, Forward Observer within several echelons within both II MEF and I MEF. Deployed to OIF I & II with the II MEF Ground Commend Element (GCE). Multiple MEU deployments with I MEF. Platoon Commander, Tactical Communications Planning and Engineering Officer, Operations Officer, Space Operations Planner within multiple levels of III MEF, in the Pacific. His service outside the operating forces includes Reequipments Manager with Combat Development and Integration (CD&I), HQMC, and Project Officer with Marine Corps Systems Command.
 
CWO5 personal decorations include the Meritorious Service Medal, Navy, and Marine Corps Commendation Medal (with two gold stars), Navy and Marine Corps Achievement Medal.

Daniel Gizinski

Daniel Gizinski was named President of Comtech’s Satellite & Space Communications Segment in November of 2024. Previously, Daniel served as Chief Strategy Officer and President of the Comtech Satellite Network Technologies (“CSNTI”) division. Daniel also held prior appointments as the Company’s Chief Strategy Officer from 2022-2024 and President of CSNTI in 2022. During his tenure at Comtech, he has held various senior management positions, including serving as Vice President of Product and Strategy for Comtech Systems, Inc. Earlier in his career, Gizinski held program management and leadership roles at General Electric, Sierra Nevada Corporation, and L3Harris Technologies. Gizinski holds a bachelor’s degree in electrical engineering from the University of Virginia and a master’s degree from Duke University.

Dave Sandy

Dave Sandy

David Sandy is the managing director of The Aerospace Corporation UK Ltd, where he is responsible for growing the company and facilitating United Kingdom–United States integration. Among the key customers of Aerospace UK are the UK Ministry of Defence (UK MoD), the Department for Business, Energy and Industrial Strategy (BEIS), and the UK Space Agency (UKSA).

Prior to joining Aerospace UK in 2023, Sandy had a 34-year career in the Royal Navy, rising to the position of commander after undertaking several critical operational, planning, and strategic roles with increasing levels of responsibility. Throughout his career, Sandy’s specific focus has been on enhancing the end-to-end delivery of military capabilities in permissive and nonpermissive environments at the unit, formation, and task group level to deliver UK defence tasks. As the joint operations officer in the Middle East and chief of staff to the North Atlantic Treaty Organization’s (NATO) maritime Supreme Allied Commander Europe (SACEUR), Sandy worked with a wide variety of international partners, eventually becoming deputy commander and chief of the international staff as the UK’s national representative in NATO’s Standing Maritime Task Group.
 
Previously, as military assistant to the director of strategy at the UK MoD, Sandy contributed to the development of the UK’s Management of Defence Programme (MDP), regularly reporting to the chief of defence, staff, and the Permanent Under-Secretary of State for Defence. Returning to MoD in 2020, he was appointed as the first chief of staff to Director Space in the newly formed MoD Space Directorate. Responsible for military strategy and space cohesion, he supported the development and delivery of the MoD’s first-ever defence space strategy and—as part of the core planning team—delivery of the first “space proposition” to the government in 2021, where MoD Space Directorate was awarded £1.5 billion over 10 years in addition to £5 billion for satellite communications. Sandy’s last MoD roles included supporting the security aspects of the European Union transition, leading a COVID-19 defence crisis management team, and serving as the maritime lead for UK Special Operations, where he provided domain integration and policy support to overseas operational delivery in support of the allied response to the war in Ukraine.
 
Sandy earned a master’s degree in business management from the University of Portsmouth and an MBA from the University of Northampton. His master’s thesis on “grey-zone” tactics was used to help shape UK MoD space strategic policies and priorities. Sandy has also achieved qualifications in programme management and information technology.

David Dean

I am a Chief Systems Engineer with over 37 years of experience in the Defence and Security Environment, which has included MOD PE, DERA and QinetiQ.

I joined Dstl in 2004 and I have been an Operational Analyst, systems engineer and consultant. I was the Theme Advisor for Combat Identification and currently work in the Cyber and Information Systems Division as the Principal Advisor for MilSatCom within the Dstl Space Programme.

My current role includes leading national and international research activities, and providing support to the UK Skynet 6 programme and Space Command.

My main areas of interest include Space Hybrid Networks, future MilSatCom bearers, secure waveforms and space platform protection, and space industrial policy.

I was born in Romford, Essex; have degrees in Electrical and Electronic Engineering and Systems Engineering and am a Fellow of the Institute of Engineering and Technology.

Don Brown

Head, Global Government, Amazon Kuiper Government
Don Brown

 Don Brown is a longtime resident of Washington. In over 30 years developing commercial space systems, he has held leadership roles at Panamsat, Intelsat, Telesat and, currently, at Amazon’s Project Kuiper. Most recently, Don was the General Manager of Telesat U.S. Services, LLC. Don was the co-founder of USA TODAY Sky Radio, the first satellite delivered inflight broadcast service, and was the President of QRadio, a streaming music/technology service developed by Quincy Jones to create new audiences for 

African music. Don is now a senior executive with Project Kuiper, the LEO satellite network of 
Amazon.com. Don’s focus is Global Government Solutions for Project Kuiper.
 
Don Brown has led teams which developed the Telesat “Blackjack/Croupier” satellite for the Defense Advanced Research Projects Agency (DARPA), the Cisco “IP Router in Space” (“IRIS”) payload on Intelsat IS-14, launched in November 2009, and the Australian Defence Force (ADF) UHF payload, launched on Intelsat IS-22 in 2012, among others. The ADF Hosted Payload was named by “Via Satellite” magazine as 
one of the “30 Events that Shaped the Last 30 Years in Satellite.” 
 
Since August 2020, Don Brown has been a member of the Space Enterprise Advisory Group (“SpEAG”) supporting Space Systems Command (SSC), U.S. Space Force. SpEAG is a group of 10-15 senior industry officials and former flag officers supporting the U.S. Space Force as it accelerates and increases its engagement with the commercial and international space industry. Don Brown has also served on the Satellite Task Force of the National Security Telecommunications Advisory Committee to the President of the United States and as Co-Chair of the Government Services Working Group of the Satellite Industry 
Association. He is a graduate of Princeton University and is a frequent speaker on commercial satellite operations and national security. 
 
For many years, Mr. Brown has advocated for increased commercial space engagement in government systems. With Air Force Colonel Mike Moyles, he wrote a multi-part series for Space News entitled “Rethinking the Relationship: What’s the appropriate balance between government and commercial space industry for the next generation of satellite communications?” Mr. Brown founded the “Hosted Payload Alliance” and has participated in countless policy fora concerning commercial space. 
 
Don has been an active contributor to the performing arts in Washington and nationally. Don has served on the Board of Directors for the Washington National Opera, on the Executive Committee of the Glimmerglass Festival Board of Directors, and currently serves on the Advisory Board of the Seattle Opera.

Douglas Loverro

Mr. Douglas Loverro is a highly regarded national space thinker and leader who currently serves as President, Loverro Consulting, LLC. He has served in a variety of very senior government positions including at NASA where he led Human Exploration, in the DoD where he lead space policy, and in multiple DoD and NRO space program leadership roles over a more than 40-year career.

Mr Loverro holds a Master of Science in Physics from the University of New Mexico, a Master of Political Science from Auburn University, and an MBA from the University of West Florida in addition to his Bachelor of Science in Chemistry from the US Air Force Academy. He was a distinguished graduate from the Air Force’s Air Command and Staff College and Squadron Officer School and was the top graduate from DoD’s Industrial College of the Armed Forces.
 
He is the recipient of multiple prestigious awards including the Secretary of Defense’s Medal for Outstanding Public Service, AIAA’s Durand Lecture for Public Service, the National Defense Industrial Association's (NDIA) Bob Hope Distinguished Citizen Award, the Lifetime Achievement Award from the Federation of Galaxy Explorers, the Society of Satellite Professional Engineers Stellar Award, and the Armed Forces Communicants and Electronics Association's (AFCEA) Benjamin Oliver Gold Medal for Engineering amongst many other civilian and military honors.

Dr Brendan Mulvaney

Dr Brendan Mulvaney

Dr. Brendan Mulvaney is currently the Director of the China Aerospace Studies Institute at National Defense University. He was a Marine for a quarter of a century, where he flew more than 2000 hours as an AH-1W Cobra pilot, and was an Olmsted Scholar in Shanghai, China.

He enlisted in 1991 and was commissioned in 1993 after graduating from UC San Diego. He earned his Master’s in Leadership from the University of San Diego in 2002, and was selected as one of three Marine Olmsted Scholars for 2003. He studied at Fudan University in Shanghai, China from 2003-2005 where he earned his Ph.D. in International Relations.

He served several tours in California, Iraq, Japan, and the Western Pacific. He served as the first Director of the Commandant’s Red Team, and supervised the implementation of Red Teaming in the Marine Corps. In 2013 he transferred to the U.S. Naval Academy, where he was the Associate Chair for the Languages and Cultures Department, and taught Mandarin Chinese, Chinese culture, and cross-cultural literacy.

Dr Gavin Cox

Dr Gavin Cox is R&D Engineering Manager at Global Invacom Group. He has been working in the satellite industry for over 20 years in various key antenna design engineering roles at several of the leading suppliers/manufacturers to the industry. He designs of C and Ku antenna systems for a variety of end use cases, and is responsible for the innovative design solutions used by the most satellite operators.

 
In his current role with the company, Dr Cox has been appointed as a Co-chair of GVF’s Technology Working Group. Dr Cox holds a PhD from Loughborough University.

Dr Juan Deaton

Executive Director, The Waveform Architecture for Virtualized Ecosystems (WAVE) Consortium
Dr Juan Deaton

Dr. Juan Deaton is Executive Director of the Waveform Architecture for Virtualized Ecosystems (WAVE) Consortium, where he leads efforts to standardize waveform virtualization on common compute platforms. Under his leadership, WAVE has brought together the Department of Defense and major commercial SATCOM operators to enable an open, interoperable, and scalable architecture for waveform deployment. While employed as a senior research scientist at Apothym Technologies Group, Juan served as a board director of the Digital IF Interoperability (DIFI) Consortium and was a key contributor to the DIFI v1.1 specification. During this time, Juan started and chaired MILCOM’s first “Digital Transformation of SATCOM,” which is now in its fourth year. In his work as an author, he wrote the Defense Technology Information Center’s report, Digital Transformation of Satellite Communication Networks and has published several articles in Constellations and Via Satellite. Most recently, he is serving on the inaugural Tech Seminar Advisory Committee for SATShow 2026. During most of his time, Juan runs Alignment Consulting & Engineering, where he advises satellite operators, startups, and government agencies on digital transformation, waveform strategy, and advanced signal processing. Juan earned his Ph.D. and M.S. from Virginia Tech, as well as a B.S. in Electrical Engineering from the University of Idaho.

Dr Sana Belguith

Dr Sana Belguith

Dr Sana Belguith is a Senior Lecturer in Cyber Security at the University of Bristol, UK. Her current research focuses on security and privacy in distributed systems such as investigating security issues in Satellite systems, autonomous vehicles, smart cities and intelligent transportation systems. Her recent works involve threat modelling of space systems security in the presence of AI and ML models, and investigating quantum computing threats to Critical National infrastructure. She also looks at privacy issues in distributed systems such as privacy preserving smart home applications and the application of the right to be forgotten in Machine Learning. Her expertise in technical aspects of cyber security combined with her deep understanding of legal requirements and social implications enables her research to follow an interdisciplinary approach to solve cyber security issues in distributed systems especially with a focus on the implications of using new technologies.

 
She holds a PhD from the Polytechnic School of Tunisia. Her PhD focused on developing privacy preserving encrypted access control mechanisms for medical data shared in cloud based systems. After completing her PhD, she joined the University of Auckland (New Zealand) as a postdoc researcher, her research was funded by the STRATUS project (Security Technologies Returning Accountability, Trust and User-centric Services in the Cloud), a funded project by the Ministry of Business, Innovation, and Employment (MBIE) of New Zealand. During her postdoc, she has been working on security and privacy issues in distributed systems such as Publish and Subscribe systems, IoT, and cloud computing.

Dr Yacine Felk

Dr Yacine Felk

Yacine Felk is the Co-Founder and Chief Operating Officer of CYSEC, a European company pioneering cybersecurity solutions for space infrastructures. Holding a PhD from Mines ParisTech, he brings extensive experience in technology transfer, intellectual property, and advanced R&D. Before founding CYSEC in 2018 alongside Patrick Trinkler, he held roles at STMicroelectronics in research, innovation, and technology licensing, and later served as Intellectual Property Manager at ID Quantique. In 2018, he was awarded the Fraunhofer-Gesellschaft IAO IP Prize for his contributions to advancing intellectual property and innovation in quantum communications and technologies. More recently, in 2023, he contributed as a committee member to the French National Assembly’s Rapport d’information sur l’avenir de l’industrie spatiale européenne. At CYSEC, Yacine oversees operations and drives the company’s mission to secure sensitive data and critical space systems, combining deep technical expertise with a vision for building resilient digital infrastructures. 

Dr. Alice Bunn

Dr Alice Bunn is Chief Executive of the Institution for Mechanical Engineers. Alice is a Fellow of the Institution and took up her role as CEO in July 2021. Alice is responsible for delivering our mission of improving the world through engineering, working as one team with our highly valued members and staff. Alice brings a focus on our values of inclusivity, impact, innovation and integrity - in developing future strategy and in the day to day running of the Institution’s business. In her previous role, she was International Director at the UK Space Agency, responsible for increasing the UK’s global influence in science, security and trade through space.

Alice sits on the Board of EngineeringUK; is Chair of the Professional Engineering Committee; is President of the UKSpace trade association; and acts as advisor to Orbitfab. She is a Fellow of the Royal Aeronautical Society, Chair of the trustee board at the charity SwimTayka and is Patron of the General Steam Navigation Restoration Project. Dr. Chiara Palla

Dr. Chiara Palla

Dr Chiara Palla has been working as Project Manager at MDA Space UK since February 2020. She currently manages multiple projects focusing on the design and development of space sensors for exploration and on-orbit servicing missions, and space-based communication technology, including the Radiofrequency distribution network for HLCS, which will be onboard the Lunar Gateway. Her day-to-day job involves interactions with diverse teams, international space agencies, commercial customers and suppliers to ensure the programs are timely delivered.
Previously (2017-2020) she worked at Imperial College, Space Magnetometer Laboratory of Space Physics group, as Instrument engineer for Magnetometer payload on ESA RadCube, VIGIL and JUICE missions.
She holds a PhD from Cranfield University (2017) specialising in Space Debris Mitigation technologies for de-orbiting. During the PhD, she also worked as part time President for the Cranfield University Student Association.
She is co-lead for the non-profit organization WIA-Europe (WIA-E) UK Regional Network, which is committed to promoting female talent and leadership across all levels of the European aerospace sector.
Aside from the Space sector, Chiara is a qualified Ski Instructor with BASI.
 

Dr. Joan Johnson-Freese

Dr. Joan Johnson-Freese has taught leadership and national security at some of the most prestigious institutions in the country; currently through the Harvard Extension School and the Harvard Summer School program. She spent 20 years at the Naval War College, where she was a University Professor and Chair of the National Security Affairs Department. She has also taught at the Air War College, the Asia Pacific Center for Security Studies in Honolulu, and the University of Central Florida in Orlando. She frequently appears on national and international panels, and gives presentations about Women Peace and Security and leadership both in the United States and abroad. Dr. Mamatha Maheshwarappa

Dr Mamatha Maheshwarappa is the Head of Research & Development within Office of the Chief Engineer (OCE) at the UK Space Agency. Previously, as a Payload Systems Lead, she provided technical leadership on various UK Space Agency programmes and projects, by offering technical oversight/assurance. At RAL Space, she was the technical lead on SPEQTRE (Space Photon Entanglement Quantum Technology Readiness Experiment) satellite project. Mamatha has worked on transceivers for ExoMars and Lunar Polar Sample Return projects while at QinetiQ. Florian Göhler is a Technical Officer at the Federal Office for Information Security (BSI) in Germany. Florians work focuses on Cybersecurity threats to space systems. This includes the
development of Cybersecurity requirements and standards for space systems, international cooperation and support for governmental space projects. Additionally, he coordinates a joint expert group for Cybersecurity in space that brings together stakeholders from industry, government and academics.

Florian has been working with the BSI since 2018. He has degrees in Computer Science and Applied IT Security. During his studies, he gained hands-on experience in identifying software vulnerabilities in satellites.
 

Genie Chaiken

Ms. Genie Chaiken serves as the Senior Advisor and Director of Corporate Strategy at Naval Information Warfare Systems Command (NAVWAR) in San Diego, CA, USA.

Ms. Chaiken began her US Navy career as Principal Assistant Program Manager for Commercial and Military Satellite Communications (PMW/A 170), overseeing a $1.3B portfolio of 17 programs/projects. She was responsible for cost, schedule, and performance, driving technological innovation and building relationships across the DoD. Notably, she accelerated the Commercial SATCOM Satellite Terminal transportable Non-Geosynchronous (STtNG) program, significantly enhancing Naval Forces' communications resilience and maneuverability, a capability that often relies on seamless collaboration with allied nations.

Recognized for her strategic acumen and ability to navigate complex organizational structures, Genie quickly established herself as a rising force in MilSATCOM after transitioning from the telecommunications industry to federal service in 2010. Starting as a Program Analyst at JPEO JTRS, she rapidly advanced, becoming Sr. Program Analyst for PD COMSEC within PEO C3T in 2012. She was subsequently hand-selected by the PEO C3T General to serve as the Department Army System Coordinator at the Pentagon. In this role, she represented PEO C3T's interests on acquisition strategies, resolving critical issues with Army Acquisition leadership, HQDA, OSD, and Congressional stakeholders – demonstrating her influence and impact on key MilSATCOM decisions.

In 2017, Genie became Project Officer for Wideband Satellite Terminals at PEO C3T, leading product modernization efforts to improve the Warfighter experience. Recognizing the operational importance of a specific terminal, she successfully educated stakeholders at Headquarters Department Army and Office Secretary of Defense, resulting in a 3-Star decision to prototype a new terminal, a capability that was subsequently adopted by the U.S. Navy, further demonstrating her impact across branches of service.

Ms. Chaiken obtained a Level III Certification in Program Management from Defense Acquisition University, and holds certificates in Acquisition Reporting, Cost Analysis, Contracting, Information Assurance, Performance Based Logistics, Risk Management, Software Acquisition, Systems Planning, Research, Development and Engineering.

Heinrich Krispler

After joining the Austrian military in 1985, Colonel Heinrich Krispler graduated from the Austrian Military Academy as a signal officer in 1989. He then served as a platoon commander, company commander and staff officer in the Austrian Armed Forces Signal and Electronic Warfare Regiment. Subsequently, he was the deputy system engineer officer in the Air Surveillance Brigade and was then deployed to develop concepts and strategies for the overall transformation of the Austrian CIS/Cyber Forces within the Ministry of Defence. 

He was then appointed to be the Head of the CJ6 directorate of the Austrian Joint Forces Command, a position he held for more than 9 years. Since May 2015, Colonel Krispler has been the Deputy Director for CIS and Cyber Defence as well as the Branch Chief for CIS and Cyber Defence Policy and Requirements in the EU Military Staff where he is primarily responsible for strategic planning and advice, concept and capability requirements development for CSDP military operations and missions. 
 
Currently Col KRISPLER is the European Defence Agency SatCom Projects Manager, providing governmental and commercial SatCom Support to EU member states, and CSDP actors. Colonel Krispler has 3 academic master degrees in the areas of Telecommunication Engineering, Information Technology and Information Management.

Irina is a senior satellite industry executive with vast experience and expertise in marketing, public relations, business strategy and planning, having worked for non-profit, start-ups and blue-chip companies.

Following the combination of GSOA and GVF, Irina maintained her role, heading marketing, communications, and membership services in the only global satellite industry association, with members from the entire industry ecosystem. She has led many of the association’s successful initiatives – branding and online strategies, including the highly acclaimed Webinar Series, enabling GVF to notably increase the services offered members, growing it into a stronger satellite community.

Prior to joining GVF, Ms Petrov was the Vice President, Marketing for Onlime Group, a global service provider of premium business communications. She has also worked with the several satellite operators in various marketing positions – Avanti, Intelsat, PanAmSat and Europe*Star.

Irina started her career in satellite as a journalist/editor in the industry magazine, after serving with the United Nations Military Observers as an interpreter and language assistant, wounded in the line of duty.

Jennifer Krolikowski

Colonel (ret) Jennifer Krolikowski is currently the Chief Executive Officer for Plan Z LLC. Prior to this, she served 27 years in the Air Force and Space Force. In her first assignment, she served as a project engineer in the Manufacturing Technology Directorate at Wright Labs. After receiving a Master’s in Aeronautical Engineering from the Air Force Institute of Technology, Jennifer was assigned to the 49th Test and Evaluation Squadron and accumulated 50+ flying hours in the B-52. She moved to the GPS Joint Program Office where duties included Executive Officer; Branch Chief, GPS III Acquisitions; and Air Force Program Executive Office’s GPS Staff Director. Ms. Krolikowski taught advanced courses in space based navigation and space acquisition at the National Security Space Institute and became their Deputy Director for Mission Support. At HQ Air Force Space Command, she served as Chief, Space Based Infrared System (SBIRS) Requirements. After graduating Air Command and Staff College, Jen consecutively worked as the Tactical Data Network Program Element Monitor; Deputy, Command and Control Division; and Chief, Executive Action Group under the Secretary of the Air Force for Acquisitions. She commanded as Materiel Leader of an ACAT I program, Base IT Infrastructure. Upon graduating Air War College with her third Master’s degree, Ms. Krolikowski became Branch Chief, Integrated Air and Missile Defense Global Requirements on Joint Staff. She then promoted to Military Assistant for DASD/Space, Strategic, and Intelligence Systems, Office of the Secretary of Defense. She commanded as Senior Materiel Leader for Space C2, establishing the USSF’s premier software factory, Kobayashi Maru. Jen most recently served as the Chief Information Officer for Space Systems Command, the acquisition arm of the United States Space Force.

Ms Laryssa Patten is the Head of the Space Technology Adoption and Resilience (STAR) team at the NATO Communications and Information Agency. Laryssa has spent her career in the space field on civilian, government and military space programs. This includes working at the Canadian Space Agency on RADARSAT operations and International Space Station operations where she trained astronauts and cosmonauts to operate robotics in space. She also supported the European Commission on European Space Policy Development and Galileo Applications. For the last 10 years, Laryssa has been part of NATO, responsible for both Space and the Alliance Global Hawk activities within the Intelligence Surveillance and Reconnaissance service center and the Chief Technology Office at NCI Agency.

Laurent Jaffart

Laurent Jaffart is the European Space Agency’s Director of Connectivity and Secure Communications and Head of ECSAT in Harwell, United Kingdom, since 15 May 2024.

In this role, Mr Jaffart leads the ESA satellite telecommunication programme, including the implementation of the full portfolio of the ARTES 4.0 programme activities, Moonlight, Civil Security from Space, and the ESA contributions to the EU Secure Connectivity Programme, IRIS2, in collaboration with the European Commission.

From France, Mr Jaffart has over 20 years of experience in the European space sector, most notably in senior leadership roles at Airbus Defence and Space.

Lieutenant Colonel John Henderson

Prior to commissioning, Lieutenant Colonel Henderson worked for Rexnord Industries as the lead Technical Marketing Analyst for the Aerospace Group. He was commissioned as a Second Lieutenant in the United States Marine Corps in November, 2007.

 
2ndLt Henderson reported to 7th Marine Regiment, 1st Marine Division, I Marine Expeditionary Force and served in a various billets: Assistant Communications Officer, Platoon Commander, Electronic Key Management System Manager, and Information Management Officer from 2008 to 2011.  He deployed from September 2009 until September 2010 to Afghanistan with Regimental Combat Team 7 as the S-6 Future Operations Officer and the Communications Integrater/Provider for Camp Dwyer and outlying bases in support of OPERATION ENDURING FREEDOM.
 
In 2011, 1stLt Henderson deployed to the Joint Multinational Readiness Center, Hohenfels, Germany with 3d Bn 7th Marines and MCSCG in support of the Georgian Deployment Program – International Security Assistance Force.  He served as the S-6 / Communications and Information Management Trainer-Evaluator for the Republic of Georgia’s 33rd Light Infantry Battalion’s final rehearsal exercise prior to their deployment to Afghanistan.
 
Capt Henderson transferred to Communications School in May 2011 and served as the Senior Curriculum Developer / Chief Instructor and Faculty Advisor for the Basic Communications Officer Course.  During his tenure, he served as the Primary Instructor for: Doctrine, Single Channel Radio, Packet Switching Networks, Network Services, and Cybersecurity.
 
From 2014 to 2015, Capt Henderson attended Expeditionary Warfare School and the Advanced Communications Officer Course. In August 2015, he transferred to 9th Communication Battalion and served as the Company Commander, Company B.  Captain Henderson relinquished command in January 2017 and was assigned as the Asst Operations Officer for the battalion.
 
In 2017, Major Henderson transferred to the 11th Marine Expeditionary Unit as the Communications Officer and deployed in support of the WESTPAC 19.2 deployment.  Afterwards, he attended the US Army’s School of Advanced Military Studies from 2020 to 2021 before receiving orders to the Marine Corps Warfighting Laboratory, Combat Development & Integration Command in Quantico, Virgina. At MCWL, he served as an Operational Planner and the Branch Head, Plans and Assessments, G-3 and focused on Force Design implementation across the service and all-domain kill web design. He was promoted to Lieutenant Colonel in March 2023, and assumed command of 8th Communication Battalion, Information Group, II Marine Expeditionary Force, in June 2024. 
 
Lieutenant Colonel Henderson’s personal decorations include: the Meritorious Service Medal (1 gold star in lieu of second award) and the Navy and Marine Corps Commendation Medal (2 gold stars in lieu of third award). He received Bachelor of Science degrees in Computational Physics and Economics with a minor in mathematics from Illinois State University (2006), Masters of Engineering in Electromagnetics from the University of Illinois – Chicago (2013), Masters of Arts in Military Operations from the School of Advanced Military Studies (2021), and a Master of Business Administration from the University of Illinois (2024).

Lieutenant General Erwan ROLLAND was born on June 8, 1969, in Fontenay-aux-Roses. He is married and the father of three children.

He entered the École Spéciale Militaire de Saint-Cyr Coëtquidan in 1990 (class “Général Guillaume”) and, upon graduation, chose to serve in the Signal Corps.

After completing the Signal Officers’ Troop Commanders’ Course at the Montargis Signal School (1993–1994), he opted for service in the Marine Infantry. He was assigned as a lieutenant to the 6th Marine Infantry Parachute Regiment in Mont-de-Marsan, with deployments to Lebanon and the former Yugoslavia.

In 1996, he was transferred to the 33rd Marine Infantry Regiment in Martinique as head of the signals detachment and deputy to the joint CIS commander of the French Armed Forces in the Caribbean.

He was promoted to captain in 1997.

In 1998, he joined the 41st Signal Regiment in Senlis, attended the Captains’ Course in the United States, and subsequently commanded the 3rd Company, which deployed to Qatar and the United Arab Emirates in support of the Joint Force Headquarters.

From 2002, he served at the military high school in Aix-en-Provence as company commander for firstyear preparatory students for the military academies. He was promoted to major in 2004.

That same year, after passing the entrance exam to the French War College, he was deployed to Afghanistan. Upon his return, he attended the 118th Senior Staff Course, followed by the 11th class of the Joint Defense College.

In 2006, he joined the Directorate of Information and Communication Systems as a staff officer in the Strategy Sub-Directorate. He was promoted to lieutenant colonel in 2007.

In 2009, he became head of the Operations and training office of the 48th Signal Regiment in Agen. In 2010, he deployed to Lebanon as commander of the Joint Theater Information and Communication Systems for Operation DAMAN. In 2011, he joined the Army Staff in Paris as a desk officer in the Operations Division and was promoted to colonel.

From 2013 to 2015, he commanded the 28th Signal Regiment in Issoire, with which he deployed to the Sahel, leading a joint communications task force under Operation BARKHANE.

Between 2015 and 2016, he served in the IT operations division of the Joint Directorate of Infrastructure Networks and Information Systems (DIRISI).

In 2016, he attended the 66th session of the Centre for Higher Military Studies (CHEM) and the 69th session of the Institute for Higher National Defense Studies (IHEDN). The following year, he joined the Capability Coherence Division of the French General Staff.

On August 1, 2020, he was appointed Deputy Commander for Operations of the Army’s Information and Communication Systems Command (COMSIC) and was promoted to brigadier general on September 1, 2020.

From 2022 to 2023, he served as France’s Military Representative to the Supreme Allied Commander Europe (SACEUR) in Mons, before returning to DIRISI in August 2023 as Deputy Director General, at which time he was promoted to major general.

In August 2024, he was appointed Head of DIRISI and promoted to lieutenant general.

Following the announcement by the Minister of the Armed Forces on December 3, 2024, of the creation of the Defense Digital Directorate (Commissariat au numérique de défense), he was appointed its first Head on August 27, 2025.

Armin joined the Federal Armed Forces (Air Force) in July 1983 and was trained as an electronic warfare und reconnaissance Officer and IT-Officer. Holding increasingly senior roles until 2015 he became deeply involved in the build-up of the new cyber and information domain responsible for the new MOD Division for Cyber/IT in Berlin and Bonn. With the announcement of the new Cyber Information Domain Command in April 2017 in Bonn, Armin became the designated Division Head of the planning division. He is now DCOS Support CID and Director Capability CID.

Major General Halvor Johansen

Brigadier General Halvor Johansen started his career in the Norwegian Army, and has a traditional signals officer background, finishing with serving two years as commander of the Norwegian Army’s Signal Battalion in 2010-2012. Brigadier General Johansen has served nine years in the Norwegian Special Operations Command, as a staff officer and as director of the Plans and Policy Branch, before assuming command of the CIS regiment of the Norwegian Armed Forces Cyber Defence in 2018. Brigadier General Johansen assumed command of the Norwegian Armed Forces Cyber Defence in june 2022. Brigadier General Johansen is educated through the Norwegian Army Officer’s academy and the Norwegian Armed Forces command and staff college, and has a masters degree in military studies from the Norwegian Armed Forces University College, as well as having attended NATO Defence College. Throughout his career, Brigadier General Johansen has also served in NATO operations in Kosovo and in Afghanistan. As chief of the Norwegian Armed Forces Cyber Defence, Brigadier General Johansen is responsible for CIS and ICT support to Norwegian Armed Forces, as well as for cyber defence and cyber security in the Norwegian Armed Forces and the defence sector in Norway.

 

Major General Pascal Legai

Major General Pascal Legai has a military background (Major General in the French Air and Space Force, Ret). He acquired experience mainly in the fields of geography, imagery intelligence, international relations, Space and Security issues. He has extensive international experience in the geospatial information domain.

 
Before joining ESA, he was Director of the EU Satellite Centre, an imagery analysis centre, based near Madrid, Spain, providing Geospatial Intelligence (GEOINT) and Imagery Intelligence (IMINT) products and services to support the EU external action.
 
He has a PhD in International Relations, a qualification as Research Director, a law degree, several Master degrees in Imagery Processing, Computer Sciences, in History, in Irish Civilization, in Mathematics. He is an aerospace engineer and has also an Engineer Diploma in the field of the geographic sciences.
 

Major General Steven Butow

 Maj Gen Steve “Bucky” Butow, USAF, is the Military Deputy of the Defense Innovation Unit (DIU), Office of the Secretary of Defense.

General Butow joined the team in 2015 as an early plank owner when DIU was known as the Defense Innovation Unit Experimental (DIUx).  He initially served as  West Coast Military Lead and helped establish the organization’s operating locations in Silicon Valley, California; Boston, Massachusetts; and Austin, Texas.  In 2016, he was was selected as DIU’s first Space Portfolio Director.  Upon promotion to brigadier general, Butow continued this role at DIU as a DoD civilian.
 
General Butow continues to serve as the Commander of the California Air National Guard in a dual Title 10/32 status where he leads 4,900 Airmen assigned to five wings and a headquarters staff performing air, space and cyber operations as part of the Total Air Force.  He commanded the 129th Rescue Wing at Moffett Field, CA, from 2011 to 2014.
 
General Butow’s previous Title 10 leadership assignments include Deputy Director of the Joint Search and Rescue Center for U.S. Central Command in 2005, and as Chief of Personnel Recovery for U.S. Air Forces Central in 2007 supporting Operations IRAQI and ENDURING FREEDOM.  Prior to joining DIU, Butow was the Vice Chief of the Joint Staff, California Military Department with responsibilities including cybersecurity, incident awareness and innovation. He has deployed ten times to support combat and contingency operations across Southwest Asia, the Middle East, the Horn of Africa and other global locations.  General Butow has more than 3,500 flying hours in T-37, T-38, C-130, HC-130 and MC-130P aircraft. 
 
Butow graduated from San Jose State University with a B.A. in Physics & Astronomy and earned a M.S. in Management with specialization in Air and Space Strategic Studies from the University of Maryland. He has also completed executive courses at Harvard’s John F. Kennedy School of Government, and was a member of the National Leadership Preparedness Initiative (NPLI) Cohort 16. Butow is a lifetime member of the Honor Society of Phi Kappa Phi for academic achievement.
 
As a researcher with the Search for Extraterrestrial Intelligence (SETI) Institute, Butow worked on instrument concepts for Mars surface soil analysis at NASA Ames Research Center in Mountain View, CA. He later served as co-principal investigator for a series of airborne science missions for which he was recognized for outstanding achievement and contributions to the Space Science Division in 1999 and received an Ames Honor Award as a member of an Astrobiology Mission Project Team in 2000.
 

Mark Dickinson

He has also directed more than $900 million in spacecraft and launch procurement contracts, collaborating with industry leaders such as Airbus, Boeing, and Lockheed Martin on design, procurement, and launch operations.
 
As the former leader of Inmarsat’s future space segment systems, Mark was responsible for system design, spectrum management, navigation, and orbital slots, as well as the development and procurement of launch vehicles. He played a pivotal role in Inmarsat’s technical analysis and management response to the search for Malaysian Airlines Flight 370.
 
Mark has chaired the Space Data Association, where he worked to optimize the effective utilization of space assets. He also brings strong relationships across the space ecosystem, including partnerships with primes, new space start-ups, launch providers, and downstream systems developers.

 Mr. Haber started his career in the United States Air Force in 1987 after graduating from the University of Pittsburgh and served as both a command and control officer and communications officer throughout his career.  Mr. Haber served two command tours in combat communications at Tinker Air Force Base Oklahoma and Balad Air Base Iraq and also served at as the Communications Squadron Commander at Nellis Air Force Base, Nevada.  He also served Joint tours at US European Command and with US Forces Iraq in Baghdad.  Mr. Haber retired from the United States Air Force in 2010 as a Colonel after serving for 25 years culminating in his service to the Office of the Secretary of Defense in its oversight of Satellite Communications and continues in that role supporting the Department of Defense’s Chief Information Officer.

Nik joined Lockheed Martin Space in 2015 after a 16-year career in the Royal Air Force, where he held a variety of roles in space operations, information technology, information policy, acquisition, cyber and C4ISR capability development. His final military appointment was with the British Defence Staff at the British Embassy in Washington, D.C., where he supported the US–UK military relationship on C4ISR, cyber and space matters.

Mrs. Pinar Yasar Orten is a SATCOM professional who leads the efforts related to SATCOM technology roadmaps and bringing those technologies to NATO as Head of SATCOM Technology in NATO Communications and Information Agency Chief Technology Office (CTO).

 
She is part of CTO-STAR (Space Technology Adoption and Resilience) team, where the team deals with all space domain technology related matters in NCIA.
 
Having almost 2 decades of experience in the domain, Pinar joined the NCI Agency after working in defence industry over a decade. 
 
Her experience spans from design, development and acquisition of Electronic Warfare and SATCOM Systems for space, land, maritime and air domains as well as managing diverse engineering teams. Providing latest SATCOM technology to the Alliance, Pinar applies sound engineering principles using both traditional and innovative methods.
 
She has her B.Sc. degree in Electrical and Electronics Engineering as well as M.Sc. in the same domain with a focus on electromagnetics and novel RF materials, which is one of the disruptive technologies and has published papers in this domain. She is alumni of NATO-wide Executive Development Program.
 
She is married and a proud mother to two children. 
 

Rebecca Huffee

Rebecca Huffee

Rebecca Huffee is Cluster Manager for Space West which covers the geographies of Swindon and Wiltshire, Bristol and Bath and Gloucestershire having taken up the post based at the National Composites Centre in 2023.  She has driven the development of the CySpace Cluster Capability Network, a national network aimed at understanding and addressing critical gaps in space security particularly at the intersection of cyber and space for Space Domain Awareness.  She works collaboratively with her Space Cluster colleagues from across the UK to accelerate innovation and grow the space sector in the UK.   Prior to the this she was a programme manager for Space and Net Zero at the University of Bristol, engaging with industry and policymakers to support the university’s academic community to understand industrial and policy challenges to help deliver innovation for real world problems.

Richard Budd

Richard is responsible for Space Digital business in UK, US and Asia, primarily ensuring the evolution of the space related ground capabilities & associated services business to meet growing customer demands. This includes a broad portfolio of Military Space solutions and services, including continued support for elements of Skynet services and delivering the next generation Skynet 6a satellite, with a significant focus on securing lead roles for the company in future military space programmes.

Prior to joining Airbus in 2018, Richard was the Operations Director responsible for the delivery of one of Capita’s largest government outsource contracts across a wide remit of services including IT, Customer Services, HR, Finance, Procurement and Estates Management. Richard also spent 12 years at Cable & Wireless in various roles including: commercial, large scale programme delivery and leading government telecommunications and IT contracts, this included forming and growing the Application Services business to deliver secure cloud based services to UK government.

Richard studied Mathematics and Computing at Durham University.

In addition to spending time with his family Richard enjoys cycling, running and skiing.

Samuel Visner

Samuel Sanders Visner serves as Chair of the Board of Directors of the Space Information Sharing and Analysis Center and as a Technical Fellow at the Aerospace Corporation. Sam is also a Senior Advisor to the Cybersecurity Solarium Commission. Sam served previously as Director of the National Cybersecurity Federally Funded Research and Development Center (MITRE), sponsored by the National Institute of Standards and Technology. Sam is as a member of the Board of Directors of the Oak Ridge Associated Universities and also serves as a member of the Cyber Council of the Intelligence and National Security Alliance and the Cyber Committee of the Armed Forces Communications and Electronics Association. Sam served as an adjunct professor at Georgetown University, where he taught a course on cybersecurity policy, operations, and technology, and has also established a charitable trust for the University for the continued development of curricula in the study of information technology in international security. Sam is a member of the Council on Foreign Relations and the Atlantic Council and is a former member of the Intelligence Community Studies Board. Sam is also a member of the Army Science Board. Sam served previously as Senior Vice President at ICF (Cybersecurity and Resilience), Vice President at CSC (General Manager, CSC Global Cybersecurity), Senior Vice President at SAIC, and as Chief of Signals Intelligence Programs at the National Security Agency, from which he received the Agency's highest award for civilian service in recognition of work done to transform the Agency’s signals intelligence infrastructure following 9/11.  Sam holds a bachelor’s degree in International Politics from Georgetown University and a master’s degree in Telecommunications from the George Washington University.

Simon Swift

Simon Swift

Simon is a permanent Director on the Board of the Digital IF Interoperability Consortium. He has chaired the DIFI Specification Working Group for over two years. During that time, he has helped the DIFI team with the establishment of the current update to the specification, and the roadmap to subsequent updates. He is passionate about continuing to help drive this change in an industry which has been his career for the last 25 years.

His implementation experience ranges from small satellite handsets to large ground station infrastructure, providing him with a valuable ground-up view of the industry’s leading products. His career started in embedded DSP, ensuring that he has had a big picture understanding of digitization as it has evolved. Whilst at Hughes Network Systems in California, he played a pivotal role in the development of the Thuraya Satellite System in both terminal design, and contributions to its air interface. Through ten years in the electronic warfare industry, he is familiar with the challenges of transporting large quantities of spectral data around a wide area. Now as Engineering Director with ETL in the UK, one of the foremost designers and manufacturers of RF fibre and switching systems, he brings a broad knowledge base to the world of digitalization.

He later served as CEO of SES for five years, leading one of the world’s largest satellite operators, driving both the development of the next-generation O3b mPOWER constellation and the successful recapitalisation of the balance sheet

Todd McDonell

Todd McDonell

 Todd McDonell joined Inmarsat in May 2013 as Vice President of Global Government Solutions. He took up the position of President, Global Government business unit for Inmarsat in late 2018, where he steered the business to a double digit YOY growth before the business was acquired by Viasat in June 2023. Todd is currently the President of the International Government business area, responsible for managing government business outside of the United States and encompassing both the legacy Inmarsat and Viasat operations in these geographies.
An early stint running operational support for the Australian Navy’s submarine communications systems provided an education in military communications and satellite communications systems.
Following his naval career Todd & a number of other former Australian defence personnel created a company called TC Communications focused on the design, delivery, and support of satellite
communications systems. Todd became CEO of the TC business in 2000 and grew the business into one of the preeminent Inmarsat partners. Inmarsat acquired the company in May 2013 and integrated it into the Inmarsat Global Government business unit.
Todd holds qualifications in communications engineering, business and computer science and also holds a commercial pilots licence.

Tom Goffus

Tom Goffus

Tom Goffus was appointed as Assistant Secretary General for Operations in January 2022. He advises the Secretary General on strengthening defence capabilities of NATO partners, preparing NATO for the defence of Alliance territory, and responding to crises. In October 2023, Tom Goffus was appointed as NATO Secretary General's Special Coordinator for Counter-Terrorism.

Prior to joining the NATO International Staff, he served as Policy Director on the U.S. Senate Armed Services Committee, Deputy Assistant Secretary of Defense for European and NATO Policy, National Security Staff Director for Strategic and Eastern European Affairs, and Senior Military Advisor for European and Eurasian Affairs at the State Department. He graduated from the United States Air Force Academy, was commissioned in the Air Force, and flew the F-15, T-6, and T-37 aircraft.

Victoria joined Defence Digital in May 2023 as Commercial Director with responsibility for functional leadership of the directorate and commercial leadership of digital across the defence enterprise.

The enterprise focus includes digital category management, commercial optimisation & market innovation.

Prior to joining Defence Digital Victoria was the Commercial & Category Director for the UK Health Security Agency within the Government Commercial Function. Where she established and led the Commercial and Business Development functions.

Victoria has over 20 years’ experience in the Defence & Security sector, leading corporate procurement, commercial and finance functions within FTSE100/250 organisations including BAE Systems, QinetiQ, Airbus, Unilever and the UK Health Security Agency.

Victoria’s achievements were recognised by World Commerce and Contracting in the Inspiring Women list 2023. The Times & Sunday Times in 2019 as the winner of We Are the City Top 100 Women 2019 – Defence. Victoria was also awarded the Marshall of Cambridge Medal by the Duke of Edinburgh for her contribution to the industry.

Victoria is a chartered Aeronautical Engineer by background and holds an Executive MBA from Henley Business School. Wing Commander Daniela Nowalski joined the RAF in 1999. Her posts have primarily been at the forefront of the UK’s air movements & transport operations and included operational tours of Iraq and Afghanistan. She has served in the Joint Force Logistics HQ during Op HERRICK drawdown and in the UK’s Permanent Joint HQ supporting emergent UK operations in the broader Middle East. She commanded Logistics Squadron at RAF Waddington, supporting and enabling the RAF’s ISTAR Force. She has served as the Aide de Camp to Commander British Forces Cyprus and as the Military Assistant to the Assistant Chief of Defence Staff. Following a year planning and executing the world-wide baton relay to commemorate RAF100 in 2018, she then served as Executive Officer on 85 (Expeditionary Logistics) Wing at RAF Wittering, the home of the RAF’s high readiness deployable logistics capability.
Daniela assumed the role of Deputy Commandant of the Tedder Academy of Leadership in 2021, a role that shapes and influences leadership training and education across the RAF Whole Force. As coaching & mentoring desk-lead for the RAF she sets the conditions for mentoring to be adopted as best practice and as part of an individual’s continued pursuit of excellence in leadership.
An experienced mentor, Daniela represents the RAF on the alta steering group - an award winning mentoring initiative for women, by women, in the air, aviation and space sector. Additionally, she has led cross-organisational mentoring circles within the Business in the Community initiative and is a CV-mentor with the Young Women’s Trust. Daniela sits on the coveted Women in Defence mentoring scheme selection panel, and in 2021 as a member of the scheme, she won the national Most Committed Mentee Award. She is a Women in Defence Mentor for the 2024/25 cohort.
Daniela is also an Alumni of the Windsor Leadership Trust, a graduate of the Advanced Command and Staff Course (Reserves), a CAS Fellow and a mum of 2.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
