Air Commodore Andrew Martin

 Air Cdre Andy Martin is currently the RAF’s Deputy Director for Air Capability and Programmes, and the Air Capability lead for Integrated Air and Missile Defence.

Martin is a Qualified Air Defence Weapons and Tactics Instructor (QWI) and an Electronic Warfare Instructor. His early career included operational tours as an Air Defence pilot, an Air Defence Operational Conversion Unit Instructor, and as a Staff Instructor on the Air Defence QWI Course. These were followed by tours as the Deputy Commander of the Tornado F3 Air Defence Operational Evaluation Unit, and as Officer Commanding Number 8 Squadron, operating the RAF’s E-3D Sentry as part of the NATO Airborne Early Warning and Control Force.

Martin has completed operational deployments as the Chief of Combat Operations in the US Central Command Combined Air Operation Centre, and as Commander of the UK’s 904 Expeditionary Air Wing at Kandahar Air Base in Afghanistan.

Martin’s initial staff tours were at the J5 Plans Division and the UK Permanent Joint Headquarters and the MOD’s Operation Directorate. These were followed by roles as Deputy ISTAR Force Commander, and as Deputy Assistant Chief of Staff for Combat Air Capability, with the latter role covering Air Defence and Attack, ISTAR, Synthetic Training, Airborne Command and Control, and Air Battlespace Management functional areas. Martin also served as the Deputy Commander and Chief of Staff of the NATO Airborne Early Warning and Control Force at NATO Air Base Geilenkirchen, Germany.

Martin completed his Advanced Staff training at the Canadian Forces’ College, Toronto, gaining a Masters in Defence Studies, and is a Distinguished Graduate of the US National War College in Washington DC, at which he gained an MSc in National Security Strategy. Martin was awarded the OBE for his achievements in Command of Number 8 Squadron, and received NATO Meritorious Service Medals for his work during each of his 2 tours within the NATO Airborne Early Warning and Control Force.

Brigadier General Jaroslav Mika

 BG Jaroslav Mika has started his military career at the Czechoslovak Air Force Academy in 1991. BG Mika is a JAS-39 Gripen pilot with more than 2500 flight hours experience in aircraft cockpits. During his career, BG Mika went through various commanding posts from a squadron up to a wing level. He was a commander of the ever first Czech Air Force fighter unit deployment abroad to Baltic region in 2009. He was also a Chief of Combat Training Division (A7) at the Czech Air Force Headquarter. BG Mika has successfully completed the RCDS 2019 course in international security and strategic leadership studies. Since the 1st November 2022 he has been assigned as a Deputy Division Director of the Force Development Division MOD. He is married and has two sons and two daughters.

Brigadier General Nikolaos Makrygiannis

Brigadier General Nikolaos Makrygiannis

 Brigadier General Nikolaos Makrygiannis, Hellenic Airforce, has been the Director of IAMD COE, Souda Airbase, Greece, since March 2024.
He was commissioned in 1992 as a graduate of the Hellenic Air Force Academy and has served in a variety of flying and Staff posts including in StanEval, Operational Planning and Targeting.
From 2012 to 2014 he commanded 339 Sqn, operating the F-4E AUP at Andravida Airbase, with a primary role in Air Defence.
BG Makrygiannis assignments include a NATO VNC tour from 2016 to 2019 at HQ SACT, Norfolk, USA, as a special assistant to Supreme Allied Commander Transformation, within the Commander's Action Group (CAG), building an extensive experience and expertise of the wide array of topics covered by ACT.
Furthermore, from 2021 to 2024 he served as Deputy Commander at the Hellenic Air Tactics Center where he overviewed the establishment of the Synthetic Training Squadron and moreover, following HAF Leadership guidance, supported the development of the Airforce Synthetic training capabilities both in the national and the international environment.
He is a graduate of the Supreme Joint War College, the National Defence College - with a thesis on Exploiting Augmented Reality for Fighter Pilots Tactical Training/Wargaming - holds a master’s degree on International Relations from Queen Mary University of London and has participated in an Advanced Diplomacy and Defence program at the Fletcher School - Tufts University, USA. He has almost 3000 flying hours, with the most appreciated during his 4-year tour as a Fighter Weapons School Instructor.

Colonel Chris Hill is the Project Manager for the Integrated Fires Mission Command (IFMC) Project Office, Program Executive Office (PEO) Missiles and Space.
He previously served as the Military Assistant/Senior Acquisition Advisor to the Under Secretary of the Army from 2019 to 2020. From 2016 to 2019, he was the Product Manager for Aircraft Survivability Equipment Missile Warning Systems, PEO Intelligence, Electronic Warfare & Sensors. He spent 2015 as the Assistant Product Manager for Cyber in the Program Manager Special Programs Office, US Special Operations Command. From 2013 to 2015, he served at the Pentagon as a Department of the Army Systems Coordinator and deployed to Afghanistan as the Acquisition Advisor to the Commander, US Forces Afghanistan, and the Military Deputy to the ASA(ALT) Forward Director. He served from 2008 to 2013 at the National Reconnaissance Office as Executive Officer to the Deputy Director for Mission Support/Deputy Commander Joint Functional Component Command-Space, an Assistant and Deputy Product Manager, and as a Product Director within the Mission Support Directorate.
Prior to joining the Acquisition Corps, he served as Aide-de-Camp to the Command and General Staff College Deputy Commandant, Fort Leavenworth, KS while there from 2006 to 2008. From 1999 to 2005, he served in various leadership positions while stationed in Hawaii at both the 25th Infantry Division (Light) and the 115th Military Intelligence (MI) Group/National Security Agency-Kunia. As Company Commander for A, 125th MI Battalion, he deployed unit to Afghanistan in support of Operation Enduring Freedom. He enlisted in 1995 as a Persian-Farsi Linguist after three years of football as a wide receiver at Alabama State University where he was a member of the 1991 Black College National Championship team. He then served in the 513th MI Brigade before graduating from Officer Candidate School in 1999 and being commissioned as a Military Intelligence Officer.
He holds a Bachelor of Science in Foreign Studies from Excelsior College, a Master of Arts in Procurement and Acquisition Management from Webster University, and Master of Engineering from Texas A&M University. His military education includes the Joint Combined Warfare School, Program Manager’s Course, Intermediate Level Education, Acquisition Basic and Intermediate Courses, Military Intelligence Officer Basic and Advanced Courses, and the Army Space Cadre Basic Course. He is Level III certified in both Program Management and Information Technology. He also holds the Project Management Professional® certification.
His military awards include the Bronze Star Medal with one Oak Leaf Cluster, the Defense Meritorious Service Medal, the Meritorious Service Medal with three Oak Leaf Clusters, the Joint Service Commendation Medal with one Oak Leaf Cluster, the Army Commendation Medal, the Army Achievement Medal, Army Basic Space Badge and the German Armed Forces Proficiency Badge (Gold).
 

Colonel Michael French

Colonel Michael French

 Colonel (Col) Mike French is from Langley, British Columbia. He enrolled as a pilot in the Canadian Armed Forces in July 1990. He attended Royal Roads Military College where he graduated in 1994 with a Bachelor of Science in Computer Science and Space Science. Following his pilot wings training in Moose Jaw, Saskatchewan, Col French remained as a qualified flight instructor where he attained an A2 instructor rating.

In 2000, Col French was posted to Cold Lake, Alberta to fly the CF-18 Hornet with 441 Tactical Fighter Squadron where he participated in numerous missions and exercises in a very busy post-9/11 era. In November 2004, Col French was selected to 431 Air Demonstration Squadron, the Snowbirds, from 2005 to 2009 serving as a show team pilot over 5 show seasons.

In 2009, Col French was posted back to Cold Lake as the Wing Flight Safety Officer where he regained currency on the CF-18 Hornet and maintained currency on the CT-114 Tutor aircraft. He has accumulated over 5300 hours of flying time in ejection seat aircraft. In July 2012, Col French was posted to NORAD-USNORTHCOM HQ in Colorado Springs where he served in numerous operational and staff roles including Air Domain Chief in the Command Center and Canadian Strategic Advisor to the Commander.

In July 2017 he took command of the Snowbirds and remained Commanding Officer until June 2020; a tour in which the Snowbirds flew across Canada to salute front-line healthcare workers and thank citizens for their continued vigilance with COVID-19 restrictions during Operation INSPIRATION. In 2021, after a year commanding 15 Operational Support Squadron, Col French was posted to NATO AIRCOM HQ in Ramstein, Germany. Promoted to his current rank in May 2024, Col French will remain at HQ AIRCOM in the Capability and Plans Directorate as Canadian Senior National Rep and Commanding Officer of Canadian Forces Region Germany.

Col French is a graduate of the Canadian Forces College Joint Command and Staff Programme and holds a Master’s Degree in Defence Studies from the Royal Military College of Canada. He French is married to Jorja French and has two adult sons, Brayden (25) and Callum (23). He is an avid triathlete, kiteboarder, and woodworker.

Colonel Nicklaus Walker

Colonel Nicklaus Walker

 Col Nicklaus “Glock” Walker is the Commander, AFCENT Air Warfare Center, Al Dhafra Air Base, UAE. As commander, Col Walker oversees USAF support to partner nations within CENTCOM executing both air and missile defense exercises. He is responsible for leading 25 airmen and soldiers in their mission to enhance regional defense partnerships and guarantee readiness of US and partner air dominance forces.
Prior to this assignment, Colonel Walker was the Chief of Campaign Plans, J-5 Directorate, United States Forces Korea, ROK. Col Walker was born in Provo, Utah. He commissioned after graduating from Brigham Young University’s AFROTC program in 2003. Col Walker graduated from Euro-NATO Joint Jet Pilot training at Sheppard AFB (AFB), TX, and completed the F-16C basic course at Luke AFB, AZ. He is a senior pilot with 1,193 flying hours and 234 hours of combat time during Operation Iraqi Freedom. Col Walker has one deployment as an ALO to Afghanistan, where he served as both the executive officer to CFC’s Senior ALO and provided combat support to RC South as a Brigade ALO.

Colonel Przemyslaw Jaworski

Colonel Przemyslaw Jaworski

 Colonel Przemyslaw Jaworski has been the Air and Missile Defense Program Chief since the beginning of 2022. Program Office, under his lead, manages all Air Defense development and procurement programs in Polish Armed Forces, including Medium Range A&MD (WISLA), Short Range AD (NAREW), Very Short AD (PILICA, POPRAD, SONA, NOTEC) and Counter UAS Systems (SkyCtrl).
Commissioned in 2001 as a graduate of Military University of Technology - Master of Mechatronics Engineering – Air Defense Systems. He served as a platoon leader (guidance radar commander) and battery commander in 5th Air Defence Squadron. Subsequently his career had been directed accordingly to his education and passion. Col Jaworski held positions related to Air Defense Systems (SA-3, SA-5) technical support in 5th AD Sqn, 3rd AD Bde. His next assignment was SME in Air and Missile Defense Directorate in Armed Forces General Command. Assigned to Armament Inspectorate (Armament Agency from 2022) in 2021.
Col Jaworski was engaged in R&D programs for radars dedicated to Air and Missile Defense such as SAJNA (multifunctional AESA radar for NAREW), P-18PL (long range AESA radar) and Passive Location System (PET/PCL) as a lead expert.
Except Mechatronics, COL Jaworski also studied Crisis Management and Airspace Management in postgraduate studies in Air Force Academy in Deblin.
His military awards and decorations include Medal of the Centenary of Regained Independence, Medal "For Merits for the Defense of the Country" (Gold), Medal "Armed Forces in the Service of the Country" (Gold), Air Force Badge of Honor, Badge of the honorary title Meritorious Soldier of the Republic of Poland (Bronze).
Born in 1st December 1978. Raised in military family in Deblin. Col Jaworski and his wife Magdalena have two children: Maja (15) and Pawel (9). He enjoys music and non-fiction literature.

 Ian joined the Royal Navy as a graduate Weapon Engineer Officer in 2004. He trained at Dartmouth and in ships HMS SOUTHAMPTON and HMS INVINCIBLE, before his first complement sea-going role as the Deputy Weapon Engineer Officer (DWEO) in the Type 42 Destroyer HMS LIVERPOOL, deploying to the South Atlantic. His career from there has involved shore-based employment across the Navy and Defence, including Force Generation at Navy Command, and representing the Maritime Combat Systems customer in the Aircraft Carrier Alliance during build of the QUEEN ELIZABETH class aircraft carriers. Along the way, he achieved MSc qualifications in Explosives Ordnance Engineering and Defence Innovation, and attended the Joint Command & Staff College’s Advanced Course, supporting a period working for MILCAP at MOD Main Building. His most recent time at sea was in HMS QUEEN ELIZABETH as her Senior Weapon Engineer, during the ship’s early in-service period conducting F-35 flight trials. He currently works in Navy Command’s DEVELOP Directorate Above Water Battlespace (AWB) team, overseeing next generation development requirements for surface ship IAMD capabilities.

 Group Captain McLaren joined the RAF in 1999 as a fast jet pilot, with tours in Iraq and Afghanistan. His more recent roles have been in Typhoon Exports and 11 Group Operations and Planning. He joined Strategic Programmes Complex Weapons last year, supporting the Joint weapons portfolio and future weapons.

 Lieutenant Colonel Kim Vogt is currently working at the Joint Air Power Competence Centre as a Subject Matter Expert for Integrated Air and Missile Defence.

Lieutenant Colonel Vogt joined the German Armed Forces in September 2001. After completing his Officer Training, he studied Economic Studies at the University of the German Armed Forces in Munich from 2003 to 2007.
Lieutenant Colonel Vogt is an Air Defence Officer by trade and has held various positions up to unit commander within the PATRIOT weapon system. In 2013, He was transferred to the Air Operations Command in Kalkar into the Tactical Evaluation Division. His main task was to support the National Representative in the preparation of national and NATO certifications. This included working in exercise preparation, mentoring the respective units, and acting as a subject matter expert and mentor for NATO-integrated air and missile defence. Lieutenant Colonel Vogt worked at the CIMIC Centre of Excellence in Den Haag as Course Director for the NATO CIMIC Higher Command Course. During this time, he further developed his understanding of the NATO Operations planning process and developed course control documents in close coordination with ACT and SHAPE. Development and support to exercises, as well as tailor-made Modelling and Simulation solutions for education and educational gaming, and educational gaming, were his secondary tasks.
Lieutenant Colonel Vogt joined the JAPCC Assessment, Coordination, and Engagement Branch as SME for Analysis & Lessons Learned and Training & Education in January 2023, following his current position as Subject Matter Expert for IAMD.

 Lieutenant Colonel Beck currently serves as the Product Manager for Advanced Man-Portable Air Defense System and Medium Range Intercept Capability within the Program Management Office for Ground Based Air Defense.
Graduating from the University of Notre Dame, he was commissioned in 2003. Following flight training, he reported to Marine Tactical Electronic Warfare Squadron 2 and supported both Operation Iraqi Freedom and Operation Enduring Freedom. After attending the Naval Postgraduate School, he reported to Marine Corps Systems Command where he has led multiple programs across varied warfighting capabilities which have included anti-armor, electronic warfare, command and control, and air reconnaissance systems.

Mr James B. "Barney" Shaw

 Mr James “Barney” Shaw currently serves as the civilian Deputy Chief of Integrated Air and Missile Defense, Plans and Programs, for USAFE-AFAFRICA at Ramstein Air Base, Germany. Mr Shaw has 40+ years of worldwide experience in Air Defense/Air Superiority and Command and Control.
After graduating from the US Air Force Academy in 1983, Mr Shaw attending Euro-NATO Joint Jet Pilot Training (ENJJPT) and subsequently assigned to the 53rd Tactical Fighter Squadron, “NATO Tigers”, Bitburg Air Base, Germany flying the F-15C in Cold War Europe. Follow on F-15C tours at Eglin AFB, FL, Mt Home AFB, ID, and last operational assignment at Kadena AB, Japan as Chief of Weapons and Link 16 fielding program manager. Final assignment was Chief of Air Superiority evaluations for HQ 9th AF (CENTAF) which brought him to Prince Sultan Air Base (PSAB), Saudi Arabia for Operation Iraqi Freedom (OIF). Called up to fly with his previous squadron, then deployed to PSAB, flew as air superiority mission commander for the first daylight OIF missions over Iraq. Also served as Senior Air Defense Officer (SADO)/Chief of Combat Operations (CCO) in the PSAB Combined Air Operations Center (CAOC) during OIF. Barney has over 3600 total flying hours, 2800 in the F-15C, 300 in the back of E3 AWACS, evaluator time in AC-130, F-15E, F16C, and 1½ uncomfortable hours in a Fiat G-91.
Mr Shaw served his joint assignment as HQ NORAD Chief of Air Defense Operations for North America, specifically Cruise Missile Defense plans and operations. His other non-flying tour, unique for an F-15C Pilot, was as the Air Force Laison Officer/Forward Air Controller (parachute qualified) for US Joint Special Operations Command, US Army 75th Infantry (RANGER) Regiment.
Following retirement from the USAF, Mr Shaw served as a command and control instructor and air defense subject matter expert (SME) at the 505th Command and Control Wing at Hurlburt AFB, FL, exercise developer/director at the 705th Combat Training Squadron, Distributed Mission Operations Center (DMOC) at Kirtland AFB, NM (Virtual Flag), and at the USAFE Warrior Preparation Center (now USAFE-AFAFRICA Warfare Center (UAWC)) developing the Spartan series of LVC training exercises integrating NATO forces. Prior to returning to Germany, Mr Shaw served as Chief of the Headquarters Air Force Agile Wargaming Branch (HAF A5/7IX – aka the “Foxes”) at the Pentagon.

Mr John Booth, known as JB, joined the NATO Communication & Information Agency (NCIA) in August 2024 as Chief Air Command & Control. The NCIA Air C2 Centre provides technical and domain knowledge covering a broad portfolio of projects and services in support of NATOs IAMD mission. This portfolio includes a wide range of software applications, data links, as well as static and deployable assets. As Chief Air C2, JB is accountable for ensuring effective and efficient management and continued transformation of this portfolio in line with NATO policies and requirements. He also provides strategic advice to relevant NATO committees, senior executives, conferences, and working groups, representing the NCI Agency as a thought leader on Air C2 matters.
Prior to joining NCIA, JB enjoyed a distinguished military career as a senior officer in the UK Royal Air Force culminating as the first ever Commander of the Air C2 Force; a Force responsible for tactical Air C2 of both National and NATO Air Security & Air Defence missions. The command encompassed the RAF’s TACON-level Air C2 System (including radars, radios & tactical data links), Area Air Traffic Control & Battlespace Management Capability Integration across multiple locations both in the UK and across the globe. The Force also led the RAF’s experimentation on Advanced Battle Management System (ABMS) concepts developing agile, small form-factor network-enabled operational Air C2 nodes. JB also has an extensive training background and commanded the RAF School of Aerospace Battle Management responsible for both individual and collective Air Battlespace Management training as well as operational mission specific training to all 3 UK Armed Services & international partners.
He is a graduate of the USMC Weapons & Tactics Instructor school and taught at Marine Aviation Weapons & Tactics Sqn-1 in Yuma, AZ, for 2 years. He also attended the US Army Joint Theatre Air Missile Defense course at Fort Bliss. JB was the UK Representative to the NATO Panel on Air & Missile Defence and completed a tour in the NATO Command Structure at CAOC Uedem in Germany. He is a graduate of the UK Advanced Command & Staff Course from the UK Defence Academy and has twice served in the UK Ministry of Defence as an international relations policy officer (NATO & Europe plus Iraq & Jordan). JB has a BSc in Physics, a Post Graduate Diploma in International Policy & Diplomacy and an MA in Defence Studies.
JB had not planned to leave the military; however, he seized the opportunity to expand his horizons and contribute, innovate and advance Alliance Air C2 by joining NCIA – especially important in today’s geopolitical environment. He is passionate about Air C2 and has seen first-hand, as an Operational Commander, how it is effectively used to defend the Alliance.

 Richard is a 40-year veteran of the defence and security industry and has held senior BD posts with some of the world’s largest companies in these sectors. He is a passionate advocate of the importance of close ties between industry and its military users and of the need for industry to innovate at a pace which meets both current and emerging user needs.

At Moog, Richard spearheads the promotion of the RIwP weapons platform in the UK and Europe and the Middle East and also represents Moog’s other diverse defence capabilities in the subsea, missile and platform weaponisation sectors.

 Mr. Riki Ellison is the Founder and Chairman of the Missile Defense Advocacy Alliance; a non-profit organization launched in 2002 with a singular purpose and mission to drive for the deployment, development, and evolution of missile defense. Mr. Ellison has been involved with missile defense since 1980, being introduced to it by then Governor Ronald Reagan’s Senior Defense Advisor, Dr. William R. Van Cleave. Since its founding, the organization has grown to over 20,000 members across the world and has emerged as the top lay expert voice on missile defense in the world. Mr. Ellison has been in attendance of over 277 missile defense tests, visited 693 U.S. and allied missile defense bases and platforms, and has advocated for missile defense in all 50 states and 28 countries.
Amongst the achievements of Mr. Ellison is the creation and building of two historic missile defense and veteran public memorials. One memorial is located at Vandenberg AFB in California, honoring President Ronald Reagan, and the other is located at the Pacific Missile Range Facility in Kauai, Hawaii, dedicated with the late Senator Daniel Inouye. Mr. Ellison was awarded the Honorable Order of Saint Barbara in December 2011 and the German Air Force Air Defense Missile Badge in October 2018. Mr. Ellison also established the annual “Missile Defender of the Year Award Ceremony.” These awards are given to the best United States missile defense soldier, sailor, airman, and national guardsmen from each of the military services involved with missile defense. There have been 70 DOY events hosted in seven countries that have recognized 872 DOY Awardees from 18 different nations since 2011 as the Missile Defender of the Year in their respective branch and region.
On June 15, 2021, Mr. Ellison and MDAA, in partnership with the University of Southern California’s Price School of Public Policy and Viterbi School of Engineering, created the USC SHIELD Executive Program. The 8-month-long program began on September 24, 2021, and is designed to ignite a Critical Thinking cauldron and cadre of missile defense leaders across the spectrum on the intersection of public policy and engineering in making the nation and the world a safer place. There are now two completed SHIELD programs with 55 graduates between the two cohorts, with the most recent class having presented their capstone projects and received their certificates in late April 2023.
On April 12th, 2022, Mr. Ellison and the MDAA board of directors wrote its first capstone effort to reform U.S. missile defense roles and responsibilities for the rapidly evolving era of great power competition. The report titled “U.S. Missile Defense: An Overview of Past, Current, and Future Roles and Responsibilities” outlines how and why the roles and responsibilities of the Services, Combatant Commands, and the Missile Defense Agency must change, and change soon.
In 2006, Mr. Ellison founded the Youth Impact Program for disadvantaged and at-risk youth in our nation’s inner cities. There have been 44 Youth Impact Programs in 15 of our nation’s major cities and major universities. The Youth Impact Program has been recognized twice by the United States Congress in Senate and House Congressional Resolutions for its overall achievements, innovation, and impact. In 2022, the Youth Impact Program implemented its first program for girls. Since the beginning, YIP has impacted 3,693 at-risk youth, 793 NCAA athletes, 164 public school teachers, 169 U.S. Marines, 126 U.S. Army Soldiers, and 38 U.S. Air Force Airmen. Students who attended our 2022 programs on average increased their Stem scores by 40%, language art scores by 27%, and mathematics by 22%.
Mr. Ellison was also involved in supporting wounded warriors of the United States military, and those with traumatic brain injury. In 2011, Mr. Ellison brought the National Football League and the United States Army together on TBI that resulted in a partnership announced in 2012 by the Commissioner of the NFL and the Chief of the United States Army.
Earlier in his career, Mr. Ellison played professional football for 10 years as a starting middle linebacker with the San Francisco 49ers and Oakland Raiders, winning three Super Bowl championships. He was the first New Zealander to play in the NFL and the first New Zealander to win a Super Bowl. In 2017, Mr. Ellison was inducted into the Polynesian Football Hall of Fame. Mr. Ellison played college football at the University of Southern California, winning a National Championship and two Rose Bowls following a State High School Football Championship in Arizona. Mr. Ellison earned a Bachelor of Science degree in International Relations with a graduate emphasis on Defense and Strategic Studies from the University of Southern California in 1983. Mr. Ellison attended the National Security Seminar at the Army War College in 2009 and 2020 and the National Security Seminar at the Air War College in 2011. Mr. Ellison also attended the University of Notre Dame, where he attended a Business Management and Entrepreneurial program in 2013.
Service and athletics were ingrained in Mr. Ellison’s life. His grandfather, Ned Ellison of New Zealand, was awarded the King George V Silver Jubilee Medal in 1935 and was appointed an Officer of the Order of the British Empire in 1938 for his achievements in medicine. Ned’s brother (Mr. Ellison’s grand uncle), Thomas Ellison, was the first captain of the New Zealand Representative Rugby Team in 1893 and also played on the New Zealand Native Football Team from 1898-99.

 Steve Labitt is currently the Technology Director for
the Land & Air Defense Systems (LADS) Strategic
Business Unit within Raytheon, part of Raytheon
Technologies. LADS provides the U.S. Army, U.S.
Marine Corps and international customers with
integrated air and missile defense, counter UAS, and
proven precision long-range and combat weapon
capabilities.
As the LADS Technology Director, Labitt works
across the mission area to ensure the development of a
cohesive and coordinated technical roadmap. He also
has responsibility for the Independent Research and
Development portfolio for LW&AD driving the
development of key technology. Labitt is also heavily
involved in new business efforts driving the technical
strategy and solutions.

Tucson, Arizona, Raytheon Missiles & Defense brings

Labitt was the Technical Director for the Lower Tier
Air and Missile Defense Sensor (LTAMDS) program.
Labitt was involved with LTAMDS from the start of
the acquisition program developing and driving the
technical solution that resulted in the competitive
capture. Prior to LTAMDS, Labitt was the Chief
Engineer on the Fixed Station Sensors Modernization
& Integration (FSSM&I) competitive capture and win.
Prior to FSSM&I Labitt worked multiple additional
captures.
Previous to transitioning to capture work Labitt was
the Multi-Function RF Systems Technology Area
Director (MRFS TAD) reporting to Corporate
Technology and Research. In this role, Labitt
worked across the Raytheon business units
developing the MRFS technology roadmap,
identifying the enterprise-wide technology needs,
supporting Raytheon innovation initiatives, and
ensuring alignment.
Prior to his rotation as the MRFS TAD Labitt was
the Above Water Sensors Systems Chief Engineer
and the Dual Band Radar (DBR) Technical Director
for Raytheon’s Integrated Defense Systems (IDS)
Seapower Capability Systems business unit. Labitt
had been involved with the SPY-3/DBR program
from program award and previously was the DBR
System Architect responsible for the development of
the numerous modes of DBR.
Labitt was the Hardware System Lead for new
development for the Patriot Radar Program. In
particular, he was heavily involved with the
wideband Classification, Discrimination, and
Identification program from the independent
research and development program to final
production sell-off to the US government.
Labitt is a graduate of Worcester Polytechnic
Institute having earned a bachelor’s degree in
electrical engineering. He also attended the
University of Massachusetts, Amherst, supported by
the Raytheon Advanced Study scholarship program,
where he earned his master’s degree in electrical
engineering. Labitt has published multiple papers in
the area of radar systems and hold patents in the
area of Analog to Digital Converters and Counter-
UAS techniques. He is also a Raytheon Certified
Architect.

 Tom Goffus was appointed as Assistant Secretary General for Operations in January 2022. He advises the Secretary General on strengthening defense capabilities of NATO partners, preparing NATO for the defense of Alliance territory, and responding to crises. In October 2023, Tom Goffus was appointed as NATO Secretary General's Special Coordinator for Counter-Terrorism.

Prior to joining the NATO International Staff, he served as Policy Director on the U.S. Senate Armed Services Committee, Deputy Assistant Secretary of Defense for European and NATO Policy, National Security Staff Director for Strategic and Eastern European Affairs, and Senior Military Advisor for European and Eurasian Affairs at the State Department. He graduated from the United States Air Force Academy, was commissioned in the Air Force, and flew the F-15, T-6, and T-37 aircraft.

Rear Admiral (Ret'd) Mark Montgomery

 Mark Montgomery is the Senior Director of the Center on Cyber and Technology Innovation and a Senior Fellow at the Foundation for Defense of Democracies. He also serves as the Senior Advisor to the Chairmen of the Cyberspace Solarium Commission, and was previously the Executive Director. From 2017 to 2018 he served as Policy Director for the Senate Armed Services Committee under the leadership of Senator John S. McCain. In this position he coordinated policy efforts on national defense strategy, capabilities and requirements, defense policy and cyber issues.

Mark completed 32 years in the U.S. Navy as a nuclear trained surface warfare officer, retiring as a Rear Admiral in 2017. His flag officer assignments included Director of Operations (J3) at U. S. Pacific Command; Commander of Carrier Strike Group 5 embarked on the USS George Washington stationed in Japan; and Deputy Director, Plans, Policy and Strategy (J5) at U. S. European Command. He was selected as a White House Fellow and assigned to the National Security Council, serving as Director for Transnational Threats from 1998-2001.

Mark graduated from the University of Pennsylvania and Oxford University, and completed the U.S. Navy’s nuclear power training program.

Wing Commander Andy Bates

Wing Commander Andy Bates joined the Royal Air Force as a Fighter Controller in 1998, qualifying as an Identification Officer in 2001.
After operational, instructor and Training Officer tours within the UK Air Defence system he deployed to the USAF CENTCOM CAOC in the Middle East as the Senior Air Defence Officer, before qualifying as a Surveillance Director and completing another homeland defence tour in 2008. Deploying on two Op HERRICK tours as a Tactical Director and Operations Officer, conducting Airspace Battle Management in Southern Afghanistan he was then seconded to the US Marine Corps Tactical Air Operations Centre for a final deployment to Afghanistan as a Senior Tactical Director.
After an exchange tour with the Royal Navy he was promoted into Artillery Systems within DE&S, before assuming command of 49 (Inkerman) Battery RA, a Royal Artillery sub-unit jointly manned by RA and RAF personnel, in 2015. During this time he over saw the introduction of the Land Environment Air Picture Provision capability into service with 16 Regiment RA. and moved the Battery to its current home at Baker Barracks, Thorney Island.
Moving to the Defence Science & Technology Lab in 2018 he was a Military Advisor in the Space Systems Programme during the period which saw the establishment of UK Space Command and the start of new space procurement activities and operations. With further deployments including the CENTCOM CAOC and as Chief of Staff Op TURUS in West Africa, Bates was then promoted to Wing Commander in 2023 and once again avoids the RAF by returning to Baker Barracks as Deputy Commander 7 Air Defence Group.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
