With the growing proliferation and use of small drones and UAS technology in daily life, and the safety and privacy concerns resulting from this, the Biden Administration announced the first Domestic Counter-Unmanned Aircraft Systems National Action Plan in April 2022. This Government approach aims to expand the protections currently in place against the criminal use of drones, to ensure consistent safeguarding of the airspace, communications spectrums, individual privacy, civil liberties, and civil rights.

Counter UAS Homeland Security USA 2026 will showcase the very latest technology in the market to ensure that civilians, domestic infrastructure, borders and all aspects of homeland security are protected from the criminal use of drones.

Assistant Chief Patrol Agent (ACPA) J. Michael Douglas has served in the United States Border Patrol for 17 years. During his career he has served in multiple U.S. Border Patrol areas of operation in support of border enforcement efforts. He was selected to join the U.S. Border Patrol Special Operations Group (SOG) where he was responsible for carrying out operations for SOG teams on a national and international level as well as managing personnel on deployments, operational strategies, and training. Additionally, ACPA Douglas led Customs and Border Protection’s (CBP) Force Modernization Branch, responsible for the acquisition and provision of innovative use-of-force solutions to fill identified capability gaps in both CBP and DHS law-enforcement operational environments through extensive requirements development, market research, testing and evaluation, legal/policy reviews, and large-scale procurements; positively impacting CBP’s mission readiness as well as increasing the safety of CBP’s 40,000 plus officers and agents. Currently, ACPA Douglas is leading CUAS and SUAS training efforts for CBP’s law enforcement personnel.

Assistant Police Chief Joshua Cousins

As an Assistant Police Chief for the Dallas Fort Worth International Airport Department of Public Safety, Josh Cousins is currently responsible for the Special Operations Division which includes SWAT, Traffic Enforcement, Drone Operations, Bomb Squad, Canine, Hostage Negotiations, Police Training, and Police Recruiting. Josh has been with DFW Airport since 2010.
Josh enlisted in the Texas Army National Guard as a M1A1 Abrams tank crewman in 2000. He was deployed for Operation Iraqi Freedom from 2004-2005 where he was Non-Commissioned Officer in Charge of a Joint Operation Center in central Iraq and provided security and support for Navy EOD. Josh is a graduate of Tarleton State University with a Bachelor of Science degree in Criminal Justice and holds a Master of Arts degree in security studies from the Naval Postgraduate School’s Center for Homeland Defense and Security.
Josh has partnered with many leaders at several other airport police and security agencies including the Israel Airports Authority in Tel Aviv and the Metropolitan Washington Airport Authority in Washington D.C. to adapt and model improved security and law enforcement initiatives for policing major metropolitan airports.

David Nolan

Mr. David Nolan is the Chief of the Emerging Advanced Technology branch of the Emergency Communications Division (ECD) of the Cybersecurity and Infrastructure Security Agency (CISA). CISA is a component of the Department of Homeland Security (DHS). Mr. Nolan is a communications engineer focusing on public safety communications interoperability, resiliency, and cybersecurity.
Before joining the DHS in 2008, Mr. Nolan worked in the Department of Defense (DOD) designing Internet Protocol-based communication systems. He was involved in deploying communications over satellite for first responders during Hurricane Katrina and several large network projects at the DOD.
More recently, at DHS, he has developed cellular wireless systems for the Federal Government to support National Security and Emergency Preparedness (NS/EP) Communications and Public Safety. In addition, he supports the CISA 5G campaign and frequently interfaces with organizations across the country involved in Homeland Defense, Homeland Security, and Public Safety.
Mr. Nolan is a Certified Program Manager and a Certified Information Systems Security Professional (CISSP). Mr. Nolan holds a Bachelor of Science in Electronics Engineering and a Master of Science in Telecommunications.

 

David R. Kontny

David R. Kontny

Prior to his retirement, with over forty years of federal service, Dave joined the FBI in August of 2015 and served as the Chief of Staff, Joint Program Office for Countering Improvised Explosive Devices. Dave also had primary responsibility for both the FBI’s Unmanned Aircraft Systems (UAS) and Counter-UAS (C-UAS) portfolios.

Prior to joining the FBI, Mr. Kontny was assigned to Headquarters Department of Homeland Security’s Office of Infrastructure Protection (OIP), as the Chief of Staff.
Mr. Kontny was assigned as the Director, National Explosives Detection Canine Team Program within TSA. Prior to joining the TSA, he was assigned as a Special Agent with the FAA Office of Civil Aviation Security.

Prior to his assignment with the FAA and TSA, Dave was stationed at HQ United States Air Force Directorate of Security Forces, Pentagon, Washington DC., where he earned the rank of Chief Master Sergeant.

Deputy Chief Michael Lighthiser commands the Special Operations, Research and Training Division of the George Mason University Police Department, which houses the UAS Unit.

Deputy Chief Lighthiser has served with the department since January 2008 and is a graduate of the Northwestern School of Police Staff and Command.

Deputy Chief Lighthiser is the chair of the Northern Virginia Emergency Response System (NVERS) UAS working group, sits on the Metropolitan Washington Council of Governments UAS group and helped found the statewide UAS working group in Virginia, supported by the Governor’s Office.

Deputy Chief Lighthiser is on the Law Enforcement Drone Association Steering Committee and the DRONERESPONDERS Advisory Board.

Dr. Andre Slonopas

Andre comes from a broad background of research, academia, and government experience. He holds a Ph.D. in Aerospace Engineering from the University of Virginia, pursuing 2nd Ph.D. in Electrical Engineering at Johns Hopkins University in Materials Science and Engineering. Andre is a former Airborne Ranger, former Presidential Management Fellow, CEMA Team Lead in the Army Research Laboratory, Cybersecurity and Information Operations Officer with USAR, led solar development teams, oversaw cyber operations with USCYBERCOM, holds dozens of publications and book chapters in solid state physics, presents regularly at scholarly venues, and is an avid believer in semiconductor revolution.

Jason Day

Jason Day

Jason Day is the Director of Unmanned Aircraft at the Texas Department of Public Safety, bringing with him a wealth of experience from his 27-year tenure military, civilian, & public safety aviation. Widely recognized as a subject matter expert in the UAS community, Mr. Day specializes in public safety UAS operations & administration. In his role as Director, Mr. Day oversees one of the largest public safety UAS program in the nation with over 300 remote pilots & unmanned aircraft. His primary responsibilities include ensuring compliance with FAA regulations & maintaining the highest standards of safety in the department's UAS program. Texas DPS stands out as one of the most active UAS programs in the United States conducting 50,000 flights in 2023 & a remarkable 12,000 flight hours. Operating within the Aircraft Operations Division of Texas DPS, Mr. Day has actively participated in high-profile UAS missions, including disaster response, tactical operations, overwatch missions, & border operations. Recognized for his expertise in joint manned/unmanned aircraft operations, Mr. Day holds a crucial seat in the Texas Air Operations Center, coordinating UAS operations during declared disasters in the state. As a key member of the Texas HB2340 Committee, Mr. Day played a pivotal role in developing policies, procedures, & training standards for UAS use by public safety agencies during disasters. Mr. Day developed & implemented the UAS Remote Pilot in Command training program for the department, earning recognition in Air Beat Magazine & serving as a template for various federal, state, & local public safety agencies. He has assisted countless public safety agencies across the world in establishing their UAS programs, emphasizing safety, compliance & transparency. Mr. Day’s contributions extend to numerous publications on topics related to public safety UAS operations. Actively engaged in the UAS community, Mr. Day is a member of numerous UAS & cUAS working groups & servers on multiple boards.

Lieutenant Mike Ward

Lt. Ward is a highly experienced law enforcement veteran with over 20 years of dedicated service as a New Jersey State Trooper. As a member of the Special Operations Section, Lt. Ward spent 10 years in the Bomb Squad where he developed an unparalleled expertise in handling high-risk situations. Recognizing the evolving nature of security threats, Lt. Ward transitioned his focus to UAS (Unmanned Aerial Systems) and Counter-UAS operations, becoming a leading authority in this cutting-edge field within the New Jersey State Police. Lt. Ward’s ability to adapt to and master emerging technologies ensures that his team is always prepared to address the complex security challenges of today’s world.

Michael Martori

Chief, Requirements Division, MS CDID, Army Futures Command
Michael Martori

Mr. Michael Martori is the Chief, Requirements Determination Division, Maneuver Support – Capability Development Integration Directorate, Futures & Concept Command. He leads civilian and military multi-disciplinary teams whose mission is to develop innovative capabilities for the Army of the Future. In this role he is the senior advisor on capability development and acquisition efforts to the Regimental Commandants and Commanding General in the areas of Protection; Chemical, Biological, Radiological, Nuclear; Engineer; and Military Police for a materiel portfolio valued more than $7.5B.

Prior to this position, Mr. Martori served as the Deputy Protection Branch Chief Requirements Determination Division, Maneuver Support – Capability Development Integration Directorate. Prior to that he was a defense contractor performing duties as a senior program manager in support of Army missions.

Mr. Martori has led and supported a wide variety of projects and programs including: the Integrated Unit Base Installation Protection (IUBIP) Joint Capabilities Based Assessments (CBA); co-authored the first Army Functional Concept for Protection; several DOTMPLF-P analysis efforts; and the development of multiple Joint and Army Capability Integration & Development System (JCIDS / ACIDS) capability documents. His team has executed multiple Joint and Army live experimentation events. He supported the Combat Capabilities Development Command – Armament Center (CCDC-AC) as the lead in developing and executing live experimentation in Dense Urban Environments (New York City, NY) and led the OSD sponsored Technical Cooperation Program – Contested Urban Environment (TTCP CUE) FVEY experiment in Montreal, Canada. This event included over 100 technologies from Australia, Canada, New Zealand, United Kingdom, and United States; conducted in subway tunnels, high rise buildings, and urban canyons. The results inform future technology development across the FVEY defense departments including multiple new start programs for the U.S. Army.

Mr. Martori retired from the U.S. Army in February 2006 after 22 years of faithful service to the nation.

Mr. Martori is a member of ASIS International and is a Certified Protection Professional. He earned an Executive Master of Business Administration Degree from the Jack Welch Management School and is currently working on a Doctorate in Strategic Leadership. He has attended numerous Army and civilian leadership programs and is a published author.

Mr. Martori and his wife live in Dixon, MO.

Michael Torphy

Unit Chief / Supervisory Special Agent, UAS and Counter UAS, Federal Bureau of Investigation
Michael Torphy

Since 2021, Mr. Torphy has led the FBI’s Unmanned Aircraft Systems (UAS), counter-UAS, and aviation datalink programs. In this capacity, he has overseen more than 100 counter-UAS missions, including 52 conducted under the authority provided in 6 USC§ 124n. He authored the FBI’s first comprehensive counter-UAS policy guide, codifying and formalizing the procedures that support Bureau operations nationwide. He has developed deep expertise across the operational, technical, and policy dimensions of this rapidly evolving field.

He is a Part 61-certificated private pilot and a Part 107-certificated remote pilot, and has logged hundreds of flight hours in support of FBI activities. He remains an active UAS operator in his personal capacity and regularly represents the FBI at national and international counter-UAS conferences and interagency forums.

Previously, Mr. Torphy directed thousands of manned and unmanned aviation missions for the FBI’s Los Angeles Field Office, led enterprise technology initiatives at FBI Headquarters, and managed the Bureau’s Civil Aviation Security Program at the National Joint Terrorism Task Force. Earlier in his career, he conducted national security and violent crime investigations in the New York and Portland field offices, and deployed to Afghanistan as an FBI interviewer.

Prior to joining the FBI, Mr. Torphy worked as a systems engineer in the private sector. He currently resides in Huntsville, Alabama, with his wife and two young children

Mike Roskind

Mike Roskind

Mike Roskind serves as an Information Security Specialist for Cybersecurity & Infrastructure Security Agency (CISA), National Risk Management Center (NRMC), Space Systems and Services. Mike leads the U.S. Department of Homeland Security (DHS) efforts in responding to Executive Order 13905, Responsible Use of Position, Navigation, and Timing (PNT). For over 25 years, Mike has supported and collaborated with communications carriers to conduct research and develop alternate timing sources and PNT risk mitigation strategies. Mike has successfully led efforts to coordinate and resolve impacts caused by widespread GPS disruptions, natural disasters, cyber-attacks, and most recently, threats posed by unmanned aircraft systems (UAS) and counter-UAS (C-UAS). Mike Roskind earned a master's degree from the University of Washington in Strategic Planning for Critical Infrastructures and is a Certified Information Systems Security Specialist through ISC2.

Robert serves as the Program Coordinator for the Florida Department of Law Enforcement's statewide UAS detection program. Since founding the program in 2023, he has developed it into an extensive network of both fixed and deployable sensors throughout Florida. In his leadership role, Robert also provides consulting services to various US military installations, government agencies, and critical infrastructure sites.

With a decade of service in the US Coast Guard aviation and holding a Part 107 license, Robert brings extensive experience and knowledge in UAS detection and mitigation. His dedication and contributions to the field have been widely recognized. Additionally, he is actively involved in training and mentoring new professionals entering the counter-UAS domain, ensuring the continuous growth and advancement of the industry.

Greggory Phillips is a nationally recognized law enforcement professional, gang intelligence leader, and subject matter expert in criminal organizations operating within and beyond correctional systems.

With over 24 years of experience across local, state, and federal levels, Greggory currently serves as a Special Agent with the Georgia Department of Corrections, where he leads complex gang and contraband investigations inside correctional facilities and beyond.

He is deputized as a Task Force Agent with the FBI Safe Streets Gang Task Force and holds a Top Secret security clearance.

Greggory is the Regional Director for the Georgia Gang Investigators Association (GGIA), covering 29 counties in central Georgia, and the founder of CODIN — the Correctional Officer and Detention Intelligence Network, a national intelligence-sharing initiative powered by ROCIC and RISS. CODIN bridges critical gaps between jails, prisons, and investigative agencies across state lines.

He has served as a keynote speaker and instructor for numerous law enforcement and prosecutorial organizations, including:

• The Georgia Prosecuting Attorneys Council
• The Georgia Sheriffs’ Association
• The Georgia Association of Chiefs of Police
• The American Correctional Association (ACA)

Steven A. Willoughby currently serves as the Director (A) for the Department of Homeland Security’s Counter-UAS Program, where he focuses on strategic planning for air domain awareness, threat discrimination, threat mitigation, and interagency information sharing.
Steve previously served as the Director for Aviation and Surface Transportation for the White House’s National Security Council where he advised leadership and coordinated multiple interagency workgroups on various issues including unmanned systems, international transport agreements, and incident response.

Prior to these roles, Steve worked for the Transportation Security Administration, conducting red team vulnerability assessments across the transportation sector, and for TSA’s Office of Security Operations, supporting the National Explosives Detection Canine Team Program.

Steve began his federal career as a Transportation Security Officer at Washington-Dulles International Airport after graduating from Florida Atlantic University with a Bachelor’s Degree in Political Science.

WHAT IS CPD?

CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

CPD AND PROFESSIONAL INSTITUTES

There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives.
