Mr. Osterthaler is a retired Air Force Brigadier General who also has over 25 years experience in the private sector providing technical services and telecommunications networks to enterprise and government customers. He is currently serving on multiple governing and advisory boards, focusing primarily on the space and communications industries where he also regularly participates in diligence projects for private equity and research firms.

After retiring from the Air Force, Mr. Osterthaler spent 10 years as senior vice president at SAIC providing technical services to government clients and 8 years as President and CEO of satellite service provider SES Government Solutions. While at SES, Mr. Osterthaler was a leading industry voice for better integration of commercial space capabilities into the national security space architecture and proposed a number of innovations that have changed the nature of the relationship between the satellite industry and the US Government.

He has served as Board Chair of ND SatCom, a satellite equipment company; Advisory Board Member for Hawkeye 360, a radio frequency collection and analysis company; and Advisory Board Member for Lynk Global, a provider of satellite direct-to-device connectivity. From 2017 until 2021, he was on the Board of FirstNet, the Nationwide Public Safety Broadband Network, the largest wireless public safety network in the world, where he served on the Technology Committee, chaired the Finance Committee, and was Board Chair.

Clare A. Hopper is Director, Commercial Satellite Communications (COMSATCOM) Office, assigned to the Space Systems Command, United States Space Force, Washington, D.C. She is responsible for delivering COMSATCOM capabilities to support the joint warfighter, federal agencies, and international partners. Her portfolio includes the Enhanced Mobile Satellite Service (EMSS) Program Office, the EMSS Capabilities Office and the Department of Defense COMSATCOM Solutions Program Office.


EMSS is an $800 million global satellite program that provides the Department of Defense, federal and coalition partners with unlimited access to the commercial Iridium constellation, a mesh-network of 66 on-orbit cross-linked satellites, through a dedicated, EMSS controlled gateway.

The COMSATCOM Solutions Program Office acquires any commercial satellite capability for any customer, anywhere, and has over $5 billion under management.

Prior to this role, Mrs. Hopper was the SATCOM Division Chief, Defense Information Systems Agency (DISA). In this role she managed the Department of Defense Enterprise Gateways Program Office, the SATCOM Operations Integration Branch, and the COMSATCOM portfolio described above, prior to its Congressionally directed transfer to the United States Space Force. Other assignments include Program Manager, EMSS and Program Manager for a classified telecommunications system within DISA’s National Leadership Command Capabilities Center (NLCC). Mrs. Hopper began her career in government with DISA as a Contracting Officer, and served as the Chief, Special Projects Contracting Branch, which held a contracts portfolio valued over $2 billion.

Prior to joining the government, Mrs. Hopper was a retirement funds analyst for T. Rowe Price.

Mrs. Hopper received her Bachelor of Science Degree in Finance from West Virginia University and is a Certified Public Accountant.

Mrs. Hopper is Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 certified in Contracting from the Defense Acquisition University (DAU).

As Commander his team executes command and control of the nation’s MILSATCOM constellation, develops and trains space warfighters, and delivers joint force capabilities through 24/7 crew operations. Additionally, Delta 8 generates, presents, and sustains a $55B+ SATCOM portfolio with units and Guardians stationed around the world supporting eleven combatant commands and numerous Allies.

Rilin Desamours is a Senior Space and RF Systems Engineer with 20+ years designing resilient Over-The-Air transport architectures integrating space-based capabilities and terrestrial networks for Marine Corps and Joint Forces operations. He brings deep expertise in RF systems engineering, satellite communications, and space operations with extensive experience in DoD requirements management and acquisition processes. Rilin has supported contingency and emergency response communications across Pacific and Middle East theaters, leveraging ISR, SATCOM, and PNT systems for operational success. He is currently serving as the Senior Space and RF Engineer at HQMC IC4, providing executive-level guidance to senior leadership within the Marine Corps Space Operations and Communications Communities while developing next-generation Marine Space and RF Systems Engineers.

David Logsdon is the Senior Director, Space Policy, ITI Space Enterprise Council. In his role, he has created and implemented a strategic international space cooperation engagement plan involving multiple countries, which has helped drive US engagement (both G-to-G and private sector) with international partners. Logsdon facilitated the signing of Memorandum of Understanding (MOU) agreements with seven countries (Argentina, Australia, Brazil, Chile, Colombia, Ecuador, and Norway). Logsdon was one of the leading players in helping get Technology Safeguards Agreements signed and ratified between the US and Brazilian and Australian governments. Logsdon also led trade missions to Brazil and Chile.

Logsdon holds a private sector leadership position within the DHS CISA Space Systems Security and Resilience Landscape working group, leading an effort to create a space/cybersecurity/zero trust framework. Logsdon is also the Vice Chair of the IEEE International government subgroup, helping create a global space and cybersecurity standard.

 

Dr Brendan Mulvaney

Dr Brendan Mulvaney

Dr. Brendan Mulvaney is currently the Director of the China Aerospace Studies Institute at National Defense University. He was a Marine for a quarter of a century, where he flew more than 2000 hours as an AH-1W Cobra pilot, and was an Olmsted Scholar in Shanghai, China.

He enlisted in 1991 and was commissioned in 1993 after graduating from UC San Diego. He earned his Master’s in Leadership from the University of San Diego in 2002, and was selected as one of three Marine Olmsted Scholars for 2003. He studied at Fudan University in Shanghai, China from 2003-2005 where he earned his Ph.D. in International Relations.

He served several tours in California, Iraq, Japan, and the Western Pacific. He served as the first Director of the Commandant’s Red Team, and supervised the implementation of Red Teaming in the Marine Corps. In 2013 he transferred to the U.S. Naval Academy, where he was the Associate Chair for the Languages and Cultures Department, and taught Mandarin Chinese, Chinese culture, and cross-cultural literacy.

Jay Schwarz recently rejoined the FCC as Chief of the Space Bureau. Before rejoining the FCC, he served as Vice President of Public Policy at Comcast, focusing on broadband policy. Previously at the FCC he was Wireline Advisor to former Chairman Ajit Pai and held positions within the Wireline Competition Bureau, Wireless Telecommunications Bureau, and the Office of Strategic Planning. Jay holds a Ph.D. in Economics from the University of Pittsburgh and an undergraduate degree in Civil Engineering from Texas A&M University.

Dr Julie Smith

Dr. Julie Smith is a Principal Research Physicist for the Air Force Research Laboratory (AFRL), Space Vehicles Directorate. Julie received her master’s degree in physics from the University of New Mexico (UNM) in 2008 and her PhD in Electrical Engineering in 2024. After graduation in 2008 Julie began working for AFRL’s Directed Energy Directorate at Starfire Optical Range. For 7 years in the Directed Energy Directorate, Julie worked on advances in atmospheric propagation, atmospheric modeling and simulation, MEMS technology, adaptive optics, quantum communications and optical communications. During her time in Directed Energy, she published numerous papers on atmospheric propagation and was an active member in the Optical Society of America, OSA. In 2015, Julie moved to AFRL’s Space Vehicles Directorate to work with the Future Space Communications group where she led efforts to advance communication technologies throughout the DoD. In 2016 she was named the Laser Communications Strategy Lead for the Space Vehicles Directorate and in 2020 became the lead for the Communications Tech Area. Julie works with DoD and commercial organizations to develop novel communication and Position, Navigation and Timing (PNT) technologies as well as standards for interoperability. She is also an active member of SPIE, IEEE, WIE and SWE.

Dr R. Nicholas Lanning

R. Nicholas Lanning joined AFRL in 2019 after receiving his PhD in quantum optics from Louisiana State University with Jonanthan P. Dowling. Dr. Lanning is a theorist specializing in the spectral and transvers-spatial mode structure of photons created in nonlinear-optical interactions, the design of entangled-photon sources, quantum communication over free-space channels including ground-space links. He is the PI of the Free-space Atmospheric Links for Quantum Optical Networks (FALQON) program at the Air Force Research Lab – Directed Energy Directorate – Space Electro-Optics Division (AFRL/RDS) at Kirtland AFB, NM.

Jared Reece

Jared Reece is Chief, Commercial Satellite Communications (COMSATCOM) Solutions Program Office, assigned to the Space Systems Command, United States Space Force, Washington, D.C. He is responsible for delivering COMSATCOM capabilities to support the joint warfighter, federal agencies, and international partners.

The COMSATCOM Solutions Program Office acquires COMSATCOM capability for any customer, anywhere in the world, and includes the Proliferated Low Earth Orbit (PLEO) Indefinity Delivery/Indefinite Quantity contract awarded in 2023 with a current ceiling of $13B.

Mr. Reece started his career supporting the COMSATCOM Solutions Office in 2015, specializing in cybersecurity, overseeing the transition from DIACAP to RMF, and supported the cybersecurity assessments transition from DISA to USSF, and has been overseeing the development of the IA-PRE cybersecurity program. He served as a program analyst within the program office, managing a variety of contracts from managed services to complex COMASTCOM solutions for the joint warfighter, and federal agencies. He took over as the COMSATCOM Solutions Program Office Branch Chief in 2022 and continues to support the COMSATCOM mission across the US DoD.
 

Jennifer Krolikowski

Colonel (ret) Jennifer Krolikowski is currently the Chief Executive Officer for Plan Z LLC. Prior to this, she served 27 years in the Air Force and Space Force. In her first assignment, she served as a project engineer in the Manufacturing Technology Directorate at Wright Labs. After receiving a Master’s in Aeronautical Engineering from the Air Force Institute of Technology, Jennifer was assigned to the 49th Test and Evaluation Squadron and accumulated 50+ flying hours in the B-52. She moved to the GPS Joint Program Office where duties included Executive Officer; Branch Chief, GPS III Acquisitions; and Air Force Program Executive Office’s GPS Staff Director. Ms. Krolikowski taught advanced courses in space based navigation and space acquisition at the National Security Space Institute and became their Deputy Director for Mission Support. At HQ Air Force Space Command, she served as Chief, Space Based Infrared System (SBIRS) Requirements. After graduating Air Command and Staff College, Jen consecutively worked as the Tactical Data Network Program Element Monitor; Deputy, Command and Control Division; and Chief, Executive Action Group under the Secretary of the Air Force for Acquisitions. She commanded as Materiel Leader of an ACAT I program, Base IT Infrastructure. Upon graduating Air War College with her third Master’s degree, Ms. Krolikowski became Branch Chief, Integrated Air and Missile Defense Global Requirements on Joint Staff. She then promoted to Military Assistant for DASD/Space, Strategic, and Intelligence Systems, Office of the Secretary of Defense. She commanded as Senior Materiel Leader for Space C2, establishing the USSF’s premier software factory, Kobayashi Maru. Jen most recently served as the Chief Information Officer for Space Systems Command, the acquisition arm of the United States Space Force.

LCol Bellahnid (Retd) is a Professional Engineer, with a master’s in industrial electronic (Power Electronics). He joined the Canadian Forces in 1991.

In 2008 he was posted to the Director of Space Development under the chief of force development (CFD), National Defence Headquarters Ottawa. CFD is responsible for all force development aspects of the Canadian military space programme, focusing from conception of capabilities to their acquisition and deployment. LCol Bellahnid (Retd) holds the position of Project Director of Space Requirements/SATCOM Requirements. LCol Bellahnid (Retd) presently lead a number of ongoing programs including the Tactical Narrowband SATCOM project and the Enhanced Satcom Communication Project – Polar.
 

Lieutenant Colonel Gary Goff

Lieutenant Colonel Gary Goff

Lieutenant Colonel Gary M. Goff is the Director of the Spectrum Warfare Division in System Delta 89. In this role, he manages a portfolio of classified electronic warfare, cyber, and advanced military communications activities. His portfolio includes technology investments and capability demonstrations to define future ground and space-based systems for warfighters.

Lieutenant Colonel Goff received his commission in 2006 after graduation from the United States Air Force Academy and completed basic acquisition management training at Wright-Patterson AFB in Dayton, OH. He began his career as a satellite engineer for the Wideband Global SATCOM constellation in the 3rd Space Operational Squadron (SOPS) at Schriever AFB, CO. While in 3 SOPS, he transitioned to lead the ground systems engineering shop facilitating command and control of MILSATCOM assets. On his next assignment, Gary served as a project officer for the acquisition of the primary sensor of the Defense Meteorological Satellite Program (DMSP) constellation. Later, he transitioned to branch chief and led the acquisition of all 8 sensors flown on each DMSP asset. Lt Col Goff took a break from space acquisitions to pursue a PhD in Space Systems at Wright Patterson AFB. After he completed his degree from the Air Force Institute of Technology, he began working as a program manager for the Research and Technology arm of the Imagery Intelligence Directorate at the National Reconnaissance Office. After working as the chief of the mission engineering branch, he served as the acting division chief. Next, Lt Col Goff attended the Army Command and General Staff College in Leavenworth, KS for intermediate developmental education. After graduating, he moved to the Pentagon and served as the program element monitor for space based infrared systems working for the Assistant Secretary of the Air Force for Acquisitions in the Space Capability Directorate. He implemented programming, planning, budgeting, and execution plans on missile warning for the Secretary of the Air Force. Next, he was selected for Materiel Leader and accepted an assignment at Los Angeles Garrison. In his two years, he led a 250-member government and contractor team pioneering new satellite communications and overhead persistent infrared payloads, architectures, demos, and analyses. After developing the Evolved Strategic SATCOM future payloads through requirements / functional reviews and component testing, Lt Col Goff was moved into the space sensing directorate to lead the Medium Earth Orbit Resilient Missile Warning / Missile Tracking Missile Track Custody program. There he led the development of two future overhead persistent infrared (OPIR) orbital planes of capability totaling 12 satellites and a combined $2B of investments delivering capabilities for warning and tracking ballistic and maneuvering missiles. As the program grew, Lt Col Goff transitioned to work the future acquisition of the next program phase, Epoch 2. In this role, he led the development of up to four future OPIR orbital planes of capability for the entire MEO constellation totaling a combined ~$3B of planned investments for warning and tracking missiles. After OPIR, Lt Col Goff served as the deputy director of the advanced MILSATCOM acquisition delta which later was absorbed into the Spectrum Warfare Division. As deputy director he led a group of 50 military and civilians managing a $3B capability portfolio. Lt Col Goff is Defense Acquisition Workforce advanced certified in Program Management.

Lt Col Goff is married to the former Andrea Potter of Norman, OK and together they have two daughters, Claire (10) and Quinn (5).

Samuel Visner

Samuel Sanders Visner serves as Chair of the Board of Directors of the Space Information Sharing and Analysis Center and as a Technical Fellow at the Aerospace Corporation. Sam is also a Senior Advisor to the Cybersecurity Solarium Commission. Sam served previously as Director of the National Cybersecurity Federally Funded Research and Development Center (MITRE), sponsored by the National Institute of Standards and Technology. Sam is as a member of the Board of Directors of the Oak Ridge Associated Universities and also serves as a member of the Cyber Council of the Intelligence and National Security Alliance and the Cyber Committee of the Armed Forces Communications and Electronics Association. Sam served as an adjunct professor at Georgetown University, where he taught a course on cybersecurity policy, operations, and technology, and has also established a charitable trust for the University for the continued development of curricula in the study of information technology in international security. Sam is a member of the Council on Foreign Relations and the Atlantic Council and is a former member of the Intelligence Community Studies Board. Sam is also a member of the Army Science Board. Sam served previously as Senior Vice President at ICF (Cybersecurity and Resilience), Vice President at CSC (General Manager, CSC Global Cybersecurity), Senior Vice President at SAIC, and as Chief of Signals Intelligence Programs at the National Security Agency, from which he received the Agency's highest award for civilian service in recognition of work done to transform the Agency’s signals intelligence infrastructure following 9/11. Sam holds a bachelor’s degree in International Politics from Georgetown University and a master’s degree in Telecommunications from the George Washington University.

WHAT IS CPD?

CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

CPD AND PROFESSIONAL INSTITUTES

There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
