Conference Overview

Hungary continues to strengthen its role within NATO and European defence, with recent military cooperation initiatives focused on enhancing interoperability, joint training and operational readiness across allied forces. These efforts reflect a broader focus on ensuring resilient, secure communications and information-sharing capabilities in increasingly complex operational environments.

This focus is at the heart of the 20th annual Mobile Deployable Communications Conference, taking place in Budapest, Hungary, on 25 - 26 January 2027, bringing together senior military, government, NATO and industry leaders to discuss the future of tactical communications, deployable CIS, SATCOM, interoperability and network resilience.

Colonel Jan Mazal

 COL. Doc. Ing. Jan Mazal, Ph.D., graduated from the Military College of Ground Forces in Vyskov. Since 2005, he has been a doctor in the theory of Defence Management field; since 2013, he has been an associate professor in the area of Military Management. He is a former Doctrine Education and Training Branch Chief at the NATO Modelling & Simulation Centre of Excellence in ROME. Currently, he is a chief of the Military Robotics Department at the University of Defence in Brno. His field of expertise is Military Robotics, Automation of Operational Reasoning, C4ISR Systems, and Modelling and Simulation in the Military Domain. He is the author or co-author of more than 80 scientific publications, a number of robotic prototypes, and various professional software applications. He is the annual chairman or organizer of several scientific conferences (MARS, MESAS, and others), Chairman of the Defence Scientific Committee for the AI and Robotics (CZE MOD), CZE NATO STO AVT representative, and a member of various  NATO groups (MCDC, NATO STO AVT/MSG/SAS, LCGLE/ToE-UGV).

Colonel Mietta Groeneveld

Colonel Mietta Groeneveld is the Director of the NATO Command & Control Centre of Excellence (C2COE). The C2COE provides NATO with expertise in Command and Control, currently focusing on the development of NATO Multi-Domain Command and Control, the transformation of operational level headquarters driven by technology and MDO, and the cultural change of future decision makers.


Since joining the military in 1986, Colonel Groeneveld has occupied a range of command and staff positions across the technical, operational, and strategic levels. She earned a Master’s degree in Applied Physics and, in 2014, completed both the Canadian National Security Program (NSP6) in Toronto and the EU High-Level Course on Security & Defence.

Following these achievements, she has held several positions at the international strategic level. In the immediate aftermath of the Russian invasion of Crimea, she was the Branch Head for Multilateral Military Affairs. She also served as the Netherlands’ representative on the NATO Logistics Committee and the Committee on Standardisation. Furthermore, she was the Chair of the board for the BENELUX Arms Control Agency and the NATO CIMIC COE, as well as a board member for the Strategic Airlift Capability C-17 and the Movement Coordination Centre Europe (MCCE) and Chairmen of AFCEA The Hague.

Colonel Groeneveld’s deployments include a 2002 mission to Kyrgyzstan as part of Operation Enduring Freedom and a 2017-2018 tour in Afghanistan, where she was CJ4/EF5 of the Training and Advisory Command-North and held the NLD-SNR/red card for the Resolute Support Mission.

Frederik Schumann

 Frederik SCHUMANN is a German national currently serving at the European Union Delegation in Kyiv, Ukraine, with the European Defence Innovation Office (EUDIO) of the Directorate-General for Defence Industry and Space (DG DEFIS) of the European Commission. In this role, he focuses on European support to Ukrainian defence companies.
He brings a background in the German armed forces and a professional focus on security and defence. Frederik studied at universities in Munich and Edinburgh, as well as at the College of Europe in Bruges. His previous experience includes positions at the Compagnie Européenne d’Intelligence Stratégique, Ernst & Young, and the European External Action Service.

 LCol Bellahnid (Retd) is a Professional Engineer, with a master’s in industrial electronic (Power Electronics). He joined the Canadian Forces in 1991.

In 2008 he was posted to the Director of Space Development . The Canadian military space programme, focusing from conception of capabilities to their acquisition and deployment. LCol Bellahnid (Retd) holds the position of Director of Space Requirements/SATCOM Program Manager. LCol Bellahnid (Retd) presently lead a number of ongoing programs including the Tactical Narrowband SATCOM project and the Enhanced Satcom Communication Project – Polar.

LCol Bellahnid (Retd) is the CAF lead for the NATO SATCOM CaT, the NATO BLOS Comms CaT and the NATO EMOPP CaT since 2015.

Major Barton R. Gatrell

Major Gatrell serves as a Program Analyst for Satellite Communications (SATCOM) within the J85 Joint Enablers Division, J8 Directorate, U.S. Space Command (USSPACECOM). In this capacity, he is responsible for the development and advocacy of SATCOM applications and projects. He oversees the delivery of joint requirements through the Joint Requirements Oversight Council (JROC) and the Planning, Programming, Budgeting, and Execution (PPBE) processes.
Furthermore, Major Gatrell manages the creation of Initial Capabilities Documents (ICDs) and Integrated Priority Lists (IPLs) across Combatant Commands. His duties include analyzing system lifespans, gaps, and vulnerabilities to ensure SATCOM availability and spectrum agility during strategic planning and operations. Major Gatrell's military career encompasses 20 years of distinguished active-duty service in the U.S. Army. Prior to his assignment at USSPACECOM, he held a pivotal role with the 4th Infantry Division and V Corps, planning for and deploying to Poland in support of Operation Atlantic Resolve. There, he was responsible for the oversight of Brigade and Corps-level rotational units’ digital integration of mission command systems. His operational history also includes deployments in support of Operation Iraqi Freedom, Operation Inherent Resolve, and Operation Resolute Support.
A significant portion of Major Gatrell's career has been devoted to assignments within the S6/G6 sections of diverse functional units, including sustainment, medical, military intelligence, and special operations. His military education is comprehensive, featuring the Signal Officer Basic Course, Signal Captains Career Course, Command and General Staff College, and the Army Space Cadre Basic Course. He holds multiple professional certifications, including CISSP, SecurityX, Security+, and Network+.

Major Ruslan Antoniuk

Major Ruslan Antoniuk is the Future Operations Planning Officer within the S-6 Section of the Lithuanian-Polish-Ukrainian Brigade named after Great Hetman Kostiantyn Ostrogski (LITPOLUKRBRIG). The S-6 Section provides the brigade with core expertise and solutions in communications, automation, cybersecurity, and information systems. In this role, major Antoniuk combines decades of military experience with deep knowledge of systems administration, focusing on the operational planning of future operations, the integration of modern command and control technologies, and the implementation of NATO standards driven by technology to ensure seamless communication interoperability among participating nations.
Professional Career and Education
Since committing to military service in 1997, major Antoniuk has occupied a range of key command and staff positions in communications and information technology across the tactical and operational levels. Alongside completing a comprehensive suite of specialized staff training and NATO-standard courses tailored for S6 staff officers, he earned a civilian Higher Education degree in Management of Organizations. This robust managerial background enables him to effectively streamline inter-agency cooperation, optimize complex organizational processes, and manage operational risks in high-intensity environments.
International and Staff Experience
Leveraging a unique synergy of combat expertise and management training, major Antoniuk has been actively involved in deploying and modernizing command and control systems in multinational environments. Within LITPOLUKRBRIG, he is responsible for planning the digital infrastructure of future missions, coordinating technological interoperability during tri-lateral exercises, and transforming the processes of the multinational headquarters. His efforts directly contribute to enhancing the survivability of communication assets and accelerating decision-making speeds during joint operations.
Combat Experience and Deployments
Major Antoniuk possesses profound and extensive combat experience, having actively participated in combat operations within the Anti-Terrorist Operation (ATO) in eastern Ukraine since its inception in 2014. In the wake of the full-scale invasion, he executed critical operational duties as the Chief of Communications for a Brigade Artillery Group of 95th Air Assault Brigade. His final position within the Armed Forces of Ukraine prior to transitioning to the multinational brigade was Chief of Communications of an Artillery Brigade within the Ukrainian Air Assault Forces (AAF). Throughout these deployments, major Antoniuk successfully organized the integration and uninterrupted operation of tactical communication networks and automated artillery fire control systems, maintaining resilient command and control under intense enemy fire and severe electronic warfare (EW) environments.

Major Stu Lowe

Major Stuart Lowe is the capability manager for the British Army’s Project CAIN, a Communication and Information System (CIS) capability intervention based on the Command Force’s EVE project. He leads the team responsible for the delivery of a rapidly deployable, high-capacity data and beyond line-of-sight CIS capability for 16 Air Assault Brigade Combat Team.

Stuart commissioned into The Mercian Regiment in 2011 as an Armoured Infantry Platoon Commander in Germany. He deployed twice on operations to Afghanistan, completing other deployments and Defence Engagement activities across the Middle East and Africa. The first half of his career was spent in command at Regimental duty and at staff in the 1st Armoured Infantry Brigade. In 2018 he became the operations lead for the Specialised Infantry Group before becoming the training lead for Land Special Operations Forces in 6 (UK) Division and later Field Army.

Currently in Army HQ in Land Domain C4, he is part of the light forces team who are responsible for delivery of TacNet, DDS, CAIN and eDSA2.

WHAT IS CPD?

CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

CPD AND PROFESSIONAL INSTITUTES

There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

GLOBAL CPD

Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
