Air Marshall (retd) Stuart Evans

 Air Marshal (Ret’d) Stu Evans was the Deputy Commander of NATO’s Allied Air Command (AIRCOM) at Ramstein Air Base, Germany until August 2019.

Air Marshal Evans joined the RAF in 1983 as a pilot. After training and a first tour as a flying instructor he served on a number of Tornado GR1/4 Squadrons, both in the UK and in Germany, and was certified as a Tornado Qualified Weapons instructor and Qualified Flying Instructor. He commanded IX(B) Squadron (Tornado GR4) at RAF Marham and led a number of operational deployments.

On promotion to Group Captain he was posted to the Air Warfare Centre, with responsibility for delivery of operational test and evaluation for all UK air platforms.
Staff training has included attendance at the Royal Australian Air Force Staff College in 2000, the 4-month Higher Command and Staff Course in 2011, the US JFACC course and both the US and NATO PINNACLE course.

Other staff tours have included the Weapons and Electronic Warfare post in Headquarters Number 1 Gp and in the Directorate of Operational Capability Audit team at the Ministry of Defence. He also served as the first RAF member within the Strategic Studies Group working directly for the Chief of the United States Air Force in the Pentagon, followed by a tour at the Defence Doctrine and Concepts Centre as Head of Joint Doctrine. He returned to the Air Warfare Centre in July 2011 as the Commandant, followed by an overseas deployment as the CAOC Director, 603rd AOC in 2013.

Prior to assuming the appointment of Senior British Military Advisor to US Central Command in Florida in 2014 as an Air Vice-Marshal he served within the Joint Forces Command at Northwood.

Air Marshal Evans is married to Caz and has 2 daughters who enjoy filling his spare time. His other interests include cryptic crosswords, running and riding his motorbike.

Brigadier General Volker Samanns

 Brigadier General Heinz Volker Samanns (German Air Force) assumed the position as Head of JAPSSE in July 2024.

Brigadier General Samanns, an air and missile defender by choice, began his career with the Luftwaffe in 1981. Throughout his professional journey he has worked extensively in operations, procurement, acquisition, and defence planning sectors. His experience includes holding various national and international staff and command positions, participating in missions abroad, working within the politico-military community, and serving as the MoD Branch Head for all Bundeswehr Air and Space armament projects.

During his tenure as the General Manager of the NATO Alliance Ground Surveillance Management Agency (NAGSMA) within NATO Headquarters, Brigadier General Samanns successfully introduced the NATO Alliance Ground Surveillance capability. This capability includes Global Hawk aircraft and the corresponding ground and exploitation equipment, which were deployed at Sigonella Airbase in Sicily, Italy.

In his most recent position as Commander of Ground-Based Forces of the German Air Force, Brigadier General Samanns held a crucial role. His responsibilities encompassed overseeing all Ground-Based Air Defence (GBAD), Tactical Air Control System (TACS), and Air Force Protection forces. Additionally, he managed the Luftwaffe training and education facilities, including the Officers and Non-Commissioned Officers Academy. His command ensured the availability of combat-ready soldiers and capabilities for the Luftwaffe's military commitments. Furthermore, as the senior Air and Missile Defence Officer, Brigadier General Samanns was involved in bilateral and international Air and Missile Defence projects, including providing support to Ukraine.

Colonel Michael French

 Colonel (Col) Mike French is from Langley, British Columbia. He enrolled as a pilot in the Canadian Armed Forces in July 1990. He attended Royal Roads Military College where he graduated in 1994 with a Bachelor of Science in Computer Science and Space Science. Following his pilot wings training in Moose Jaw, Saskatchewan, Col French remained as a qualified flight instructor where he attained an A2 instructor rating.

In 2000, Col French was posted to Cold Lake, Alberta to fly the CF-18 Hornet with 441 Tactical Fighter Squadron where he participated in numerous missions and exercises in a very busy post-9/11 era. In November 2004, Col French was selected to 431 Air Demonstration Squadron, the Snowbirds, from 2005 to 2009 serving as a show team pilot over 5 show seasons.

In 2009, Col French was posted back to Cold Lake as the Wing Flight Safety Officer where he regained currency on the CF-18 Hornet and maintained currency on the CT-114 Tutor aircraft. He has accumulated over 5300 hours of flying time in ejection seat aircraft. In July 2012, Col French was posted to NORAD-USNORTHCOM HQ in Colorado Springs where he served in numerous operational and staff roles including Air Domain Chief in the Command Center and Canadian Strategic Advisor to the Commander.

In July 2017 he took command of the Snowbirds and remained Commanding Officer until June 2020; a tour in which the Snowbirds flew across Canada to salute front-line healthcare workers and thank citizens for their continued vigilance with COVID-19 restrictions during Operation INSPIRATION. In 2021, after a year commanding 15 Operational Support Squadron, Col French was posted to NATO AIRCOM HQ in Ramstein, Germany. Promoted to his current rank in May 2024, Col French will remain at HQ AIRCOM in the Capability and Plans Directorate as Canadian Senior National Rep and Commanding Officer of Canadian Forces Region Germany.

Col French is a graduate of the Canadian Forces College Joint Command and Staff Programme and holds a Master’s Degree in Defence Studies from the Royal Military College of Canada. He French is married to Jorja French and has two adult sons, Brayden (25) and Callum (23). He is an avid triathlete, kiteboarder, and woodworker.

Colonel Mietta Groeneveld

Colonel Mietta Groeneveld is the Director of the NATO Command & Control Centre of Excellence (C2COE). The C2COE provides NATO with expertise in Command and Control, currently focusing on the development of NATO Multi-Domain Command and Control, the transformation of operational level headquarters driven by technology and MDO, and the cultural change of future decision makers.

Since joining the military in 1986, Colonel Groeneveld has occupied a range of command and staff positions across the technical, operational, and strategic levels. She earned a Master’s degree in Applied Physics and, in 2014, completed both the Canadian National Security Program (NSP6) in Toronto and the EU High-Level Course on Security & Defence.

Following these achievements, she has held several positions at the international strategic level. In the immediate aftermath of the Russian invasion of Crimea, she was the Branch Head for Multilateral Military Affairs. She also served as the Netherlands’ representative on the NATO Logistics Committee and the Committee on Standardisation. Furthermore, she was the Chair of the board for the BENELUX Arms Control Agency and the NATO CIMIC COE, as well as a board member for the Strategic Airlift Capability C-17 and the Movement Coordination Centre Europe (MCCE) and Chairmen of AFCEA The Hague.

Colonel Groeneveld’s deployments include a 2002 mission to Kyrgyzstan as part of Operation Enduring Freedom and a 2017-2018 tour in Afghanistan, where she was CJ4/EF5 of the Training and Advisory Command-North and held the NLD-SNR/red card for the Resolute Support Mission.

 Colonel Przemyslaw Jaworski has been the Air and Missile Defense Program Chief since
the beginning of 2022. Program Office, under his lead, manages all Air Defense development
and procurement programs in Polish Armed Forces, including Medium Range A&MD (WISLA),
Short Range AD (NAREW), Very Short AD (PILICA, POPRAD, SONA, NOTEC) and Counter UAS
Systems (SkyCtrl).
Commissioned in 2001 as a graduate of Military University of Technology - Master of
Mechatronics Engineering – Air Defense Systems. He served as a platoon leader (guidance
radar commander) and battery commander in 5th Air Defence Squadron. Subsequently his
career had been directed accordingly to his education and passion. Col Jaworski held positions
related to Air Defense Systems (SA-3, SA-5) technical support in 5th AD Sqn, 3rd AD Bde. His
next assignment was SME in Air and Missile Defense Directorate in Armed Forces General
Command. Assigned to Armament Inspectorate (Armament Agency from 2022) in 2021.
Col Jaworski was engaged in R&D programs for radars dedicated to Air and Missile
Defense such as SAJNA (multifunctional AESA radar for NAREW), P-18PL (long range AESA
radar) and Passive Location System (PET/PCL) as a lead expert.
Except Mechatronics, COL Jaworski also studied Crisis Management and Airspace
Management in postgraduate studies in Air Force Academy in Deblin.
His military awards and decorations include Medal of the Centenary of Regained
Independence, Medal "For Merits for the Defense of the Country" (Gold), Medal "Armed
Forces in the Service of the Country" (Gold), Air Force Badge of Honor, Badge of the honorary
title Meritorious Soldier of the Republic of Poland (Bronze).
Born in 1st December 1978. Raised in military family in Deblin. Col Jaworski and his wife
Magdalena have two children: Maja (15) and Pawel (9). He enjoys music and non-fiction
literature

Colonel Vadym Slyusar

 Colonel Vadym Slyusar has almost 40 years of research experience in the areas of information systems, wireless communications and AI.
He earned Ph.D. in 1992, Doctor of Sciences in 2000, Professor in 2005, Honored Scientist and Technician of Ukraine in 2008.
The scientific portfolio includes 71 patents, almost 1000 publications in these areas (98 publications was included in SCOPUS (Author ID 7004240035) and 470 publications included in ORCID 0000-0002-2912-3149). He is authority in digital signals processing, AI technologies and other areas. Since 2009 - a Member of Editorial Board of Journal "Radioelectronics and Communications Systems". Scientific advisor of 16 PhDs (candidates of technics) and 2 Doctors of Science.

Group Captain Lisa Foy

Group Captain Lisa Foy is Commander Air Command and Control Force. The Force comprises the UK’s Air Surveillance and Control System and Area Air Traffic Management capability, together with specialist Air C2 training, operational planning and capability management and integration functions. The Force’s primary task is the tactical command and control of UK and NATO Air Defence missions.

Lisa has deployed on numerous operational detachments to Iraq, Afghanisatan, Cyprus and the Falkland Islands as well as completing a number of capability related tours she has worked closely with Defence equipment and Support and Other Government Departments.

A recent highlight of her career was her deployment to NATO Mission Iraq as the Senior Advisor for Strategy Policy and Plans. As the senior female on the Mission, Lisa led education programmes within the NATO Mission workforce and worked alongside the Iraqi military to increase the full, equal and meaningful participation of women in the security sector.

Married to Andy, a fellow RAF Officer, her hobbies include travel, skiing, running and, when her work commitments allow, food and fine wine!

 Group Captain McLaren joined the RAF in 1999 as a fast jet pilot, with tours in Iraq and Afghanistan. His more recent roles have been in Typhoon Exports and 11 Group Operations and Planning. He joined Strategic Programmes Complex Weapons last year, supporting the Joint weapons portfolio and future weapons.

 Lieutenant Colonel James Boutle commissioned into the Royal Regiment of Artillery in 2005, starting his career as a Rapier Air Defence Troop Commander in 16th Regiment Royal Artillery.
Following completion of the Surveillance Target Acquisition Patrols Course in 2007 to become a Special Observer, James served the Brigade Reconnaissance Force in Afghanistan and later with Headquarter Task Force Helmand as a staff officer.
As a Captain, James served with 5th Regiment Royal Artillery, 26th Regiment Royal Artillery and represented the Royal Artillery as a Platoon Commander at the Royal Military Academy Sandhurst.
On promotion to Major and following the Intermediate Command and Staff Course, he commanded a Rapier Battery in 16th Regiment Royal Artillery before serving an initial staff appointment in the Permanent Joint Headquarters (PJHQ). Additionally, he served as Chief of Staff 7 Air Defence Group, helping to address the proliferation of One-way Attack Unmanned Arial Systems in the Middle East in 2021, and supporting the United Kingdom’s response to Russia’s illegal invasion of Ukraine in 2022.
James is a graduate of the Army Advanced Development Programme, Henley Business School and Kings College London.
His professional interests are Air Defence, Operational Planning and Change Management, which has included focused work on increasing the readiness and lethality of Army Air Defence capabilities.
James considers himself extremely privileged to have been appointed as the Commanding Officer of 16th Regiment Royal Artillery in 2024, and now commands circa five hundred soldiers and aviators who between them field the Army’s Sky Sabre Medium Range Air Defence, and Land Environment Air Picture Provision capabilities.

 

Mr James B. Barney Shaw

Mr James B. Barney Shaw

 Mr James “Barney” Shaw currently serves as the civilian Deputy Chief of Integrated Air and Missile Defense, Plans and Programs, for USAFE-AFAFRICA at Ramstein Air Base, Germany. Mr Shaw has 40+ years of worldwide experience in Air Defense/Air Superiority and Command and Control.
After graduating from the US Air Force Academy in 1983, Mr Shaw attending Euro-NATO Joint Jet Pilot Training (ENJJPT) and subsequently assigned to the 53rd Tactical Fighter Squadron, “NATO Tigers”, Bitburg Air Base, Germany flying the F-15C in Cold War Europe. Follow on F-15C tours at Eglin AFB, FL, Mt Home AFB, ID, and last operational assignment at Kadena AB, Japan as Chief of Weapons and Link 16 fielding program manager. Final assignment was Chief of Air Superiority evaluations for HQ 9th AF (CENTAF) which brought him to Prince Sultan Air Base (PSAB), Saudi Arabia for Operation Iraqi Freedom (OIF). Called up to fly with his previous squadron, then deployed to PSAB, flew as air superiority mission commander for the first daylight OIF missions over Iraq. Also served as Senior Air Defense Officer (SADO)/Chief of Combat Operations (CCO) in the PSAB Combined Air Operations Center (CAOC) during OIF. Barney has over 3600 total flying hours, 2800 in the F-15C, 300 in the back of E3 AWACS, evaluator time in AC-130, F-15E, F16C, and 1½ uncomfortable hours in a Fiat G-91.
Mr Shaw served his joint assignment as HQ NORAD Chief of Air Defense Operations for North America, specifically Cruise Missile Defense plans and operations. His other non-flying tour, unique for an F-15C Pilot, was as the Air Force Laison Officer/Forward Air Controller (parachute qualified) for US Joint Special Operations Command, US Army 75th Infantry (RANGER) Regiment.
Following retirement from the USAF, Mr Shaw served as a command and control instructor and air defense subject matter expert (SME) at the 505th Command and Control Wing at Hurlburt AFB, FL, exercise developer/director at the 705th Combat Training Squadron, Distributed Mission Operations Center (DMOC) at Kirtland AFB, NM (Virtual Flag), and at the USAFE Warrior Preparation Center (now USAFE-AFAFRICA Warfare Center (UAWC)) developing the Spartan series of LVC training exercises integrating NATO forces. Prior to returning to Germany, Mr Shaw served as Chief of the Headquarters Air Force Agile Wargaming Branch (HAF A5/7IX – aka the “Foxes”) at the Pentagon.

Mr John Booth

 John ‘JB’ Booth, joined the NATO Communications and Information Agency (NCIA) in August
2024 as Chief Air Command and Control (C2). The Air C2 Centre provides technical and domain
knowledge covering a broad portfolio of projects and services in support of NATO’s Integrated
Air and Missile Defence mission. As Chief Air C2, Booth is accountable for ensuring effective and
efficient management and continued transformation of this portfolio in line with NATO policies and
requirements. He also provides strategic advice to relevant NATO committees, senior executives,
conferences, and working groups.
Prior to joining NCIA, Booth enjoyed a distinguished career in the UK Royal Air Force (RAF) culminating
as the first ever Commander of the Air Command and Control Force responsible for both National
and NATO Air Security & Air Defence missions. The command encompassed the RAF’s TACON-level
Air C2 System, Area Air Traffic Control and Battlespace Management Capability Integration.
Booth also has an extensive training background and commanded the RAF School of Aerospace Battle
Management responsible for both individual and collective Air Battlespace Management training, as
well as operational mission specific training to all three UK Armed Services & international partners.
He is a graduate of the U.S. Marine Corps Weapons and Tactics Instructor School and taught at Marine
Aviation Weapons and Tactics Squadron-1 in Yuma, Arizona, for four years. He also attended the US
Army Joint Theatre Air Missile Defence course at Fort Bliss. Booth was the UK Representative to the
NATO Panel on Air and Missile Defence and completed a tour in the NATO Command Structure at
the Combined Air Operations Centre in Uedem, Germany. He is also a graduate of the UK Advanced
Command and Staff Course from the UK Defence Academy and has served in the UK Ministry of
Defence as an international relations policy officer twice (NATO and Europe, and Iraq and Jordan)
and as Military Assistant to the UK Surgeon General.
Booth has a BSc in Physics, a Post Graduate Diploma in International Policy and Diplomacy and an
MA in Defence Studies. He has a passion for Air Command and Control and joined NATO in order to
both advance his own learning and to help innovate and deliver Air C2 for the Alliance

Mr Nils Schroeter

Mr Nils Schroeter

 Upon graduating with a Master's in Aerospace Engineering from the Technical University of
Munich, Germany, Nils Schroeter began his professional career in the private defence sector,
holding various technical and leadership positions, including design engineer, technical
project manager, head of department and programme director for helicopters, aircraft, and
train signalling solutions. His roles in the private sector spanned 15 years, notably at Airbus
Helicopters and Bombardier Transportation, where he managed international crossfunctional teams to deliver complex integrated hardware and software systems.
In 2018, Nils joined the Swedish Defence Materiel Administration (Försvarets materielverk,
FMV), where he served as Programme Director. He led high-profile programmes within the
Air domain, contributing to the modernization of the Swedish Armed Forces. In his latest role,
he led the acquisition of the Airborne Early Warning System. This programme was recognized
for the quick timeline at which it was acquired. He was also instrumental in preparing the
donation of Sweden’s legacy Airborne Early Warning Systems to Ukraine.
Nils joined NATO in November 2024 as the Senior Programme Manager to set up and lead the
newly established NATO Independent Programme Office for Enhanced Air Command and
Control. Tasked with building the office from the ground up, he aims to advance NATO's air
command and control capabilities in a significantly accelerated timeframe

Mr Tom Goffus

Tom Goffus was appointed as Assistant Secretary General for Operations in January 2022. He advises the Secretary General on strengthening defence capabilities of NATO partners, preparing NATO for the defence of Alliance territory, and responding to crises. In October 2023, Tom Goffus was appointed as NATO Secretary General's Special Coordinator for Counter-Terrorism.


Prior to joining the NATO International Staff, he served as Policy Director on the U.S. Senate Armed Services Committee, Deputy Assistant Secretary of Defense for European and NATO Policy, National Security Staff Director for Strategic and Eastern European Affairs, and Senior Military Advisor for European and Eurasian Affairs at the State Department. He graduated from the United States Air Force Academy, was commissioned in the Air Force, and flew the F-15, T-6, and T-37 aircraft.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
