The SAE Media Group are proud to present our 11th annual Helicopter Technology Central and Eastern Europe conference, on the 20-21 of May 2026, in Prague, Czechia

The Helicopter Technology Central and Eastern Europe conference will provide you with the perfect platform to discover vital knowledge from the helicopter program managers and practitioners, as well as technical experts and system integrators.

Rotary platforms remain a key asset for supporting operations on land, sea, and air. But due to the increasing distinct pressures faced by legacy rotary platforms of the Central and Eastern Europe states, NATO’s Eastern Flank faces a critical juncture for maintaining effectiveness across all operational capabilities supported by their fleets.

Therefore, our focused regional conference provides a unique forum to ensure the continued sustainment, cost-effective modernisation, and interoperability of helicopter technology in the region.

Colonel (Ret'd) Vadym Slyusar

  Vadym Slyusar is a Doctor of Sciences, Professor, and Honored Worker of Science and Technology of Ukraine (2008). He received his Candidate of Sciences degree in 1992, his Doctor of Sciences degree in 2000, and was awarded the academic title of Professor in the specialty “Military Cybernetics, Control Systems, and Communications” (2005).
Prof. Slyusar is the author of over 1,025 publications, including 72 copyright certificates and patents. As a scientific advisor and supervisor, he has guided 16 Candidates of Sciences, 1 PhD and 2 Doctors of Sciences, cultivating the next generation of researchers in critical technological domains.
An innovative and forward-thinking researcher with extensive experience in radio frequency engineering, artificial intelligence (AI), and quantum systems. Recognized as a pioneer of concepts N-OFDM (1992), UAV swarm-based air defense systems (2019), and multi-agent LLM architectures for robotic platforms. He introduced novel matrix operations that are now widely applied in AI and statistical data processing. His contributions have led to new research directions in data transmission, as well as technological advancements in both hardware and software, including augmented and mixed reality systems. He demonstrated ability to identify emerging trends ahead of their time and transform abstract concepts into implementable and efficient solutions.

Colonel Adam R. Bock

Colonel Adam R. Bock

Colonel Adam Bock was commissioned as an Aviation Officer upon graduating from Marion Military Institute in 1999. He is also a graduate of Colorado State University and the Naval Postgraduate School and is a National Security Fellow at the Harvard Kennedy School of Government.
Since graduating from flight school as a CH-47 pilot, Adam has held leadership roles at every level within an Army Combat Aviation Brigade. He has served with the 82nd Airborne Division, 10th Mountain Division, and 2nd Infantry Division, gaining aviation combat experience in both Iraq and Afghanistan. Adam’s assignments include standard leadership and staff positions at the tactical level, as well as command positions in the Army’s forward-deployed rotary wing units in Central America and the Korean theater of operations. In addition, he has developed expertise through key strategic, operational, and institutional assignments, and has completed multiple joint and multinational tours.
Adam and his wife, Kendra, have three daughters: Brianna (16), Ashlyn (14), and Charley (10).
 

Colonel David Fitzsimmons

 Colonel David “Metro” Fitzsimmons was commissioned to the USMC in January 2000. Qualified in the AH-1W, he flew four combat deployments in Iraq and Afghanistan; and later transitioned to the AH-1Z and deployed to Okinawa, Japan. Col Fitzsimmons served at HMX-1 as a Marine One pilot and has commanded HMLA-267 and Marine Aircraft Group 29. Colonel Fitzsimmons’s staff billets include Office of the CNO Air Directorate, USSOCOM, Marine Forces Central Command, and Headquarters Marine Corps. Col Fitzsimmons has flown nearly 4000 mishap free flight hours with over 1000 hours in combat and has qualified in the AH-1W, AH-1Z, CH-46E, VH-3D, and VH-60N.

 Commissioned in 1997 and graduated of Air Force Academy, Košice, Slovakia in 2002 as an engineer of electrical systems then I went over flight training. After I´m completed initial flight course on helicopter Mi-24, my flying carrier was started. I have flown the Mi-24, Mi-17, Schweizer H-269, Bell-206, nowadays I´m flying on UH-60M Blackhawk. I am an active examiner, instructor, display pilot with over 3300 flight hours. I went through different positions on the base. Currently, my position is the Base Commander.

 Mike is a flying instructor and test pilot, who has served in a variety of appointments across operational, training, acquisitions/capability and regulatory specialisations.

On promotion to Group Captain, he was the extremely proud 57th Commandant of the CFS, responsible for the training, development and assurance of all UK and international aircrew instructors operating within the CFS categorisation scheme and for the development of the art of flying instruction both in contemporary and future environments. Additionally, as the Senior Operator (ODH), Mike was responsible for advising the Air Officer Commanding on aviation safety and risk to life management within 22 Group. In his latest role, as Commandant of No 1 Flying Training School and the Defence College of Air and Space Operations, he is tasked with safely training outstanding warfighters and leaders in Rotary Wing and Air and Space Operations, ensuring the readiness of HM Armed Forces and the UK’s global allies. He also holds risk management accountabilities for both Juno (EC 135) and Jupiter (EC 145) helicopters.

 Lt Col GESTONE began his career as a Fennec helicopter pilot where he carried out air policing, SAR missions and foreign operations in the Ivory Cost and the Central African Republic. As an experimental test pilot, he has also worked at the Flight Test Center and then served as helicopter program officer. After being Squadron and Wing Commander of a fleet of 21 helicopters at Orange AB, he completed his studies at the French War College in Paris. Since 2024, he is responsible for the helicopter domain within the strategy division at the Capacity development office of the French Air and Space force Headquarters.

Major General Adrian Ciolponea

 On the 1st of August 2023, Major-General Constantin-Adrian Ciolponea has been appointed as SACT Representative in Europe. Prior to this, he was the Land Component Commander and also a Special Advisor to the Defence Minister.

MGen. Constantin-Adrian Ciolponea received his commission in 1988, after graduating the Military School for Officers, Sibiu, as an infantry officer. In 2004, he graduated the High Military Studies Academy, Bucharest. He has been assigned to numerous command and staff positions for operations and training, reconnaissance, special operations and airborne operations (1000 + military jumps), both in Romania and abroad.

Starting 2008, he commanded the 1st Special Operations Battalion, starting 2009 the 1st Special Operations Regiment and starting 2011 the 6th Special Operations Brigade. In 2015 he has been appointed Deputy Commander at the 4th Infantry Division and in 2016 became deputy Land Forces Commander for training and operations.

During 2017-2021, MGen Constantin-Adrian Ciolponea was the Romanian National Military Representative to Supreme Headquarters Allied Power Europe (SHAPE), Mons, Belgium and was the Dean of the National Military Representatives.

From 2021 to 2022, he was appointed as the Deputy Commander of the Multinational Corps Southeast in Sibiu, Romania.

Abroad, he served in a variety of assignments, most notably being: UN Military Observer Democratic Republic of Congo (2000-2001); Staff Officer in Afghanistan (2008, 2010, 2013); Staff Officer in Kosovo (2009).

His military education includes several international courses, including: Army’s Rangers Course for Officers, USA, (1996 – 1997 completion certificate) Special Operations Course, USA (2005); Naval Postgraduate School, Monterey, California, USA (2006 – 2007); Advance Program in Security Studies, George C. Marshall European Centre for Security Studies, Germany (2010); Counter Terrorism Special Forces Advanced Course, USA (2014); National War College, USA (2014 – 2015).

MG Constantin-Adrian CIOLPONEA’s decorations and awards include: UN Medal; The Army Achievement Medal; The Army Commendation Medal; General Staff Badge of Honour; Romanian Army Honour Emblem; Military Veteran Honorific title; Land Forces Emblem of Honour; National Order Military Virtue in rank of Knight; Air Force Emblem of Honour; Naval Forces Emblem of Honour in service of the Homeland – for 25 years of service” Honorary sign.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
