SAE Media Group is delighted to announce the 3rd annual Counter UAS Homeland Security Europe Conference taking place on 29-30 September 2025, in London, UK.

With the prevalent threat of UAS activity over critical infrastructure, locations and events, their use in urban warfare scenarios and the need for adaption of C-UAS technology to remain relevant over time, it is important to bring together the C-UAS and Homeland Security communities to discuss how best to adapt to protect the European homeland from UAS threats and threat actors.

Drawing on knowledge gained from leading Homeland Security experts from key UK, European and International security organisations, governments, military, police and industry, this conference will showcase the very latest technology in the market to ensure that civilians, domestic infrastructure, borders and all aspects of homeland security are protected from the criminal use of drones.

Andy Harding

 Andy Harding is a recently retired (2021) London Metropolitan Police Officer and has been appointed the UK National Police Chiefs Council (NPCC) Strategic Manager for Less Lethal Weapons and Counter Drones. He has 31 years policing experience in a variety of roles including, front line policing, instructing, developing strategy, Territorial Support Group (TSG), Intelligence and has gained subject matter expertise in less lethal weapons and countering the threat from drones. In 2007 he developed the training and implementation of Taser in London and in 2012 he was responsible for the role out of Taser to 2000 local officers in the Metropolitan Police including community engagement to all 32 Boroughs. This developed into him being appointed the UK strategic advisor to Chief Constables and the National lead for less lethal weapons. He has provided lectures at various events around the world.

In 2018 following the Airport incursion by drones at Gatwick, Andy was asked to mirror the success of the less lethal weapons portfolio and create and lead a team to counter the threat from drones which has resulted in a comprehensive review of capability, intelligence and evidential procedures resulting in the deployment of equipment and resources across the UK to assist front line officers and forces.

Andy is passionate about policing and ensuring officers have the correct equipment whilst delivering a service to their communities and how that can be achieved considering value for money. He believes that policing cannot always produce all the answers and a collaborative approach with industry and stakeholders is a utopia to focus on.

Andy has broad experience of working in challenging policing environments, including the Territorial Support Group, Intelligence services and front line policing. Whilst on the Territorial Support Group Andy was a highly experienced public order advisor to senior officers and worked on the command team for many high profile events in the late 90s through to his retirement in 2021.

In 2024 after four years development work and legal adjustments, Andy led a team of officers and staff who trained officers and provided community engagement to officers and the public in the British Overseas Territory of Anguilla. Andy has responsibility for providing the same package of measures to all other BOTs.

 Assistant Chief Patrol Agent (ACPA) J. Michael Douglas has served in the United States Border Patrol for 17 years. During his career he has served in multiple U.S. Border Patrol areas of operation in support of border enforcement efforts. He was selected to join the U.S. Border Patrol Special Operations Group (SOG) where he was responsible for carrying out operations for SOG teams on a national and international level as well as managing personnel on deployments, operational strategies, and training. Additionally, ACPA Douglas led Customs and Border Protection’s (CBP) Force Modernization Branch, responsible for the acquisition and provision of innovative use-of-force solutions to fill identified capability gaps in both CBP and DHS law-enforcement operational environments through extensive requirements development, market research, testing and evaluation, legal/policy reviews, and large-scale procurements; positively impacting CBP’s mission readiness as well as increasing the safety of CBP’s 40,000 plus officers and agents. Currently, ACPA Douglas is leading CUAS and SUAS training efforts for CBP’s law enforcement personnel.

 Ms Tapsall is the CEO of DroneALERT and has been working with Geo-Location intelligence for 20 years and within the drone industry for almost 10 years supporting evidence & intelligence collection for law enforcement & first responders, particularly for drone incidents, CI and public space protection. She is active in Red Teaming operations and provides CUAS services and training specialised in threat & incident reporting, risk and threat analysis, ISR, OSINT data gathering, and full CUAS process chain operations.

Chris Trelawny

 Chris Trelawny was commissioned as Deputy Secretary General of INTERPORTPOLICE on 1 January 2022. Prior to that, he spent 18 years in the International Maritime Organization (IMO) Secretariat focussed on multi-agency approaches to maritime security and facilitation. His major projects included the Djibouti Code of Conduct (DCoC), the Yaoundé Code of Conduct, and the Jeddah Amendment to the DCoC, 2017. Before joining IMO in 2003, Chris spent 6 years at ICAO and 4 years in aviation security roles and 8 years as a customs officer. He also served for 30 years in the Royal Naval Reserve.

Christopher Church

 Christopher Church is a Senior Digital Forensic Specialist within the Digital Forensic Laboratory at the new INTERPOL Global Cyber Complex for Innovation based in Singapore. Christopher’s role involves supporting law enforcement in 190 member countries in the challenges they face undertaking digital forensics and tackling cybercrime. Chris has been involved in digital forensics for 13 years. He started his digital forensics career at Metropolitan Police in London where he joined the Phone Forensic department. In the 10 years he was based in London he became head of the Smart Device Unit where he formulated the requirements for Smart Device forensics and associated challenges as well as being involved in many high profile case investigations and giving expert testimony in court. He has trained and mentored numerous computer forensic and mobile phone examiners in digital forensics examination best practice as well as looking at the complex challenges that arise through such examinations. He now works in the INTERPOL Digital Forensics Lab which is instrumental in assisting 190 member countries in support, training and capacity building of digital forensics. The role involves operational on scene support, maintaining the Digital Forensic Lab capability and delivering training and mentoring. He is a Contributing Author to INTERPOL Drone Framework for 1st Responders and Digital Forensic Examiners Evolution of Digital Forensics Lab. Current active projects include: Drones - Working with Law Enforcement, Industry and Academia to assist Law Enforcement to understand the drone landscape, from the use by criminals, law enforcement usage and possible forensic evidence that is held on them.

 Dr Sarah Jane Fox has had a long career in policing. She is also a renowned international academic who specialises in transport, movement and mobility. In 2015/2016 she obtained the distinguished accolade of a Fulbright Commission research award, which was also supported by Lloyd’s of London (due to various risk elements of her research). As a result, Dr Fox researched, for 12 months, in the US across the areas of aviation, including UAV’s and (outer) space.

Dr Fox continues to publish extensively in the area of UAV’s (as well as broader areas of aviation, space, risk, security/safety, technology and policing).

Dr Fox has presented her findings at a number of key events across the globe, including to the U.N. on a number of occasions, the EU and the Council of Europe.

 Geert De Cubber is the team leader of the Robotics & Autonomous Systems unit of the Belgian Royal Military Academy. He is also a senior researcher at this institute with a research focus on developing robotic solutions for solving security challenges like crisis management, the fight against crime and terrorism and border security. He is the coordinator of multiple European and national research projects, like ICARUS (on the development of search and rescue robots), SafeShore (on the development of a threat detection system) and COURAGEOUS (on the development on a standard test methodology for C-UAS tools).

 Jan Otto Johansen is a Norwegian Police Superintendent with more than 15 years of operational experience from different branches within Law enforcement. As Head of C-UAS at the National Police, Mr. Johansen has supported numerous organizations worldwide, sharing his knowledge and experience about police use of drones and drone countermeasures. AS the operational commander Mr. Johansen was responsible for the planning, execution and evaluation of the INTERPOL Drone Incursion Exercise held at Oslo Airport.

Currently, the Drones and Counter-Drones Department of the Security Technology Center of the Spanish Ministry of the Interior is deploying the SIGLO-CD network (Global Counter-Drone System). It is a system based on client-server architecture, capable of detecting, identifying, monitoring and, if necessary, neutralizing commercial drones. The data is received in a Central Server with a Command and Control software (C2). The system is nowadays deployed in the city of Madrid, Valencia and different locations in southern Spain and will be extended to more than 50 cities in the next three years.

Lee is the CEO and Founder of XTE Ltd. XTE specialises in the independent test, assessment and characterisation of CUAS technology, including through the development of unique analysis and visualisation tools. XTE also supports research and development, and provides consultancy services to public and private organisations in the CUAS sector.
Following a 20+ year career in the RAF as an Air Defence expert (including as a Mission Commander for the UK AEW Force), Lee now has 13+ years working in the Defence and Aviation commercial sector. This period has seen him holding Operations and Board Level roles in several small specialist companies. Lee’s main areas of focus have been training and simulation and, for the last 8 years, UAS and Counter UAS systems design, delivery and evaluation.
Before founding XTE, Lee worked on the delivery and operation of a variety of CUAS projects worldwide, primarily at airports but also smaller sites, both commercial and defence orientated.

I’m also C-UAS advisor to the ATG Force commander and UAS national project manager for the French Gendarmerie :

 Senior Chief Superintendent Dirk-Heinrich Bothe M. A. is the deputy head of section 21 - Command and Operation, Special Forces - at German Federal Police Headquarters in Potsdam.
His operational experience extends from commanding ground police forces to leading and flying helicopters in numerous different domestic and international missions compromising the full scope of the service from various police missions day and night, visual and on instruments, helicopter emergency medical service, mountain rescue, cargo transport, disaster relief and fire fighting. After 25 years of service as a commanding officer and helicopter pilot with the air support group, he is now providing expertise on operational aspects of GSG 9, air support, maritime assignments and close protection.
In his capacity as consultant, he formulates the operational requirements for the application of UAS and counter-UAS-applications in the scope of tasks of the German Federal Police and coordinates UAS-related questions within Headquarters.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
