Mobile Deployable Communications 2021 (Virtual Conference)

SAE Media Group is proud to announce the 14th annual Mobile Deployable Communications conference, taking place online as a virtual event on 27th – 28th January 2021.
 

From the strategic level down to the tactical, efficient and clear communications are key to operational success. The fast pace of modern warfare requires agile, highly adaptable forces capable of rapid movement whilst maintaining a consistent communication and situational awareness capability. Interoperability is also becoming increasingly important to ensure seamless command and control within a multinational coalition, especially given the rising operational tempo across Europe.

Supported by the Portuguese Army, the Mobile Deployable Communications conference is designed to bring together leading program managers, strategic decision-makers, industry experts and thought leaders from Europe and further afield to explore the latest developments in communications technology. MDC is the only conference which focuses on CIS in the European operational environment through briefs from key regional partners and their international allies.

Brigadier General Papenfus became the CIO/G-6 for U.S. Army Europe in January 2020.
Prior to this assignment he served as the Chief of Operations, Army CIO/G-6, Washington, DC. He has served an operational tour as the Director COMMS-I and Deputy Commander, Task Force-Signal / 160th Theater Strategic Signal Brigade, Afghanistan.
Brigadier General Papenfus has served in a variety of leadership positions at the tactical, operational, and strategic levels. Other Active Duty and Army Reserve duty assignments include the 3rd Armored Cavalry Regiment, Texas and Colorado; 534th Signal Company, Colorado; 12th Infantry Regiment, Colorado; 104th Division, Colorado; 5025th Military Police Detachment, Colorado; 1st Mobilization Brigade, Colorado; Space and Missile Defense Command / Army Strategic Command, Colorado; Division West - First Army, Colorado; AR Cyber Protection Bridge, Maryland; and the 98th Expeditionary Signal Battalion, Arizona.
Brigadier General Papenfus enlisted in the Wisconsin Army National Guard and was commissioned Active Duty in the Signal Corps and branch detailed to Armor, through Marquette University ROTC, Milwaukee, Wisconsin. He also graduated with a Bachelor of Science in Civil Engineering from the University of Wisconsin - Milwaukee, a Certificate in Crisis Leadership in National Security from George Washington University, a Masters of Business Administration from Webster University, and a Masters of Strategic Studies from the Air War College. His other military schooling highlights include the Armor Officer Basic; Signal and Military Police Officer Advanced; Space Operations Officer Qualification (FA-40A); Information Systems Management Qualification (FA-53A); Basic Computer Network Operations Planners, Canadian Forces College Joint Command and Staff Program (JCSP); Senior Leader Seminar (Army War College); and the National Security Space Institute Space 300.
Among Brigadier General Papenfus’ military awards are the Legion of Merit, Bronze Star, and Meritorious Service Medals, along with various service and campaign medals. He also holds the Parachutist Badge, Air Assault Badge, Air Force Space and Missile Badge, German Army Proficiency Badge (5th award) (Das Abzeichen für Leistungen im Truppendienst), and the Signal Corps Regiment Association Order of Mercury (Bronze and Silver).

BGEN Luis Filipe Camelo Duarte Santos assumed the post of Director of Communications and Information Systems Directorate as of January 2021. Prior to joining Army CIS Directorate, BGEN Luis Camelo held various positions namely NCI Academy Director (2020), at the Army Military Academy as Deputy Commander and Dean of Academics (2019), Army Personnel Branch Chief of Staff (2018-2019) and from 2016 to 2017 he attended the Flag Officers Course at the Command and Staff College.

Brigadier General Pantelis Arapis Brigadier General Pantelis Arapis was born on November 19th 1966 on the island of KOS, one of the larger among the Dodecanese. He joined the Hellenic Military Academy in 1984, and was commissioned as Signals Second Lieutenant in 1988. During his military career, BGen Arapis has attended and graduated from various courses of the Hellenic Army Signals & Electronic Warfare School, and has been assigned to all available Staff and Command posts in Signals Units, including three unit-level Commanding Officer posts. From 2000 to 2002, he attended the CIS advanced course that runs in collaboration with the Informatics and Telecommunications Department of the National Kapodistrian University of Athens (NKUA). After graduating the Supreme Joint War College (SJWC) in 2005 at Thessaloniki, Greece, he received a number of staff appointments, such as G2 in Brigade level and as Intelligence Staff Officer in ISAF HQ (Kabul/Afghanistan) in 2007. He spent the next three years (2008-2010) to the Hellenic National Defence General Staff (HNDGS), the sole Strategic-level HQ of the Hellenic Armed Forces, as a Defence Policy Directorate Staff Officer, being the custodian for OSCE issues and CFE inspections, a post that proved to be an extensive source of information and indeed a knowledge hub for various strategic, operational and diplomatic issues. Between 2011 and 2015, BGen Arapis had the opportunity to receive 2 Operational-level NATO HQ assignments; initially (LtCol) as an Intelligence Staff Officer at ALLIED FORCE COMMAND HQ MADRID, Spain, and subsequently (Col) as Director of Management in LANDCOM Izmir. In parallel, he attended the Hellenic National Defence College (via e-Iearning), thus deepening and enhancing his awareness in military diplomacy and strategic studies. Upon his return to Greece in 2016, he served as Chief of the Exploitation Department of the Intelligence Analysis Directorate at the HNDGS. During this tour, he acquired a Masters degree in Applied Strategy and International Security Studies from Plymouth University, and also graduated from the Terrorism and Security Studies course of the “George C. Marshall” European Center for Security Studies, keeping himself updated with the latest trends about the security environment and existing threats. After his promotion to Brigadier General on March 5th, 2019, he was assigned as ACOS J6 Cyberspace in SHAPE. His awards and decorations include all the medals-commemorations anticipated for an officer of his rank. BGen Pantelis Arapis is married to Maria Parisi, and they have a daughter.

Chand Svare Ghei served 11 years in the Norwegian Signals/Total Defence, after joining the service in 1996. Having made a name for himself as a DCIS expert, he went on to support NATO in a civilian capability in 2008, driving future technology and solutions. With more than 15 years of experience with DCIS, Chand has led the delivery and creation of technology and solutions for NATO exercises and operations. His broad experienced background includes, among others, time spent in Afghanistan, Kosovo and Bosnia. In his spare time he is a published author. In 2019 he went on to become Chief Engineer for Airbus Secure Communications, where his focus lies on developing and driving innovative digitalised technology solutions for the Nordics, Eastern Europe and international agencies including NATO and the UN.

Chief Warrant Officer 4 Shawn E. Petermann is in his 24th year of service in the United States Army. Throughout CW4 Petermann’s career he has served in numerous assignments ranging from M1A2 crewman to Senior Technical Advisor and he is a veteran of Operation Iraqi Freedom and Operation Enduring Freedom, with numerous deployments in support of both. His most notable assignments include 86th Signal Battalion, 3rd Signal Brigade (OIF 2006-08), the Joint Communications Unit (2012-18) and most recently the Joint Communication Support Element (Airborne) where he currently serves as the Technical Director, Innovation and Modernization. Additionally, his current concentrations include Strategic Vision 2025, posturing JCSE for Joint All-Domain Command and Control and integrated CEMA/EW capabilities into tactical baseband, all while following the DoD and Service specific technology trends.

Colonel (R) Ralph D. Thiele is Managing Director of StratByrd Consulting Chairman Political-Military Society, Berlin, and. President EuroDefense – Germany. As former Commander of the Bundeswehr Transformation Centre he has introduced Network Enabling Capabilities into the German Armed Forces. While serving in the personal staffs of the German Armed Forces Vice Chief of Defence Staff and the NATO Supreme Allied Commander Europe, and in the Planning and Policy Staff of the German Minister of Defence Ralph Thiele has been directly involved in numerous national, European and NATO strategic, technological and political issues. He has been Chef de Cabinet and Chief of Staff at the NATO Defense College in Rome and Director of Faculty at the German General Staff and Command College in Hamburg and held a couple of operational assignments. As Managing Director Stratbyrd Consulting Colonel (R) Thiele has been consulting multiple projects in Europe, the Gulf region, Asia and South America dealing with C4ISR, Information and Communication Technologies, Cyber Security, EW, Network Enabled Capabilities, Industry Policy and Digitalization.

Colonel TREIBLMAIER joined the army 1978. He has got commissioned to Lieutenant in 1982 as a signal officer and served as a coy commander, commander of officers and warrant officers selection courses, deputy commander headquater battailon, G6 of the key zone and territorial command of Lower Austrian. He is qualified as a NBC officer, battailon and brigade commander. He holds a masterdegree in Security and Defence, a masterdegree of Arts in Military Leadership and has a civilian education to an engineer of communications technology.
Since 1998 he servers in different functions in MOD Austria. His promotion to the rank of Colonel was 2008. Since 2008 he is the Head of Communications and Electronic Warfare in the ICT-Planning Division.
Colonel TREIBLMAIER is married to his wife Christa and they have three sons, Alexander, Bernd and Richard. He is living in a little village 120km west of Vienna.

Colonel Janos Poloskei

Col János Pölöskei is the branch head of the HDFC Force Development Directorate, Command and Control Systems Development Branch, where he is leading his team in the field of preparation of procurements of land and air command and control systems and radar systems.
He started his career in 1987 and graduated as an artillery officer from the military college in 1990. Before starting with procurement activities he spent several years in tactical level positions from platoon to brigade level. After a successful career in lower positions he became an operations planner at operational and strategic level, where he participated several NATO and national planning activities.
Col Pölöskei went for mission to Kosovo in 2003 and 2017, and to Afghanistan in 2005 and 2006 where he got valuable operational experiences.
He currently is studying the second year in the Doctoral School of the National University of Public Service and researches the field of capability development.
He enjoys spinracing, running and Pilates gymnastics in his free time. He likes testing Linux distributions for home use as well.
He is married with Andrea and is a proud father of his sons, Dávid and Kristóf.
 

Colonel Rui Jorge Fernandes Bettencourt

Colonel Rui Bettencourt joined the Portuguese Army in 1986, graduating from the Military Academy in 1991 as a Signals Officer and, in 1995, graduated in Computers and Electronics Engineering - Telecommunications at Instituto Superior Tecnico, Technical University of Lisbon.

He initiated his career as a software developer and systems analyst at the Portuguese Army ADP Department, where later on achieved the position of Software Development Section Head. Following these junior officer years, he served at Joint HQ SOUTHLANT/Joint Command Lisbon, later returning to the Army to attend the Staff Course and Joint Staff Course at the Command and Staff College (Instituto Universitario Militar, current denomination), where he was invited to serve as a Doctrine and Academic Research Officer and later as an Army Education Branch Instructor. From 2012 through 2014, Colonel Bettencourt served in the Army Communications and Information Systems (CIS) Directorate as Head of the Command and Control Branch and Head of Information and Knowledge Management Branch. In 2014 he was stationed at the Army Combined Arms School (Escola das Armas) as Head of Signals Branch, returning in 2016 to the CIS Directorate as Head of the CIS Operations Department, at the Army CIS and Cyber Centre (Centro de Transmissoes do Exercito).

From 2017 to 2020 he was appointed Military Advisor to the Portuguese Army Chief of Staff.

Lieutenant Colonel Robbie Reed hails from Bigelow, Arkansas. He is married to Tonia from Tyronza, Arkansas and has three children, Ethan, Kennedy, and Berkley. LTC Reed enlisted the Arkansas Army National Guard as a TOW/Dragon Missile Systems Repairer in 1996 and commissioned as a Signal Officer through Officer Candidate School in 2002. He served as a traditional Guardsman for 22 years before joining the Active Guard Reserve program in 2018. His civilian career included positions in United States Senator Mark Pryor’s office and Verizon Wireless Corporate. LTC Reed is a graduate of the Joint Combined Warfighting School, Advanced Operations Course, Intermediate Level Education, and the Signal Captains Career and Basic Courses. He has a Masters Degree in Business Administration from Webster University. Major Antonio Farinha

Major Antonio Farinha

Major António Farinha was born on the 10th of March 1983 in Castelo Branco, an important town from the interior of Portugal. He joined the Portuguese Air Force Academy in 2001 and he was graduated in Aerospace Engineering, specialization in Avionics in 2007, where was promoted to Lieutenant.
Major António Farinha was initially posted to Air Base 5, in Monte Real, in the Metrology Laboratory and afterwards in the Avionics Section, belongs to the F-16 Maintenance Group. According with his interest and will to serve the Air Force in an operational unit, in May 2009 he attends the Forward Air Control (FAC) course ran by Tactical Air Control Party unit, Air Command in Lisbon, Portugal. He attends to several survival and tactical courses in special tactic units to become a combat ready FAC, ends of 2010.
He participated in a wide range of national and international exercises, since 2010 until nowadays, supporting a several Army and Navy units, at Company and Battalion level, such as Allied Strike exercise 10 and 11 in Germany, all the series of Real Thaw exercise, Hot Blade and European Air Tactical Transport under the umbrella of European Defense Agency and Trident Juncture 15 in Portugal, under NATO organisation. He was assigned several times to the Exercise Control cell to lead Joint Terminal Attack Controllers (JTAC) and Ground Liaison Officers during planning and execution phases.
Major António Farinha attend the Basic Command Couse at Air Force Academy in 2012, where was promoted to the rank of Captain. After that, he was placed in the TACP unit, Air Command in Lisbon, as Operations Officer. In 2013 he attends the JTAC course at Netherlands Air to Ground Operations School, in Schaarsbergen unit, close to Arnehm village in Netherlands.
In 2014 he was assigned to the European Union Training Mission in Mali, at Koulikoro Training Camp as TACP team leader to train the Malian armed forces in Close Air Support operations. He was deployed two times to this mission, ending in the middle of 2016. In the beginning of 2017, he was deployed in support of Portuguese Army Commandos to Central African Republic, under the United Nations Multidimensional Integrated Stabilization Mission – MINUSCA, as Air Operations Officer and TACP team leader from the Portuguese Quick Reaction Force.
End of 2017, after his returning to Portugal, he attends to the Staff Officer Course which ends in the middle of 2018, and after that he was promoted to Major and was assigned TACP Commander from TACP unit, in Lisbon, Air Command. End of 2018, he returns to Central African Republic, to MINUSCA/QRF mission supporting the Portuguese Paratroopers.
Besides his intense military job, his leisure time is spent on travel with his girlfriend and sons, enjoys beach, nature and sports.
 

Major Ivo Cavaco

Maj Ivo Cavaco was born on the 6th of May 1974 in Vila Franca de Xira, a small town near Lisbon. He has been in the Air Force since 1994. After his high school studies, he started his military career as an enlisted officer (Electrotechnics Maintenance Officer). After one year of formation he mainly worked as planner for military and technical training.
From 2001 to 2004 he attended the Academy Course and specialized in Communications and Information Systems. After his graduation he served several years as Chief of a Communications Centre and also as Course Director/Instructor.
Early after the end of his course for senior officer (Major), in 2015, he was sent to the Air Command (Portuguese Air Force) where he was designated to be the Chief for Deployable Communication and Information Systems. In this place, as responsible for the Deployable Systems, he participated in several national and international missions and exercises were the Portuguese Air Force was involved, highlighting those carried out under the aegis of NATO and UN.
Maj Ivo Cavaco is married and has two daughters. Currently he and his family live near the place where he was born.

Ram Rao is currently the Director of Advanced Engineering Technologies for the Global Enterprise Solutions business unit of Leonardo DRS. The Advanced Engineering Technologies group supports the Leonardo DRS mission in delivering global, mission-critical information and communication technology solutions. In his role, he is responsible for setting both short-term and long-term technology goals and plays a vital role in developing the technology direction and vision for the company.
Ram has over 30 years of expertise in satellite communications. Prior to joining DRS, he worked at leading companies like TetraTech, WorldSpace, and Hughes. Ram has a Masters degree in Electronics and Communication from Bangalore University, an MBA in International Business from Georgetown University and has earned Six Sigma Black Belt, PMP, and PMI-RMP certifications.
 

Mr Salvador Llopis

Mr Salvador Llopis

Salvador Llopis currently works as Project Officer Communications and Information Systems (CIS) at the European Defence Agency (EDA) in Brussels. He worked previously at EDA as Project Officer Cyber Defence Technology and moderator of the Cyber Research and Technology Working Group. He graduated from the Spanish Army Military Academy as Signal Officer. He holds a Master of Science in Telecommunications Engineering. His research interests are in the areas of cyber situational awareness, the intersection of cognitive science, data science, human system integration. decision-support technologies and tactical telecommunications. He has over 10 referred publications in these areas.

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
