The SAE Media Group is delighted to announce the 12th annual Air Mission Planning and Support conference (VIRTUAL/ONLINE ACCESS ONLY), taking place on the 20th - 21st April 2021

Operating in the information warfare age brings its own unique opportunities and challenges, as nations seek to enhance air power, while guarding against potential vulnerabilities and managing unprecedented volumes of data. This meeting will provide a stage to discuss new and innovative systems, and efforts to upgrade, modernise and improve existing platforms, as allied air forces continue to seek the operational edge.

Colonel Alan Docauer is the Chief, Command and Control/Intelligence, Surveillance, and Reconnaissance Operations, Air Combat Command, Joint Base Langley-Eustis, Virginia. He is a Command Air Battle Manager with over 2500 flight hours in the E-3 Airborne Warning and Control System and E-8 Joint Surveillance Target Attack Radar System. Prior to this assignment, he was the Chief, Operational Support Division at Pacific Air Force Headquarters, and previously served as the Commander of the 727th Expeditionary Air Control Squadron at Al Dhafra Air Base, United Arab Emirates. In addition, he previously served as the Chief of Command and Control Programming at Headquarters, United States Air Force and as an instructor at the United States Air Force Weapons School.

Lieutenant Colonel Jakob Valstad, Norwegian Army is the Chief of Operations in Movement Coordination Centre Europe (MCCE) assigned to Eindhoven July 2016. Responsible for operational branch in MCCE to coordinate and optimize all 28 member nations strategic capabilities within Air, Sea, Inland Surface transport and Air to Air refuelling for operations, exercises and routine requirements.
Lieutenant Colonel Valstad joined the Norwegian Armed Forces in 1984. As a Logistic officer, he has taken part in various positions in Logistics nationally and also in numerous of operations abroad assuming various levels of responsibility.
He have 9 deployments in total more than 6 years in different operations led by NATO, UN and Coalition of willingness (Lebanon, Kosovo, Iraq, Sudan, Afghanistan and South Sudan).

Lieutenant Colonel Mike Carty

Lt Col Carty began his Royal Marines career as a Rifle Troop Commander before specialising as a pilot and qualifying on the Harrier GR9. He flew combat sorties in Afghanistan and participated in several carrier detachments in HMS ILLUSTRIOUS and ARK ROYAL. He was selected for an overseas exchange with the US Marine Corps and saw combat in Iraq and Syria flying the AV-8B. He is a Qualified Flying Instructor and has instructed on the Hawk T2. Lt Col Carty has an MSc in Aerospace Systems and has previously worked in the Air Warfare Centre developing F-35 doctrine and concepts.

LtCol Waugh is an exchange officer with the RAF currently serving as the Combat Air Force Headquarters, Lightning Element SO1 for Logistics. He has over 25 years’ experience as an Aircraft Maintenance Officer, supporting a wide range of mostly fixed wing aircraft. He has worked in every level of aircraft maintenance: Operational, Intermediate, and Depot, to include two carrier deployments with VMFA-251. LtCol Waugh was the Commanding Officer of Marine Aviation Logistics Squadron 13 and directly supported the stand up of the Marine Corps’ first operational F-35B squadron.

Mr Kay Averhoff

Kay joined the Germany Navy (GNY) in 1999. After graduating from the German Naval Academy followed by service time on the Destroyer Lütjens, he started flight training in 2001 at the 2nd German Air Force (GAF) Training Squadron in Phoenix, Arizona and proceeded to the US Navy TRAWING 6 in Pensacola for Strike Fighter WSOs, following his transition to TORNADO (TOR) at Holoman AFB, New Mexico. Once completed, he transferred to the GAF due to the closure of the GNY Fighter Wing 2 in 2004.
His GAF career started with the JaBoG 32 ECR (FBW 32 ECR) in Lechfeld, Bavaria where he reached Combat Ready status on WS TOR ECR. In 2006, he moved on to TOR ECR OT&E section and became responsible for on-board mission software, mission planning systems, weapons and sensors and attended OT&E Training at the National Test Pilot School, Mojave.
He participated in multiple US and Mediterranean flag exercises. Having graduated from staff officer in 2011, he left the GAF to join the defence industry.
Within the Airbus Group, he held different Program and SME positions before representing in 2016 the Eurofighter Mission Support System and supporting FCAS initiatives since 2017. In 2020, he also became the “FCAS Multi Domain Mission Planning and Mission Management Lead Operational Advisor”.

Mr Kenneth L Kash

Kenneth L. Kash is the Chief Combat Air Forces (CAF) Mission Planning Branch, Airspace Mission Planning Division, Hanscom AFB Massachusetts, under the Program Executive Officer for Battle Management. Mr Kash is responsible for the development, modernization, and sustainment of Joint Mission Planning Software (JMPS) and Weapons Planning software for all USAF Fighter and Bomber platforms, managing a portfolio over $300 million.
Mr. Kash entered the Air Force in 1978 serving in a wide variety of positions of increasing responsibility at squadron, wing, major command, and NATO HQ. At the staff level, Mr. Kash had been responsible for executive support to various senior level general officers both US and International. He served as the Military Assistant to the Director Communications Division, Supreme Allied Powers Europe, was the executive officer to the Commander Allied Air Forces Southern Europe/16th Air Force, Aviano AB Italy, and USAF Support Commander NATO Operations (IFOR) in Croatia and Bosnia-Herzegovina. Prior to military retirement in Sep 1999, Mr. Kash was the Program Director for the Royal Saudi Air Force PEACE SHIELD System (ground C2 system) at Hanscom AFB MA.
Mr. Kash has over 40 years of military and civilian experience of program and contract management for Defense Business Systems and Major Weapon Systems that include US and NATO AWACS, command and control ground systems (C2), and Mission Planning software for USAF fighter and Bomber platforms.

Mr Nicolas Chaillan

Mr. Nicolas Chaillan, a highly qualified expert, is appointed as the first Air Force Chief Software Officer, under Dr. William Roper, the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics, Arlington, Virginia. He is also the co-lead for the Department of Defense Enterprise DevSecOps Initiative with the Department of Defense Chief Information Officer. As the Air Force’s senior software czar, Mr. Chaillan is responsible for enabling Air Force programs in the transition to Agile and DevSecOps to establish force-wide DevSecOps capabilities and best practices, including continuous Authority to Operate processes and faster streamlined technology adoption.

The Chief Software Officer works with the Program Executive Officers and is responsible for analyzing current software and cloud migration plans to avoid vendor lock-ins while allowing for rapid prototyping and a streamlined process for deployment. To keep up with the pace of technology, Mr. Chaillan evaluates and authorizes new commercially available off-the-shelf software and cloud-related technologies to help with their adoption across various Air Force programs based on their mission needs.

Prior to his current position, Mr. Chaillan was the Special Advisor for Cloud Security and DevSecOps at the Department of Defense, OSD, A&S and Special Advisor for Cybersecurity and Chief Architect for Cyber.gov at the Department of Homeland Security. He designed the new robust, innovative and holistic .Gov cybersecurity architecture (Cyber.gov), that mitigates cyber threats by leveraging best practices and implementable solutions with minimal impact to workforce efficiency.

In addition to his public service, Mr. Chaillan is a technology entrepreneur, software developer, cyber expert and inventor. He has over 19 years of domestic and international experience with strong technical and subject matter expertise in cybersecurity, software development, product innovation, governance, risk management and compliance. Specifically, these fields include Cloud computing, Cybersecurity, DevSecOps, Big Data, multi-touch, mobile, IoT, Mixed Reality, virtual reality and wearables.
Mr. Chaillan is recognized as one of France’s youngest entrepreneurs after founding, WORLDAKT at 15 years of age. He has founded 12 companies, including AFTER-MOUSE.com, Cyber Revolution, Prevent Breach, anyGuest.com among others. Over the last eight years alone, he created and sold over 180 innovative software products to 45 Fortune 500 companies. Additionally, he is recognized as a pioneer of the computer language PHP.
Mr. Chaillan is a sought after adviser and speaker, including participation in multiple industry conferences and experience working in close collaboration with many Fortune 100 companies and the U.S. Government.

Thomas qualified in 1987 as a Fighter pilot for the French Air Force. He was declared two years later Combat ready on Jaguar at Saint-Dizier Air Force Base (AFB) before progressing to Mirage F1CR in 1991 at the Strasbourg AFB. He then became in 1994 section leader at Orange AFB on Mirage 2000 RDI before being promoted to Flight Commander. He attended the Defence staff college in Paris (Ecole de Guerre) in 2002. After graduating, he became in 2004 Squadron Commander of the Escadrille des Cigognes near Dijon.
In 2009, Thomas went on to develop his expertise in Air Command and Control as Deputy Commander of the French National AOC near Lyon. In 2013, he was nominated Operational Advisor of the UAE Air Force Commander in Abu Dhabi. Three years later, he returned to France as Deputy Commander of the French Air Operations Brigade near Lyon.
Thomas decided to seek new horizons. He joined in 2019 Airbus Defence and Space as FCAS Senior Operational Advisor.
Thomas has over 3300 flying hours on fighter aircraft including 83 war missions with one ejection in operations. He is the holder of the Legion d’Honneur, the French Order of Merit and has also been awarded the Medal of Aeronautics.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
