Defence Safety 2022

The SAE Media Group is delighted to announce that the 5th annual Defence Safety conference will convene in London on the 3rd and 4th October 2022. This event is supported by the UK MoD's Defence Safety Authority.

 

As the leading global safety conference specifically focused on Defence, it will continue to promote safety as a core element of military activity and remains a forum for bringing together the leading international Service commanders and Defence industry stakeholders. The event is being planned and hosted by the SAE Media Group with the support of the Defence Safety Authority (DSA), the UK MOD’s independent body for regulation, assurance, enforcement, and accident investigation of safety in Defence.

 

The Defence Safety 2022 Conference will seek to address the most significant safety risks facing Defence, focusing on avoidable safety-related deaths and the potential capability and reputational implications for those who operate, supply and support Defence. For 2022, the theme will be Enhancing Safety Standards for the Future of Defence Innovation and Enterprise. Last year we explored in detail how Simplifying Safety would lead to better adoption and execution of safety across core Defence assets, and how new platforms and systems could benefit from leaner but equally comprehensive safety strategies. This year we will contemplate the importance of safety when considering the rapid pace of innovation; adapting people, culture, leadership, and strategy in relation to organizational change; and the enterprise’s approach to promoting innovation safely in Defence.

Air Commodore Blythe Crawford

Air Commodore Crawford was commissioned into the Royal Air Force in 1993. As a Tornado F3 Weapons Systems Officer, he enjoyed tours with 111(F) and XXV(F) Squadrons, participating in Operations SOUTHERN WATCH, ADANA and BOLTON and detachments to the Falkland Islands. He was then posted to the Tornado F3 Operational Conversion Unit as an instructor.

As a Squadron Leader, he was posted to the Tactical Leadership Programme in Florennes, Belgium, during which time he completed a Masters degree in International Relations at Cambridge University. He then served in the CAOC in Al Udeid before becoming a Flight Commander on XXV(F) Squadron and then Executive Officer of 111(F) Squadron.

Promoted to Wing Commander in 2009 Crawford was selected for Advanced Command and Staff College, simultaneously completing an MA in Defence Studies, prior to posting to the Pentagon to work for the Deputy Chief of Staff, Strategic Plans and Programs, in Headquarters, USAF. He then returned to the UK to command Operations Wing at RAF Leuchars, where he oversaw the transfer of QRA to RAF Lossiemouth and stood up the Expeditionary Air Wing. He deployed as CO of 121 EAW in 2013 in support of OPERATION LUMINOUS, before short notice deployment as XO to the Commanding General, 1st Infantry Division, in Baghdad as part of OPERATION INHERENT RESOLVE, where he was awarded the MSM. Crawford was appointed an Officer of the Order of the British Empire in the Queen’s Birthday Honours List, 2015.

He fulfilled the position of Deputy Director of Defence Studies at the Defence Academy, subsequently being promoted to Group Captain and taking up the position of Assistant Head Development within Joint Warfare in Joint Forces Command. He then returned to Washington as the UK representative of the Chief of Staff of the USAF’s Strategic Studies Group in 2016 where he was the interoperability lead for the Multi Domain Command and Control Enterprise Collaboration Team, before participating in the development of the USAF’s innovation strategy and the Joint AI Centre.

Crawford took command of RAF Leeming in 2019, overseeing a diverse array of outputs and visiting Exercises, whilst also setting up the RAFX Innovation Hub. He was appointed a Commander of the Order of the British Empire in the New Year’s Honours List, 2022 before then attending Higher Command and Staff College, prior to promotion to Air Commodore. He took up the position of Commandant of the Air & Space Warfare Centre in May 2022.

He is married, has one son, and maintains a keen interest in innovation, history, rugby, and country pursuits while continuing a Doctorate at Durham University.

Air Commodore Sam Sansome

Air Cdre Sam Sansome joined the RAF in 1986 as a University Cadet. After 3 years at Loughborough University studying Engineering Science and Technology he attended RAF College Cranwell for Initial Officer Training – graduating in March 1990.
Following Engineering Officer Training, his first tour was as JEngO XV Sqn on Tornado GR1 ac at RAF Laarbruch. After tours at RAF Lossiemouth (Buccaneer, Hunter and Tornado), RAF Strike Command (Tornado Role Office) and RAF Wyton (Harrier Fleet Manager) and an operational detachment to Riyadh, he was promoted to Sqn Ldr in Nov 1998 and appointed as the structural Engineering Authority for all marks of Tornado aircraft.
In 2001 he took up the post of OC Aircraft Engineering Squadron at RAF Benson, working on Puma and Merlin helicopters, where he also acted as OC Engineering and Supply Wing for a 7 month period during Op TELIC. On completion of his command tour he moved to the Personnel Management Agency where he was the Desk Officer for Squadron Leader Engineers.
In Jul 2004 he was selected for Staff College, but opted instead to attend Henley Management College graduating with an Executive Full-time MBA. He was promoted to Wing Commander during the MBA course and posted to a future capability post in Headquarters 2 Group in September 2005 where he had logistics and engineering responsibility for all 2 Group future platforms, both ISTAR and AT/AAR and including the REAPER UAV, A400M and Shadow R1.
In June 2008 he was posted to RAF Brize Norton as OC Forward Support Wing. Following his command tour he became the Command Planner at PJHQ at Northwood, managing the transition of its planning functions to Joint Forces Command. After a further spell as a Manning Desk Officer, this time for wing commander engineers and suppliers, he was promoted in 2012 and took up appointment at DE&S Abbey Wood as Team Leader of Chief of Materiel Joint Enablers’ Customer Support Team. On 27 Jun 2016 he returned to Air Command and to 2 Gp, this time as Chief Air Engineer and Gp Capt Support. On 1 March 2021 he transferred to the RAF Reserves on promotion to Air Cdre and took up post as Inspector of Safety RAF – the first non-aircrew officer to lead the RAF Safety Centre.
Air Cdre Sansome is married to Louise and has 2 children, Millie and Thomas. His family home is in Marlow, Buckinghamshire. He is a qualified swimming official and until recently was Chairman of Wycombe District Swimming Club, one of the top swimming teams in the country.

 

Air Commodore Saskia Siemensma

Air Commodore Saskia Siemensma

Saskia Siemensma (1969) is a senior officer in the Royal Netherlands Air Force (RNLAF). She graduated from Tilburg University, specialising in the Psychology of Work and Organisation in June 1993. After graduating, she was employed as a military officer by the RNLAF and specialised in Human Factors in Aviation. Having worked as an aviation psychologist for seven years, she chose to expand her experience by fulfilling various different jobs in the armed forces. She worked as a policy advisor to the Commander of the NLD Defence Support Command, was Deputy Director of the Netherlands Defence College, was deployed as a project officer for ISAF HQ in Kabul, Afghanistan and commanded the Centre for Man in Aviation in Soesterberg for several years. After graduating from RCDS in 2020, she became the Director of HR and Business Administration of the RNLAF. Currently, Air Commodore Siemensma is Director of Information and Innovation and member of the RNLAF Board.

Air Marshal Steve Shell

Steve Shell was commissioned into the Royal Air Force in 1988 and graduated from Royal Air Force Shawbury as a helicopter pilot in 1989.

After training he was posted to No 18 Squadron at Royal Air Force Gutersloh, Germany, where he flew the Chinook. He conducted operational tours in Northern Ireland, the Falklands and the 1st Gulf War. In 1993, he was posted to the Special Forces Flight of No 7 Squadron. In 1996, he qualified as an instructor and returned to No 7 Sqn.

On promotion to Squadron Leader in 1998, he was posted to No 27 Squadron to set up a new flight with which he completed 3 tours in Bosnia and one in Kosovo before becoming 2IC. In 2000 he was posted to Royal Air Force Innsworth to be Staff Officer to the Air Secretary before completing the Advanced Command and Staff Course in 2001/2002.

As a Wing Commander, he joined the Ministry of Defence for a 2-year tour on NATO and EU Air Policy. In September 2004, he commenced a 4 month posting to Baghdad, leading the fielding of the fledgling Iraqi Air Force (awarded Bronze Star). In March 2005, he took command of No 27 Squadron for a tour which included operational detachments to Pakistan for earthquake relief, Lebanon for evacuation operations, and he was the first Royal Air Force officer to command the Joint Helicopter Force in Afghanistan.

On promotion to Group Captain, he returned to the Ministry of Defence as Deputy Director Air & Littoral Manoeuvre in the Equipment Capability Area. In October 2009 Steve took command of Royal Air Force Odiham and the UK Chinook Force.

In October 2011 he became Personal Staff Officer to Commander-in-Chief Air Command for a short period before attending Higher Command and Staff Course and Royal College of Defence Studies in 2012. On promotion to Air Commodore in November 2012, Steve became Chief of Staff (Operations) until his appointment in Washington as UK Chief of Defence Staff’s Liaison Officer to the Chairman of the Joint Chiefs in June 2015. On promotion to Air Vice-Marshal in October 2016, Steve took up post as Chief of Staff Operations (Air) from December 2016. He was appointed Director Military Aviation Authority in December 2018, before assuming his current role as Director General Defence Safety Authority, as an Air Marshal, in Jan 2022.

Steve Shell is President of RAF Golf, plays Cricket, Veterans Football and races motorcycles.

Air Vice Marshal Alan Gillespie

Air Vice Marshal Alan Gillespie

Air Vice-Marshal Al Gillespie joined the RAF in July 1988 as a University Cadet and completed his BSc(Hons) in Electrical and Electronic Engineering the following year. He spent 10 years flying as a Qualified Weapons Instructor Navigator on the Tornado F3, supporting Operations DENY FLIGHT (Balkans) and RESINATE(S) (Iraq) as well as holding Quick Reaction Alert in the UK and Falkland Islands.

He completed staff tours in the Defence Intelligence Staff and MOD Directorate of Strategic Plans and a tour as the Chief of Combat Operations in the USAF Central Command Combined Air Operations Centre (CAOC) (Qatar) as UK forces withdrew from Basra. Gillespie took command of 23 Squadron (E-3D AWACS) in July 2008 and, on promotion to group captain in October 2009, deployed to Bastion Airfield to assume command of 903 Expeditionary Air Wing as the USMC expanded into Helmand, culminating in support to Op MOSHTARAK. After a staff appointment in HQ Air Command as Group Captain ISTAR, Gillespie assumed command of RAF Waddington, the RAF’s ISTAR hub; he oversaw the introduction of UK-based remotely-piloted air operations over Afghanistan.

On promotion to air commodore, he returned to Al Udeid, Qatar as the UK Air Component Commander and Air Officer Commanding 83 Expeditionary Air Group, with responsibility for UK air operations across the region and the orderly withdrawal of UK Air Power from Afghanistan. In June 2015, Gillespie became the Battlespace Management Force Commander within Headquarters Number 1 Group and in June 2017 was appointed as the Head of the Air Transformation Programme.

After graduating from the Royal College of Defence Studies, Air Vice Marshal Gillespie commanded Number 2 Group from October 2019 to October 2021. He was appointed Director of the UK Military Aviation Authority in December 2021.

Brigadier Damien McLachlan

Brigadier Damien McLachlan

BRIG McLachlan was born in Hobart, Tasmania in 1974; completing his primary schooling in Tasmania and secondary in Victoria. He attended Monash University, completing a Bachelor of Science with Honours (Physics) in 1995. He enlisted in the Army Reserve in 1992 spending four years as a soldier at Monash University Regiment. In 1996, he applied to transfer to the Australian Regular Army and was selected to attend the Officer Cadet School (New Zealand).
BRIG McLachlan completed junior officer appointments at 1st Aviation Regiment, Army School of Electrical and Mechanical Engineers and 1st Combat Service Support Battalion. In 2002, he applied for and was selected to attend the Australian Defence Force Academy to complete the Bachelor of Engineering with Honours (Electrical).
BRIG McLachlan was appointed as the Officer Commanding Support Squadron, 3rd Combat Signal Regiment, in 2006-2007, which included a deployment to Timor Lestè in Operation ASTUTE. In 2008, BRIG McLachlan was posted as the Staff Officer to Director General Corporate Management and Plans prior to attending Australian Command and Staff College in 2009. In the following year, he completed a posting to the Defence Materiel Organisation as a System Engineer within Joint Project 2072, where he authored the Operational Concept Document for Phase 2B. During this period, BRIG McLachlan completed a Masters of Systems Engineering from the UNSW.
From 2011 until 2014, BRIG McLachlan was posted as Staff Officer Grade One Equipment Management in Army Headquarters for which he was awarded a Conspicuous Service Cross in the 2014 Queen’s Birthday Honours. He deployed in 2012 on Operation SLIPPER, Afghanistan, as a Security Force Assistance planner and coordinator within Headquarters International Security Assistance Force in Kabul.
On return to Australia, BRIG McLachlan was selected as the Commanding Officer of Joint Logistics Unit (North), in Darwin. On promotion to Colonel in 2017, BRIG McLachlan was appointed as the Director of Technical Regulation – Army. BRIG McLachlan has been responsible for the development of a Landworthiness management system for Defence. This has included understanding the lessons learnt and the cultural changes required for the implementation of Airworthiness and Seaworthiness.
In Jan 2022, BRIG McLachlan was selected on promotion to Brigadier as the inaugural Director General Landworthiness. BRIG McLachlan is responsible for the continued development and implementation of a system to provide assure of land capabilities. Additionally, the Branch contains Work Health and Safety- Army, the Land Test and Evaluation Agency and the Directorate of Engineering – Army. The Branch brings together the key elements that enable the development and sustainment of safe capabilities for Army.
BRIG McLachlan is a Chartered Professional Engineer with Engineers Australia in the Colleges of Electrical, ITEE and Leadership & Management. He is a committee member for the College of Leadership and Management – Victoria and has been recognised for his contribution to Engineering by being selected as both an Engineering Executive (2016) and Fellow (2018) by Engineers Australian. BRIG McLachlan is an active rugby referee and is the
Vice President of the Australian Defence Force Rugby Referees Association.

Brigadier General Gene Meredith

Brigadier General Gene Meredith

Brigadier General Gene Meredith graduated from the University of Arkansas in 1989 and was commissioned as a Second Lieutenant in the Field Artillery. He joined 8th Battalion, 8th Field Artillery Regiment, 2nd Infantry Division in South Korea for 2 years, followed by an assignment with 1-319th Airborne Field Artillery Regiment, 82nd Airborne Division, serving as the Battalion FSO, Plans Officer, and subsequently commanding C Battery and Headquarters Battery 319th AFAR.
Following attendance at the Command and General Staff College, BG Meredith was assigned to the 173rd Airborne Brigade in Vicenza, Italy. From there, he moved to Germany and served with the 1st Armored Division as an Assistant Fire Support Coordinator. He would then deploy as the Battalion Executive Officer for 1st Battalion, 94th Field Artillery Regiment during Operation IRAQI FREEDOM I and II, and as the Division Artillery Executive Officer in Germany.
BG Meredith's next assignment was to Special Operations Command Europe as the FSO, Ground Branch Operations Officer deployed to Afghanistan, and the Secretary Joint Staff. He returned to Fort Bragg to command the 1st Battalion, 321st Airborne Field Artillery Regiment, 82nd Airborne Division, deploying to Afghanistan.
Upon graduation from the Air War College he moved to Fort Sill, Oklahoma to serve as the Chief of Field Artillery Concepts and commanded the 428th Field Artillery Brigade.
He followed this with a posting as the Chief of the Commander's Initiatives Group United States Forces Korea before returning to Europe where he served as the Executive Assistant to the Supreme Allied Commander Europe and EUCOM Commander. A return to Korea saw him join 2nd Infantry Division as the Deputy Commanding General
of Maneuver, before joining the 3rd United Kingdom Warfighting Division in June 2020. In June 2022 he assumed command of the U.S. Army’s Combat Readiness Center.
He is married to the former Mrs. Sam-Hyang Hong and they have two English Bull Terriers, Mimi and Jimmy, that they enjoy spending time and traveling with. His interests and hobbies include motorcycles, cars, photography, and airborne history.

Brigadier General Nordin Bin Abdul Ghani

Brigadier General Nordin Bin Abdul Ghani

Brigadier General (Brig Gen) Nordin Bin Abdul Ghani RMAF was born on 16 January 1965 in Kedah, Malaysia. He was commissioned in January 1989 at Royal Military College in Kuala Lumpur into the Engineering Branch of the Royal Malaysian Air Force.

His academic qualifications include Master of Science in Aeronautical Maintenance and Production from the Ecole Nationale Superieure D’Ingenieurs De Constructions Aeronautiques (ENSICA), France in 1999 and Bachelor of Science in Aeronautical Engineering from University of Technology, Malaysia in 1988. He has also obtained a Master in Defence and Strategic Studies from National University of Malaysia in 2015 and Diploma in Defence and Strategic Studies from University of Malaya, Kuala Lumpur in 2005.

Amongst the courses that he has attended including the Defence College Course at Malaysian Armed Forces Defence College in Kuala Lumpur, Staff College Course at Malaysian Armed Forces Staff College in Kuala Lumpur; Helicopter System Integration Course in Airbus Helicopter France, Engineering Officer Familiarization Course at RMAF Kinrara, FA-18D Engine Technical Training in U.S.A, Training Design and Delivery in United Kingdom, Joint Warfare Course at MAF Joint Warfare Center in Kuala Lumpur and Computer Programming Course at MARA University of Technology in Kuala Lumpur.

Brig Gen Nordin has served in various engineering appointments at command, staff and unit levels. Currently, he is the Director General of Directorate General Technical Airworthiness (DGTA) in RMAF Headquarters, Kuala Lumpur. His previous appointments include Assistance Chief of Staff Logistic at RMAF Air Region 1 Headquarters, Director of Engineering Department at DGTA, Staff Officer Grade 1 at DGTA, Staff Officer Grade 2 Engineering Systems and Staff Officer Grade 2 Engineering Human Resource at RMAF Headquarters in Kuala Lumpur. At Unit level, he had served as Officer Commanding of Aircraft Engineering Squadron at RMAF Base in Subang, Butterworth and Alor Setar.

For his leisure and hobby, Brig Gen Nordin keeps fit by playing badminton and football. His other hobbies are reading and travelling. He is keen about reading aircraft design/engineering and strategic and defence issues.

He is married to Haliza Yahaya and they have been blessed with 2 sons.

Brigadier General Pierre Campenfeldt

In 1993, Pierre did his mandatory military service as an army ranger and a combat medic in the Swedish Lapland in the Swedish Armed Forces. He found the medical training so interesting that he began study medicine the same year his service ended. He graduated from medical school in year 2000.

He did his residency in orthopedic surgery and became a senior consultant in 2012. By time, he became interested in leadership and did a career as a manager at different levels at the hospital. His final position before leaving the health care section was the head of the surgical and medical division at Norrtalje Hospital in Stockholm.

In 2016, the Swedish Government appointed Pierre to Surgeon General in the Swedish Armed Forces. In 2017, the Government changed the nomenclature of the position to Defence Inspectorate for Medicine and Environmental Health in which Pierre today is the director general.

Pierre is still an active researcher at Karolinska Institute and defended his theses “Fracture healing, functional outcome and health related quality of life in younger patients with a femoral neck fracture“, in 2020. He lives in Stockholm with his wife and two teenage daughters and enjoys training, hunting and traveling in his spare time.

Col Livingstone was commissioned into 1st Battalion The Parachute Regiment on Op BANNER in Northern Ireland (NI) and spent the 1990s in a range of Regimental and junior staff appointments, including 2.5 years of operations on Op BANNER and a tour on Op LODESTAR in Bosnia with 19 Mech Bde.

He deployed on the rapid insertion to Sierra Leone on Op PALLISER as Company Commander in 1 PARA. After Staff College, he returned to operations as Chief of Staff 3 Infantry Brigade covering the Northern Irish border, subsequently led the Patrols Company on Op BANNER, and then converted into the first ‘Strike Coy’ of the evolving SFSG, deploying in that role on Op HIGHBROW.

He was SO1 Army in Directorate Defence Resources & Plans in the MOD deep centre prior to commanding the Infantry Battle School, Brecon, training junior battlefield leadership at the height of Afghanistan and Iraq. A deployment to Afghanistan on Op HERRICK followed as Chief Mentor to the Afghan Infantry Branch School in 2011.

After short spells back in the MOD, JFC Cap and D Trg Army, he assumed the appointment of D Comd 16 Air Assault Brigade. He moved to HQ Fd Army as DACOS Command Plans prior to assuming his current appointment as Chief Safety (Army), a post he has held since Jun 20.

A Trustee of the Airborne Museum, he is also Chair of Army Modern Pentathlon and regularly competes in multi-event masters’ competitions.

Colonel Larry Nixon

Col Lawrence Nixon is the Deputy Chief of Safety for Headquarters Air Force, Pentagon, Washington, DC. He is responsible for overseeing the Air Force’s flight, ground, space, and weapons safety mishap prevention programs designed to preserve combat capability by preventing mishaps. Colonel Nixon received his commission as a graduate of the Air Force Reserve Officer Training Corps program at the University of Illinois, Urbana-Champaign, IL. He has held positions at the wing, major command, combatant command, Air Staff, and Joint Staff level. He has a background in the Combat Search and Rescue (CSAR) mission area in the HH-60G Pave Hawk both operationally and as a formal training unit evaluator pilot. Prior to his current assignment, he served as Air Combat Command’s Director of Safety. His education includes a Masters from the University of Central Missouri, Warrensburg, MO and completion of Squadron Officer School, Air Command and Staff College, and Air War College.

Colonel Mark Bortnem

Colonel Mark Bortnem

 Colonel Mark Bortnem is currently the Director of the Marine Corps Safety Division. He grew up in Milford, MI, and has been a Marine for over 30 years, first enlisting in the Marine Corps in 1991.
As an enlisted Marine, Colonel Bortnem served as a Supply Administration and Operations Specialist in Camp Lejeune, NC, before being selected for the Marine Enlisted Commissioning Education
Program. From 1994 to 1998, Colonel Bortnem attended The Ohio State University, where he was commissioned as a Second Lieutenant, ending
his time as an enlisted Marine and beginning his career as an officer.

From 2001 to 2002, Colonel Bortnem attended flight school in Pensacola, FL. Graduating with distinction, he was designated as a Naval Flight Officer in 2002. He then joined Marine Fighter Attack Squadron 332, where
he deployed several times, including to Al-Asad Airbase, Iraq, flying combat missions in support of Operation IRAQI FREEDOM. From 2006-2009, Colonel Bortnem completed pilot conversion training at Naval Air Stations Corpus Christi and Kingsville. Graduating with distinction, he was designated as a Naval Aviator and served as a Flight Instructor as part of the Selectively Retained Graduate program. From 2010 to 2014, Colonel
Bortnem was assigned to MCAS Miramar where he completed F/A-18 pilot training and was assigned as the Executive Officer with Marine Fighter Attack Squadron 121 and Operations Officer with Marine Aircraft Group Eleven. During this time, Colonel Bortnem achieved all advanced qualifications as an F/A-18 pilot while deploying twice to Japan. From 2014-2016, Colonel Bortnem represented the Marine Corps as part of the
Personnel Exchange Program. He was assigned to Cold Lake, Alberta, Canada where he served with the Royal Canadian Air Force. During this time, Colonel Bortnem deployed to Al-Jabar Airbase, Kuwait, serving as both the head of Standardization and Evaluation and also as Officer-In-Charge, while flying combat missions in
support of Operation INHERENT RESOLVE. Upon his return to Canada, he was assigned as Commanding Officer of 401 Tactical Fighter Squadron, becoming the first US officer to command a Canadian squadron.

In 2016, Colonel Bortnem was assigned to Camp Smith, HI, where he was assigned as the Marine Forces Pacific Air Officer and Director of Aviation Operations. From 2018 to 2020, Colonel Bortnem was the Commanding Officer of Marine Fighter Attack Squadron 232 in Miramar, CA. During this time, he deployed to Japan and the squadron was recognized as the recipient of the Robert M. Hanson award as Strike Fighter Squadron of the Year. In 2020, Colonel Bortnem was assigned to Air War College in Montgomery, AL, where
he graduated with a degree in Strategic Studies and where he was promoted to his current rank.
Colonel Bortnem has served in a wide variety of global locations, including the pacific region, the Middle East, and the arctic. He has nearly 3000 flight hours, including more than 500 hours of combat time.

Colonel Renzo Versteeg

Colonel Renzo Versteeg

Renzo Versteeg was born in Scherpenzeel, Netherlands, on 13 May 1969. He completed officer training in 1993 and took on the post of construction platoon commander at 415 Construction Company (Seedorf, Germany) in the rank of lieutenant. Subsequently, he served as an engineer officer in several infrastructure and construction commanding and staff positions, including a deployment in Bosnia and Herzegovina (SFOR).
After graduating from his bachelor and master programme on social and organisational psychology at Leiden University (The Netherlands) in 2009, he entered the Army psychological services branch and conducted morale research in various mission areas and unit climate research for all armed forces within the Netherlands’ Defence Services Centre for Behavioral Sciences, in 2013 reorganized into the Trends, Research and Statistics Department.
During 2016 to 2018, he was posted within the national Dutch Safety Board. In 2018, he returned to the Army Staff in order to support the safety culture transition as a result of critical external reports on two fatal accidents.
In 2021, he graduated from the Human Factors and System Safety master programme at Lund University (Sweden). In March 2022, he was appointed as the head of the safety branch within the Army Staff (Utrecht, The Netherlands). He was also promoted to the rank of colonel during that time.
Renzo Versteeg is married and lives near Leiden (between Amsterdam and The Hague) with his wife and three daughters. He uses his spare time to (ice) skate, watch Formula 1, play double bass and photography.

Commodore Stuart Henderson

Commodore Stuart Henderson

Stuart Henderson’s 36-year career (so far) started with the ships HMS FIFE, HMS ARK ROYAL, HMS LONDON during the Gulf War of 1991 and HMS JUNO. He learnt his trade as a Marine Engineer in the Frigate HMS BOXER on deployments to the Pacific and the Adriatic. He was a head of department in the Type 42 Destroyer HMS SOUTHAMPTON in the Arabian Gulf in 2001 and brought the Type 45 Destroyer HMS DUNCAN out of build from Scotstoun in Glasgow in 2013.

He gained an MSc in Marine Engineering at University College London and an MA from King’s College London as part of the Advanced Command and Staff Course. He is a Fellow of the Institute of Marine Engineering, Science and Technology and chair of the International Naval Engineering Conference.

He has had a broad career encompassing leadership instructing, technical systems trials development, N3 and J3 staff appointments in the UK and in deployed Mult-National staffs, finance and military capability strategy in MOD HQ, personnel strategy, and as the Navy’s Head Talent Management. Prior to taking up his current role he was in the UK Permanent Joint HQ responsible for Force Protection, crisis management, Equipment Capability requirements and safety management for UK forces deployed worldwide. He has been Navy Safety Director since Feb 19.

He lives in the south of England and is a keen sailor, mountaineer and skier.

Dr Raymond D O'Toole Jr

Dr Raymond D O'Toole Jr

Dr. O’Toole was appointed Principal Deputy Director, Operational Test and Evaluation on February 16, 2020. In this capacity, he is the principal staff assistant to the Director for all functional areas assigned to the office. He participates in formulation, advocacy, and oversight of Defense Department test and evaluation policies, as well as development and implementation of test and test resource programs. He supports the Director in the planning, conduct, evaluation, and reporting of operational and live fire testing. He also serves as the Appropriations Director and Comptroller for the Operational Test and Evaluation, Defense appropriation, and the principal advisor to the Director on all Planning, Programming, and Budgeting System matters. Dr. O’Toole was Acting Director from January 20, 2021, until December 19, 2021.

Prior to becoming Principal Deputy Director, Dr. O’Toole was DOT&E’s Deputy Director for Naval Warfare. In this capacity, he oversaw the operational and live-fire testing of ships and submarines and their associated sensors, combat and communications systems, and weapons. He also was responsible for overseeing the adequacy of test infrastructure and resources to support operational and live-fire testing for all acquisition programs across the Defense Department.

Before joining DOT&E, Dr. O'Toole was the Deputy Group Director of Aircraft Carrier Design and Systems Engineering at Naval Sea Systems Command (NAVSEA). Prior to that, he was the Director of Systems Engineering Division (Submarines and Undersea Systems), where he led a diverse team of engineers who supported all submarine program managers. His other NAVSEA assignments included ship design manager and Navy technical authority for USS VIRGINIA Class submarines during the design and new construction phases; and for amphibious ships, auxiliary ships, and command and control ships during in-service operations.

Dr. O'Toole’s other previous positions within the Defense Department include Deputy Program Executive Officer (Maritime and Rotary Wing) at U.S. Special Operations Acquisition Command, staff to the Deputy Assistant Secretary of the Navy for Research, Development & Acquisition (Ship Programs), and Deputy Director of Regional Maintenance for COMPACFLT (N43).

Dr. O'Toole has more than 30 years of experience as a naval officer (active and reserve), retiring at the rank of captain. His significant tours included five as commanding officer.

Dr. Raymond D. O'Toole, Jr. is a native of Long Island, NY, and a graduate of the State University of New York - Maritime College, where he earned a Bachelor of Engineering in marine engineering. He also holds a Master of Engineering in systems engineering from Virginia Polytechnic Institute and State University, a Master of Science in national resource strategy from the Industrial College of the Armed Forces, and a Doctorate in Engineering in the field of engineering management from The George Washington University, where he is now a professional lecturer of Engineering Management and Systems Engineering. He has received the Secretary of Defense Meritorious Civilian Service Award and the Department of the Navy Meritorious and Superior Civilian awards.

James Gavin is the head of the Future Capability Group (FCG) at Defence Equipment & Support (DE&S). He has served in the military, the civil service and industry before his time inside DE&S, in Operations, Programme Management and consultancy roles.
James is a passionate advocate of delivering Operational Advantage by better strategic thinking and innovation, inclusive cultures and, recently, in helping to persuade others that sustainability does not always have to come at a cost to Operational Advantage.
The Future Capabilities Group exists to help explore new capabilities, to inform decision making and to de-risk requirements and technology against the Defence Lines of Development. Increasingly it is using ‘Agile By Default’ to deliver early operational advantage. The Group also has a role to encourage and enable better innovation inside DE&S and across the Defence Innovation Eco-system. The Group works closely with all the Front-line Commands, DSTL and central MOD areas such as the DIU and DASA.

Matt Chinn is a member of Dstl’s Executive team and the Platform System Division Head. Matt is responsible for leading and directing all aspects of S&T that develop the UK’s Battle-Winning edge. The division leads on the development of all new military Platforms and all types of Mission and Weapons systems. Our Unique Selling Point is the ability to identify where common Defence problems or gaps are found across an entire system or across Front Line Commands and then solve them once, in a way that can be applied as widely as possible.

Matt has wide experience in Defence and Security from across and outside Dstl including:
• Head of the Technology and Business Faculty at the Defence Academy, working closely with Cranfield University to deliver world class education and training;
• Deputy Chief Scientific Advisor for National Security, working across all government departments with a security remit;
• Head of Dstl’s Chemical and Biological Science and Technology Centre; responsible for all aspects of the CBR Science & Technology programme and UK lead for International Collaboration in the area.

After graduating in chemistry at Exeter University Matt joined the MOD in 1992, researching the adsorption of CW agents on activated carbon, which led to a PhD from Huddersfield University and Fellowship of the RSC. Matt has held a variety of leadership roles in Dstl including: Technical Manager Protection and Decontamination, Group leader for Protection and also Bio Detection before being seconded to MOD as research director for CBR and then returning to Dstl as Department Manager Joint Systems and then Biomedical Sciences. Matt’s most recent role in Dstl until 2013 was head of the Chemical and Biological S&T Centre at Porton Down.

Matt has a PhD from Huddersfield University and is a Fellow of the Royal Society of Chemistry.

Mr Paul Chivers

Paul joined Babcock International Group in 2019 as the Safety and Assurance Director for the Aviation Sector responsible for both occupational and aviation safety and was a member of the Aviation Sector’s Board. In May 2021 he was selected to be the Group Safety, Health and Environmental Protection Director, a new role responsible for driving coherence, best practice and continuous improvement across the entire Group and supporting the delivery of safe operations.

Previously Paul served for thirty plus years in the Royal Navy specialising in both surface ship operations and aviation culminating in commanding a Type 23 frigate and a Royal Naval Air Station. In the later part of his career, he specialised in aviation safety with his last appointment as the Director of the Military Aviation Authority, responsible for the regulation and assurance of UK Defences air operating and technical domains.

Gravity Industries designs, builds and flies Jet Suits, pioneering a new era of human flight. The company was founded in March 2017 to challenge the perceived boundaries in human aviation and to inspire others to dare to ask “What if?”.
Prior to founding Gravity, Richard was a Royal Marines reservist for six years and an Oil Trader with BP for 16 years. He developed business in many countries including Azerbaijan, Mozambique, Russia and conducted trade relations with many more.
He discovered and implemented major new technologies in BP including turning a $30k ground-breaking trade flow analytics (ship tracking) platform into an award-winning venture, winning the BP Group innovation Award and generating in excess of $50m within the first 3 months. This platform is still at the heart of the global commodity industry to this day. Richard has also been a key participant and investor in a number of successful start-up ventures externally and is a passionate STEM advocate.
Gravity has to date been experienced by over one billion people globally with Richard and his cohort of pilots completing over 150 flight events around the world and speaking at dozens of events from TED Talks to XPrize.
When he is not flying around the world, Richard is in Salisbury with his wife Debbie and their two children, Oliver and Thomas, kayaking and camping amongst other things.

The Honorable Shawn G. Skelly

Ms. Skelly was confirmed by the Senate to be the Assistant Secretary of Defense for Readiness on July 22, 2021. She is the principal advisor to the Secretary of Defense and the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) on all matters related to the readiness of the Total Force. In that capacity, she develops policies and plans, provides advice, and makes recommendations for Total Force Readiness programs, reporting, and assessments of readiness to execute the National Defense Strategy.
Ms. Skelly advises the Secretary of Defense on the strategic and operational readiness of the Armed Forces, and develops and oversees policies and programs to ensure their readiness for peacetime contingencies, crises, and warfighting. She supervises the comprehensive, enterprise-wide readiness system that measures the capability of the armed forces to carry out the National Defense Strategy, and develops tools to provide strategic and predictive readiness analysis. She also maintains policy and oversight of Military Service and joint training and education, including training systems and technologies, joint exercises, professional military education, and learning technologies. Additionally, Ms. Skelly serves as the DoD Designated Agency Safety and Health Official, responsible for integrated assessment and reporting of safety and occupational health issues, trend analysis, and mishap and accident reduction and mitigation activities.
Ms. Skelly served on active duty in the U.S. Navy for 20 years as a Naval Flight Officer, retiring with the rank of Commander. After a period in industry with ITT Exelis, she joined the Obama Administration in 2013, first serving as Special Assistant to the Under Secretary of Defense for Acquisition, Technology and Logistics at the U.S. Department of Defense, and ultimately as the Director of the Office of the Executive Secretariat at the U.S. Department of Transportation. In 2017, President Obama appointed her to serve as a Commissioner on the National Commission on Military, National, and Public Service, which delivered its final report to Congress, Inspired to Serve, in March of 2020. Ms. Skelly is also a Co-Founder and former Vice President of Out in National Security, formerly served on the Atlantic Council’s LGBTI Advisory Council, and was a member of the Service Year Alliance Leadership Council.
Ms. Skelly received a bachelor’s degree in History from the University of South Carolina and a master’s degree in National Security and Strategic Studies from the U.S. Naval War College.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
